Carson City man jailed for suspicion of second domestic battery, unlawful possession of guns

A 43-year-old Carson City man was arrested Tuesday for felony possession of guns by a prohibited person and suspicion of second offense domestic battery, a gross misdemeanor, a sheriff's deputy said.

Roque Salas-Viramontes was taken into custody at 9:04 p.m. in the 800 block of Colorado Street. According to the arrest report, the man allegedly hit the victim with a belt during an argument. The victim's injuries were consistent with being hit with a belt, the report states.

The suspect was detained and read his Miranda rights. The man was asked if he hit the victim with a belt. He replied “no.” When he was advised the victim had marks on her body consistent with being hit with a belt the man said he didn’t know how that happened. He denied ever touching the victim, the report states.

The man was asked if he was in possession of guns. He said he was and advised he had guns in a safe in the residence. He was then advised that he was not supposed to own guns based on his prior conviction for domestic battery.

He was asked if he was told when he was convicted of his first domestic battery that he can’t have guns anymore. The man replied “yeah,” the arrest report states. He was asked to open the safe, which he refused. A key to the safe was located behind the safe. Officers opened it and removed a pistol and two rifles and located several stacks of $100 bills. Bail: $30,137.

The officer announced himself and woke the man up. The man claimed he was waiting for someone and identified himself using an Oregon driver’s license. He was checked for wants and warrants. Dispatch advised he had a felony warrant out of Douglas County with a $5,000 bail.

The man was arrested on the warrant. While conducting an in-custody search, the deputy located a clear glass pipe commonly used to smoke methamphetamine wrapped in a red cloth in his left front pocket. The glass pipe contained trace amounts of methamphetamine. Also in the man’s front front pocket was a “tooter” straw, which is commonly used for inhaling narcotics. Bail: $8,637.

According to the arrest report, deputies were called to the area regarding a temporary restraining order violation. The suspect was located within 30 yards of the residence. He had been at the residence, earlier when the person who had the TPO came home from work. The man was informed he was in violation and arrested. — An 18-year-old Carson City woman was arrested Tuesday, in the area of East 6th and South Plaza Street for suspicion of DUI alcohol under the age of 21 and minor consuming alcohol.

According to the arrest report, a deputy stopped a vehicle going at a high rate of speed. The officer spoke with the sole driver, who was upset and said she had broken up with her boyfriend. She was told of the reason for the traffic stop. The woman asked multiple times to be allowed to leave and go home and asked for an escort to her home, the arrest report states.

The officer could smell a light odor of alcohol coming from the vehicle. The woman’s speech was slurred and she had red, watery eyes. She was asked if she had been drinking. She stated she had 1 beer and 1 shot of vodka. She was asked if she would participate in field sobriety tests. She agreed. Shen then went onto say she “knows everything” and that she is in the “wrong,” the arrest report states. She removed a pouch connected to her pants and handed it to the officer. She stated she had smoked marijuana earlier, the arrest report states.

She showed signs of impairment on the field sobriety tests. After making several partial blows on the preliminary breath test, she provided a sample of .146. After completing the SFSTs and preliminary breath test she was arrested for suspicion of DUI.

She was read the request for voluntary evidence and the officer explained that her refusal to provide an evidentiary test would result in her driver’s license being revoked. After explaining the test multiple times and asking what she wished to do, the officer believed she was too intoxicated to consent for an evidentiary test. A judge granted an order for a blood draw. Bail: $1,379.
