Carson City Supervisors agree to establish South Carson Neighborhood Improvement District
During the Carson City Board of Supervisors meeting held Thursday, the board voted unanimously to establish the South Carson Street Neighborhood Improvement District, similar to the Downtown NID that was established in 2016.
The purpose of the Downtown Neighborhood Improvement District, according to Carson City Planning Manager Hope Sullivan, is to help pay for the ongoing maintenance and upkeep of the Downtown sector in the following ways:
- Landscape maintenance
- Watering of the flower baskets
- Trash collection
- Power washing sidewalks
- Snow removal on sidewalks and McFadden plaza
- Splash pad maintenance and graffiti removal
Total assessment is $42,198 distributed between the property owners of the district.
For the South Carson NID, the assessment is to help pay for ongoing maintenance of the South Carson Complete Streets project from Fifth Street to Appion Way.
The specific tasks being paid for through the NID would be:
- Landscape maintenance
- Trash collection
- Power washing sidewalks
- Snow removal on multi-use path
- Pavement maintenance on the multi-use path
- Mowing and maintenance of the greenbelt area near the roundabout
The cost for Fiscal Year 2021 is assessed to be $69,620 to be distributed between the property owners of the district, with Carson City paying $22,000 for the maintenance items the city was responsible for prior to the NID.
According to the agenda packet, in order to assess property owners in proportion to the benefit received from the project improvements, 50 percent of the property owners’ assessment will be distributed among the owners based on the properties’ lineal frontage length abutting South Carson Street or abutting a City right-of-way property fronting on South Carson Street, and 50 percent of the property owners’ assessment will be distributed among the owners based on the parcel size.
The assessments will be included in the property tax bill, payable in quarterly installments when property tax payments are due. Interest on unpaid assessment installments is charged by the Assessor at a rate of 4 percent if the first installment becomes delinquent, 5 percent for the second installment, 6 percent for the third installment and 7 percent for the last installment.
The agenda had space set aside for any property owner who wished to voice their complaints or objections to the NID, but none came forward.
The Board also set aside time to determine if any businesses wanted to apply for hardship deferment, which would defer any payments to another time, but none applied for hardship deferment.
Supervisor Stan Jones stated that he drove through the South Carson district just yesterday and was impressed by what he saw.
“I think our South Carson Street is really starting to shape up,” said Jones. “Some of the dealerships need to improve their own areas but the landscaping that was done really looks good; I think every plant survived the winter and I want to compliment everyone on it.”
The board voted unanimously to approve the new South Carson NID.
