Carson City Clerk-Recorder to speak at Monday's Democratic luncheon
Speaking at Monday's Democratic luncheon will be Carson City Clerk-Recorder Scott Hoen. The services provided by the Clerk-Recorder's Office to attorneys, government agencies, the judicial system, and the general public are mandated by the Nevada Constitution and the Nevada Revised Statutes.
The Recorder’s office records various documents related to real estate transactions. These include deeds, deeds of trust, notices of completion, leases, homesteads, federal tax liens, land maps, mining records, certified court documents, and discharge papers for veterans.
The Public Meetings & Public Records Division ensures transparency, accessibility, and accurate record-keeping related to government proceedings. It is responsible for creating and maintaining accurate, accessible, and permanent records of various meetings within Carson City, including those of the Board of Supervisors and other boards, commissions, and committees. It oversees records in various formats, including minutes, audio recordings, and agendas for several boards, commissions, and committees, including the Board of Supervisors, the Board of Health, the Redevelopment Authority, the Liquor and Entertainment Board, the Regional Transportation Commission, the Board of Equalization, the Planning Commission, and the Growth Management Commission.
The Marriage Licensing/Notary division ensures that couples can legally marry and that officiants are authorized to perform ceremonies. It serves essential functions related to marriage licenses, officiant applications, and notary bond filings. It handles marriage licensing for couples who wish to legally marry in Carson City. It also issues Certificates of Permission to Perform Marriages. After the marriage ceremony, the officiant is responsible for delivering or mailing the completed marriage certificate to the County Clerk’s office within 10 days. The certificate is then recorded, and a certified copy is prepared and mailed to the address indicated on the license.
The Election Department plays a crucial role in ensuring democratic processes, voter registration, and efficient elections. Eligible residents of Carson City can register to vote in person at the Carson City Clerk’s office by providing proof of identity and residency. Same day voter registration is available during Early Voting and at polling locations on Election Day. The department oversees the planning, organization, and execution of municipal elections, county-wide elections, and special elections. They coordinate with other government agencies, poll workers, and volunteers to ensure smooth voting processes. It also ensures that accommodations are made for voters with disabilities.
The Clerk-Recorder also serves as Carson City's Public Administrator. In that role he is responsible for probating estates of individuals who have not made prior arrangements to finalize their affairs after death. This can involve simple tasks like authorizing cremation or locating next of kin to more complex responsibilities such as safeguarding and selling real and personal property, managing financial matters, and cleaning out the deceased’s home.
Scott grew up in the Pacific Northwest and enjoys a multitude of outdoor activities such as hunting, fishing, camping, and hiking. He majored in Accounting and Economics at Lewis and Clark College in Portland to earn his Bachelor of Arts degree. He has over thirty years of experience within the title insurance industry.
