Carson City Supervisors to discuss airport land lease, affordable housing agreement and more Thursday
The next Carson City Board of Supervisors meeting will be held on Thursday, Dec. 15 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.
The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
The agenda includes discussion and or action on the following:
— A 50-year “ground lease” between Carson City and the Carson City Airport will be discussed, with a base rent of $23,681.28 per year to be paid by Arrowhead Tenant LLC to rent 74,004 square feet at the airport for the construction of aircraft storage hangars.
On Nov. 16, the Carson City Airport Authority approved the ground lease with Arrowhead, who, if approved, will become the tenant with Carson City and the Airport acting as landlord.
— Supervisors will discuss the ratification of the acceptance of a subaward from the American Rescue Plan Act (ARPA) Fiscal Recovery Funds (FRF) in the amount of $230,015 for the Court Record Digital Conversion project.
The project will assist in converting old records stored on microfiche and film to electronic images in WebEx Imaging to improve efficiency and improve service to the public, according to the agenda.
There is no match requirement from the city.
— An agreement for the phase 2 project of affordable housing by PalaSeek LLC has been proposed with an extension of Dec. 31, 2023.
The Board previously authorized the city to enter into an exclusive negotiating rights agreement with PalaSeek which expires Dec. 31, 2022, to negotiate for Phase 2 of the affordable housing project under construction on 3.40 acres of city-owned land.

— A discussion and possible action will be held regarding a potential joinder contract between the Carson City Jail to purchase various kitchen appliances.
The total amount needed to utilize the contract with Region 4 Education Service Center, Houston, Texas and National Restaurant Supply is $80,226.48.
— The current clerk-recorder will provide a status update on completed and pending projects, as well as the transition plan for the newly elected clerk-recorder.
The new clerk-recorder, Scott Hoen, will take office on Jan. 2, 2023.
