NDOT stormwater management exceeds state, federal enforcement requirements

CARSON CITY — In a continued commitment to preserve and protect Nevada’s water resources, the Nevada Department of Transportation was approved for termination of its consent decree in the United States Nevada District Court.
NDOT’s dedicated stormwater management division succeeded in meeting and exceeding all requirements ahead of schedule that were mandated by the consent decree, a legal agreement between NDOT, the U.S. Environmental Protection Agency, and the Nevada Division of Environmental Protection to resolve potential stormwater enforcement issues.
“We have come so far, and we now have a division and an approach that everyone is proud of,” said Gov. Brian Sandoval, who will receive national acclaim at the 2018 Water Environment Federation’s annual conference as the “National Public Official of the Year” for his efforts to ensure clean water in Nevada. “That’s really what it’s all about, clean water for future generations and knowing that we have 100 percent confidence in the quality of our water, no matter where you are in the state.”
In June 2015, the passage of Senate Bill 324 by the Nevada State Legislature during the 77th Session, with support from the Nevada Department of Conservation and Natural Resources, provided NDOT the necessary resources to build a strong, successful, and sustainable program to help protect water quality in Nevada.
“We hit the ground running with the passage of this bill and haven’t stopped thanks to the invaluable support from the governor, all organizations involved, and our dedicated staff,” said NDOT Deputy Director David Gaskin. “Clean water is important to us all, and our top priority is preserving our waters for future generations.”
The EPA and NDEP have both acknowledged NDOT' s significant remedial action, which included developing a stormwater management plan to detail steps aimed at reducing the discharge of pollutants from its operations, reducing water quality impacts from construction and maintenance projects, and installing water quality systems to efficiently channel roadside runoff.
NDOT also created a public outreach program to enhance its stormwater training and education, developed a geographic information system (GIS) database for future designs, upgraded water quality monitoring devices that post continuous water quality information online, and digitized statewide maps indicating where NDOT discharges stormwater.
