Here is this week's fishing report for rivers, lakes and streams in Nevada, Northern California and the Sierra. This report is for the week of March 20-26.

The Plumas National Forest, Beckwourth Ranger District would like to invite you to a meeting to help identify a Winter recreation trail system for the Smith Peak/Lake Davis area. The meeting will be held on July 31st at the Beckwourth Ranger District conference room at 10:00 am. We will review the map proposed by the public for motorized and non-motorized trails within this planning area.

The district started public collaboration on this project in January of 2012, public meetings were held on January 26 and March 7.

CARSON CITY – A member of the state Transportation Department Board of Directors questioned today the proposed selection process for a new agency director.

The Tahoe Regional Planning Agency announced the schedule of public meetings and workshops for public input on the Regional Plan Update draft and environmental documents for Lake Tahoe being released later this month.

Carson City and Muscle Powered (a community group dedicated to making Carson City a better community for bicycling and walking) have been working with the US Forest Service and the public for many years to develop a trail system along the foothills of the Carson Range with connectivity to Carson City.

The public is invited to meet with staff, ask questions, and submit comments regarding the update to the Carson Area Metropolitan Planning Organization (CAMPO) Regional Transportation Plan (RTP). The RTP is a long-range plan that
identifies transportation needs and proposed improvements to be implemented throughout a minimum of a 20-year horizon. Staff has begun to update the previous RTP with a new planning horizon of 2035. The creation of this
document is a federal requirement of CAMPO. Public comments are encouraged and invited throughout the planning process.

The Nevada Division of State Parks will next month hold a public hearing on the Nevada Administrative Code’s (NAC) change of regulation to allow for the carrying of firearms in state parks.

SPARKS — The Bureau of Land Management (BLM) now plans to consider not only the environmental impact but also the economic viability of Southern Nevada Water Authority’s (SNWA) multi-billion dollar plan to pump water from central Nevada into Las Vegas.

CARSON CITY – Attorney General Catherine Cortez Masto said today it will probably be another month before she can publicly report the results of her staff’s legal conclusions regarding requests for refunds from the state by Clark and Washoe counties totaling $123 million.
Masto said her office is still “moving through the process” to determine if any refunds are owed the two local governments. Once that analysis is completed, Masto said her legal findings will be shared privately with Gov. Brian Sandoval.

RENO – The Nevada Department of Transportation says technology it is testing to track car mileage as part of a potential new tax system would not violate drivers’ privacy.

The Bureau of Land Management (BLM), Carson City District-Sierra Front Field Office is seeking public input through provisions in Section 106 of the National Historic Preservation Act on a proposal to reduce site safety hazards at the United Comstock Merger Mill at American Flat (AFM) in Storey County, Nevada.

The BLM requests public input on the identification of historic properties and comments on potential effects analyzed in the environmental assessment to the AFM complex relative to regulation 36 CFR Part 800.2(d) and 800.3(e).

CARSON CITY – Gov. Brian Sandoval today asked for a statewide review of cash settlements with former state employees after Controller Kim Wallin uncovered three payments to former Department of Transportation workers that were not approved as required by state law.

CARSON CITY – A bill critics say will make it tougher to appeal land use decisions by Clark County local governments won easy approval in the Senate today on a 19-2 vote.
Senate Bill 85 now goes to the Assembly for consideration.

CARSON CITY – The city of Henderson is seeking legislation that one critic says would make it more difficult for Southern Nevada residents to challenge land use decisions by local governments.

Healthy Communities Coalition of Lyon and Storey counties will join the U.S. Department of Health and Human Services Office of Women's Health, in taking action against HIV/AIDS.

The public is invited to testify at an upcoming public meeting about salmon populations and the 2011 ocean and river salmon fisheries.

The 2011 Salmon Information Meeting, sponsored by the California Department of Fish and Game (DFG), will be held March 1 from 11 a.m. to 2:30 p.m. at the Sonoma County Water Agency Building located at 404 Aviation Boulevard in Santa Rosa.

The Ormsby Sportsmen’s Association (OSA), a local sportsmen’s club for hunters and fishermen will hold its regular monthly meeting on Tuesday evening, Feb. 15.

The meeting will begin at 7:30 p.m. in the public meeting room at the Carson City Sheriff’s Office at 900 East Musser Street. Use the door on the west side of the building.

Anyone who is interested in hunting or fishing is invited to attend all club meetings and functions.

OSA dues are $5 annually for adults and $2.50 for youngsters under the age of 16. There are currently 221 paid-up members.

The Washoe County Commission today selected former state Assemblyman and U.S. Attorney Greg Brower to replace retired GOP state Sen. Bill Raggio in the 2011 session of the Nevada Legislature.

Julia Peek of the Office of Epidemiology at Nevada State Health will be the featured speaker at the Thursday, Dec. 9 Healthy Communities Coalition's public meeting.

She will give a detailed presentation on The Healthy People 2010/2020 Nevada data, highlighting data now available for rural Nevada, Lyon and Storey regions in particular, as well as giving a brief overview of statewide and nationwide trends and concerns, particularly in areas of health status, mortality and morbidity.

Freida Carbery of Dayton has been named Nevada Prevention Fellow. As an organizer for the Dayton Food Bank through the Healthy Communities Coalition of Lyon and Storey counties, Carbery has engaged dozens of community volunteers in the region.

In acknowledgment of the great gift local military personnel, veterans, and military family members give, local leaders from all walks of life will sign a community covenant or contract pledging to work together toward increasing community partnerships that improve the quality of life for soldiers, veterans and their families.

In broad terms, these will include pledges to:

- Assist veterans with reintegration into our communities.

- Advocate for local, state and federal benefits for soldiers and their families.

Last week we reported that the governor's office sent a letter to Nugget Project consultant Mark Lewis taking issue with certain parts of the feasibility study for moving three state agencies into the Carson City Center/Nugget Project.

The one big item missing in that story was the Meridian Business Advisors feasibility study itself, which we now have a copy of.

CARSON CITY – A member of the citizen’s panel appointed by lawmakers to chart Nevada’s future for the next 20 years expressed concern today about whether the process to be followed to complete the effort conforms to meet the requirements of the state Open Meeting Law.

CARSON CITY – The Nevada Highway Users Coalition has announced its support for moving forward with a study on Vehicle Miles Traveled (VMT) as a potential alternative to the current gas tax paid by motorists at the pump to fund road improvements and maintenance.
According to those involved in the study, the consequences of inaction could include the deterioration of roads and highways, increased vehicle wear and tear, increased congestion and accidents and longer commute times.
