Two Carson City men jailed on felony charges after drug sting meth sale

Two Carson City men were arrested Dec. 13, 1:19 p.m. at East Long and Rand Street. Gregory John Modugno, 59, and Charles William Jameson, face multiple felony drug charges after being arrested during a sting operation where there was a transaction of methamphetamine.

According to the arrest report, cooperating sources made contact with Modugno who stated he would sell approximately a gram of methamphetamine for $100. The source stated Modugno would pick up the money from the source and meet them nearby to purchase the meth.

The cooperating source was equipped with an audio recording device. Detectives with the Carson City Sheriff's Office Special Enforcement Team and Tri-Net narcotics task force established surveillance around the area near Long and Rand and received the buy funds. Detectives then followed Modugno south on Rand and south across William Street on Saliman. The suspect walked into a drug store parking lot in the 1400 block of East William Street, less than 1,000 feet from Carson High School.

Tri-Net detectives in the drug store parking lot watched Modugno meet with a male in the parking lot who was later identified as Jameson. The men got into a blue 2013 Hyundai rental car in the parking lot. Detectives watched the two men conduct the transaction in the car. A female then came out of the store and got into the driver's seat of the car. They then followed the car out of the parking lot going north on Saliman, the arrest report states.

At Long and Rand the vehicle stopped and Modugno exited the car. He met with the cooperating source where he then gave him the methamphetamine. The suspect also took a small amount of methamphetamine as payment for completing the transaction. The Hyundai drove west on William Street with Tri-Net detectives following.

Modugno completed the transaction and walked east on Long Street past Rand. Special Enforcement Team deputies stopped him on Long Street while another officer followed the cooperating source to a predetermined location where the source gave officers a small paper bindle containing meth. The cooperating source stated Modugno had put the meth he took as payment in a white piece of paper that had writing on it. Deputies located the small amount of meth in a fold of paper with Modugno's name on it, the arrest report states.

Tri-Net stopped the Hyundai at William and Division streets. Jameson was arrested by detectives. There was a search of the car where a small contained with 1.1 grams of meth was found, and a metal cylinder that contained prescription medication. There were two Vicodin pills, 4 Diazapam pills and 1 morphine pill. Jameson stated the pills were his but did not know where the prescription for the pills was at.

Jameson was also found a homemade weapon in his back pocket, a rock hammer that had the handle removed and a long bolt and nut attached to the hammer head. The hammer was wrapped in black tape. When carried in a fist, the long bolt and nut would stick out past the knuckles and be used as a striking weapon, similar to brass knuckles, the arrest report states.

Jameson faces felony counts of selling a class 1 scheduled narcotic, possession of a controlled substance, conspiracy to violate the controlled substance act, selling drugs near a school, possession of a dangerous drug without a prescription, and gross misdemeanor unlawful possession of a dangerous weapon. Bail: $57,500.

Modugno faces four felony charges including suspicion of selling a schedule 1 narcotic, possession of a controlled substance, conspiracy in violation of the controlled substance act and trafficking near a school. $32,500.

In other felony-related arrests:

A 46-year-old transient, Michelle Hoffman, was arrested Dec. 14, on Highway 50 East and Lompa Lane, She was stopped on suspicion of DUI and driving on a suspended license.

She was stopped after nearly striking a patrol car near Highway 50 and Russell. She was also on parole and probation and due to the arrest faces a felony charge of being in violation. Bail: $1,769 for the local charges. No bail hold for parole and probation violation.

— A 45-year-old Carson City man and a 41-year-old woman were arrested Dec. 14, 4:42 p.m. at Northridge and Russell Way.

They both face felony drug charges after officers found methamphetamine in their vehicle, the arrest report states. The couple was stopped doing 35 to 40 mph in a 25 mph zone on Russell way from Long Street to Northridge Drive.

The vehicle was stopped and the occupants gave consent to search, where two baggies of meth was located, the report states.

Arrested were Daniel Duane Wharton who faces a felony charge of possession of a controlled substance, and three misdemeanors, including being arrested while on probation, speeding 10 miles mph over the speed limit and illegal turn at an intersection. Bail: $5,649

Also arrested was Sally Whooley, who faces a felony charge of possession of a controlled substance and misdemeanor charge of possession of drug paraphernalia. Bail: $3,637.
