Why is Nugget Project ballot question "advisory"?

After all, according to Nevada Revised Statutes 377A.030, the Carson City Board of Supervisors must seek a majority vote of the people to implement the quarter cent sales tax to fund the project. So why is it advisory?

Gun fired inside South Lake Tahoe bar, man arrested
Submitted by Jeff Munson on Sun, 06/03/2012 - 3:47amA single gunshot was fired inside a South Lake Tahoe bar early Sunday morning that missed patrons after an argument between two men, authorities said.
The incident happened at around 1:40 a.m. at Whiskey Dick's, 2660 Lake Tahoe Blvd. A local man was arrested in the incident. There were no injuries as a result of the gunfire. Minor injuries were reported that resulted from a fight.

Carson City Supervisors to discuss City Center ballot question

The board last month directed staff to work on wording for a ballot question to seek approval from voters for a quarter cent sales tax increase to fund the project. Now that question will be coming back to the board to decide whether to place it on the ballot.
The proposed question reads as follows:

Crime Log: Carson City man arrested for methamphetamines

Chappa was arrested for felony allegations of possession of methamphetamines and possession of methamphetamines with the intent to sell, as well as the misdemeanor allegations of driving without proof of insurance, driving with fictitious registration, driving without headlights, and speeding from 1 to 10 over.

Crime Log: Man arrested in Carson City for cocaine

- Joaquin Paul Gabriel Jr., 29, an electrician from San Jose, Calif., at 10:30 p.m. Friday. Gabriel was arrested for possession of a controlled substance (cocaine), as well as misdemeanor allegations of possession of less than one ounce of marijuana and possession of drug paraphernalia. Bail has been set at $4,100 plus administrative fees.
Fire restrictions go into effect tomorrow

TRE Fire fully contained at 7,152 acres
Submitted by admin on Sun, 05/27/2012 - 5:13amCooler, wet weather helped firefighters yesterday achieve full containment of the Topaz Ranch Estates Fire 15 miles south of Gardnerville, according to Sierra Front Interagency Dispatch Center.
The fire consumed 7,152 acres, two homes and 17 outbuildings. The local Carson City BLM District office took over command of the firefighting this morning. Ten firefighters remain on the scene, down from a peak of over 500.
Regent Ron Knecht Confirms He Was Let Go From His State Job, Says No Cause Given

Carson City School District honors retiring employees

A total of 13 staff members from Carson City schools were granted a clock award by Associate Superintendent of Human Resources Jose Delfin. Most of the staff that received the awards had worked for the school district for at least a decade. George Rolin, a custodian of Fremont Elementary School for more than 20 years, expressed his gratefulness when he received his award.

BLM Carson City urges public awareness of extreme wildfire danger
Submitted by Jeff Munson on Thu, 05/24/2012 - 4:06pmExtremely dry conditions has prompted the Bureau of Land Management Carson City District to urge cities, counties and residents to be aware of the increased chance of wildfire due to extreme dry conditions and warmer temperatures.
“The current conditions for this time of the year are dryer than what we have seen in the last 20 years," said Ken Smihula, fire management officer. “The public needs to be aware of the dry conditions and the very high risk of wildfire. We encourage everyone using public lands to be careful in regards to human-caused fires and take appropriate steps to prevent them.”
Memorial Saturday in Silver City for legendary broadcaster, hellraiser and satirist Travus T. Hipp
Submitted by Jeff Munson on Thu, 05/24/2012 - 1:26pmServices for legendary radio commentator Travus T. Hipp will be held this Saturday, May 26, in Silver City. Hipp died early Friday morning, May 18, at his Silver City home. He was 75, as old as the Golden Gate Bridge in his beloved San Francisco.
A memorial service will be held Saturday, May 26, in Silver City. Gathering, gnoshing and remembering will begin at the Silver City Community Center, 385 High Street, at 10:00 a.m. Food and refreshments will be provided. Those who wish may bring more.
TRE Fire now at 4,500 acres
Submitted by admin on Wed, 05/23/2012 - 8:31amAccording to the morning update from Sierra Front Interagency Dispatch Center, the TRE Fire burning south of Gardnerville has consumed 4,500 acres, including two homes and 17 outbuildings.
The fire is 10 percent contained, and continues to burn to the northeast. Approximately 120 residences and 300 outbuildings are threatened.

Topaz Ranch Estates at 4,400 acres; homes destroyed revised at 2, 17 structures burned
Submitted by admin on Tue, 05/22/2012 - 3:39pmDouglas County officials scaled back the number of homes burned in the TRE Fire on Tuesday night to two homes from seven, however, 17 outbuildings were destroyed and the fire burning in south Douglas County at Topaz Ranch Estates has grown to 4,400 acres.
Sgt. Jim Halsey of the Douglas County Sheriff's Office reported the clarification in a news release. The fire continues to move in a northeasterly direction, away from homes in the Topaz Ranch Estates residential area.

Each of the 22 private and public schools has its own library. Then there are four public libraries (Western Nevada College, city, State Library and Archives, State Law Library). Two of these libraries (State Library and Archives and the State Law Library) are woefully underutilized.

- Ivan Botello, 26, a machinist from Carson City, at 9 a.m. Wednesday. Botello was arrested on a statutory sexual seduction warrant in his name after he turned himself in at the Carson City Sheriff's Office. Bail is set at $15,000.
Supervisors take next step for Nugget Project ballot question

Because the previous plan for funding the project proved unworkable, the ballot question would ask voters to approve a quarter cent sales tax increase to fund it instead.
Open House at Carson City AAA on Friday to benefit Special Olympics

The event, which is slated from 9 a.m. to 3 p.m., includes a silent auction, special insurance counseling, travel advice as well as ample refreshments. Proceeds from the silent auction with items ranging from a glider plane ride to a round of golf will be earmarked for the Special Olympics of Nevada.
