CARSON CITY – Nevada could find a way out of its $3 billion revenue shortfall next year without raising taxes, but only if the Legislature looks at restructuring the way the state and local governments provide and pay for services, the state’s top fiscal officer said yesterday.

Patricia Potter, former Carson City educator and former chair of the Carson-Tahoe Hospital Board of Trustees, died at her Carson City home at 4:40 a.m. on Thursday, August 5, 2010. She was 80.

"I was saddened to learn of Pat's passing," said U.S. Senate Majority Leader Harry Reid, D-Nev.

"She was a good teacher and a good friend to many Nevadans," Reid added.

"Pat was a strong advocate for change and fought for a better Nevada as chair of the Carson City Democratic Central Committee. My thoughts go out to Pat's family and friends during this difficult time," Reid stated.

Ely, Nev. – The Nevada Northern Railway is not your usual traditional museum with stationary buildings, equipment and trains that may not even tie to the history of the area.

CARSON CITY – More than 20,000 Nevadans have received extended benefit payments since President Obama signed into law legislation extending the Emergency Unemployment Compensation program on July 22, a state agency reported today.
The process for about 20,000 more eligible Nevadans should be completed by next week, said Cindy Jones, deputy director of the Department of Employment, Training and Rehabilitation (DETR).

CARSON CITY – State Budget Director Andrew Clinger yesterday painted a bleak picture of Nevada’s next two-year spending plan, saying under current tax and spending levels every single program and agency except for education would have to be eliminated to balance the budget.

A financial services bill working its way through the U.S. Senate contains a $400,000 earmark that appears to be destined for the business incubator that is part of the planned Carson City Center/Nugget Project.

It appears that the report on the City Center/Nugget Project slated to be presented at the end of this month will be delayed another 30 days.

According to an email from City Manager Larry Werner, the city and P3 Development need more time to look at issues "related to parking garages, ownership, land use issues, utilities and a myriad of other questions."

CARSON CITY – Nevada officials are racing the clock to get their full share of federal foreclosure relief dollars.
Some states and local governments elsewhere around the country are at risk of losing millions in foreclosure relief funds. But officials with the state of Nevada and local government entities who are managing the programs say they are on track to obligate their full allotments by September deadlines.
Even so, several Nevada officials said the funds are only a drop in the bucket to address Nevada’s foreclosure crisis.

After signing a contract to adopt Blackwell's Pond Park in Carson City, Kiwanis of Sierra Nevada Past-President Lee Pisiewski organized seven other members to to trim weeds and rake up at the park on Saturday, July 31. 

" This is a beautiful neighborhood park. Today, our members got their hands dirty improving this park for the neighbors,"  Pisiewski said.

CARSON CITY – Nevadans who are eligible to have their jobless benefits reactivated can expect letters by next week with instructions, the Nevada Department of Employment, Training & Rehabilitation (DETR) said today.
The agency began mailing letters Thursday to individuals whose Emergency Unemployment Compensation (EUC) claims are being reinstated following action by Congress last week to extend federal unemployment benefits through November.

CARSON CITY – The Nevada Legislature has reached agreement with a firm hired to help analyze the state’s revenue structure to complete a portion of the project.
The agreement reached with Moody’s Analytics requires the firm to finish the Nevada Vision Stakeholder Group portion of the contract by Sept. 15. It will require more work by the firm and two more meetings of the Vision Stakeholder Group, but the payment will remain at the initial bid of just under $100,000.

CARSON CITY – Gov. Jim Gibbons today appointed his chief of staff to serve on a panel that oversees planning and environmental issues at Lake Tahoe.

More charges could soon be filed against a Carson City man believed to be involved in a burglary ring that spans over multiple Northern Nevada counties.
Bryan Allen Gaudette, 24, faces five additional felony counts of burglary and is being held in the Carson City Jail on $25,000 bond.
He is currently in custody for other items already recovered in the same case, authorities report.

CARSON CITY – A new tax amnesty program initiated July 1 by the Nevada Department of Taxation has brought in $3.4 million in previously uncollected revenue through Tuesday, with just over two more months to go.

A Carson City man faces a felony domestic battery charge after he allegedly threw his live-in girlfriend down a half a flight of stairs, choked her with both hands and then threw bleach on her.
Jason Jeffery Lambert, 30, was booked into the Carson City jail on $15,000 bond.
According to the July 25 arrest report, deputies were dispatched to the 500 block of Jeanell Drive after receiving a call from a neighbor about a domestic fight.

The Nevada Highway Patrol reports today that it has booked a 21-year-old woman on charges related to a July 21 head-on accident on Highway 50 west of Dayton.
Occupants of both vehicles were transported to Renown Regional Medical Center for injuries sustained in the accident. The occupants of the Dodge van were all discharged from Renown, the NHP reports.

CARSON CITY – The major funding gaps Nevada and other states have been forced to address in their current budgets will continue in the next cycle even as tax revenues finally begin to show signs of life, a national report released today says.
Signs of “delicate” revenue improvement will be offset by the loss of federal stimulus funds, posing ongoing challenges to lawmakers in 2011 and beyond, says the report from the National Conference of State Legislatures’ (NCSL).

CARSON CITY – A group seeking to mandate the use of secret ballots in all elections involving union representation has filed an initiative petition to make such a requirement the law in Nevada.
The proposal to amend Nevada state law was filed July 15 with the Secretary of State’s office and lists Steve Wark of Las Vegas as the state chairman of the Save Our Secret Ballot effort.

As a result of the next phase of the Nevada Department of Transportation freeway project, the following closures will be in place:
— Valley View Drive will be permanently closed between Edmonds Drive and Line Drive beginning Monday, July 26.
— Koontz Lane will be closed between Raglan Circle and Edmonds Drive until January 2011.

CARSON CITY – A firm hired by the Nevada Legislature to produce a report on the state’s revenue structure has been sent a notice of default for failing to turn in the document by a July 1 deadline.
Lorne Malkiewich, director of the Legislative Counsel Bureau, said the notice was sent Wednesday to Moody’s Analytics, the contractor hired to perform the study. The company has 10 days to respond by producing the final report or the contract will be terminated, he said.

CARSON CITY – Nevada state agencies and their employees appear to have gotten the message about the budget crisis, at least as far as the accumulation of overtime is concerned.

Carson City authorities have arrested a woman after finding several stolen iPods and other property in an investigation that covers multiple Northern Nevada counties.
