Woman jailed for felony drug charge, driving on a revoked license

A 28-year-old Carson City woman faces a felony drug charge after she was arrested Sept. 12 at 10:08 p.m. in the area of Northridge and Roop streets.

Tosha Nicole Whiting was stopped by Carson City sheriff's Special Enforcement Team after deputies saw that she was driving without a license plate light during the hours of darkness.

According to the arrest report, Whiting was told the reason why she was stopped and she was asked for her driver's license, vehicle registration and insurance. She informed the officer that she didn't have a valid driver's license and asked if she was going to go to jail.

The officer asked her why she though she was going to jail and the woman said she didn't have a valid driver's license for DUI-related reasons, the arrest report states. Officers collected her documents and ran a local warrant check with DMV that confirmed she had her license revoked for DUI.

The car was impounded. During an inventory of the car, officers found the woman's purse with a pouch containing a glass pipe used for smoking methamphetamine with methamphetamine residue and a hypodermic device that was filled with an unknown fluid. The woman told officers there was a bag with drug paraphernalia in her purse.

The woman faces the felony drug charge, and misdemeanor charges of being in possession of a hypodermic device, possession of drug paraphernalia and driving on a revoked license. Bail: $5,911.

In other arrests:
— A 22-year-old Carson City woman was arrested Sept. 12 at Walmart in the 3200 block of Market Street. She faces a misdemeanor charge of petit larceny.

The woman, a former store employee, was observed pushing a shopping cart full of items near the front of the store and then pushed the cart of items that were not bagged through a closed register at the front of the store, the arrest report states.

Store security then observed the woman push the cart outside the west entrance of the store where she was stopped. Store security provided officers a receipt stating an amount of $490.05 that was a result of adding up all items located in the shopping cart the woman had pushed out of the store.

The woman was arrested and told the officer the incident was a mistake and that she was pushing the cart full of items outside to the parking lot to get her wallet out of her boyfriend's vehicle, the arrest report states.

The arresting officer asked the woman if the vehicle and her boyfriend were still in the parking lot and the woman replied that she did not know. She related that her boyfriend may have left the scene, the arrest report states. She then said she did not have any money. Bail: $347.

— A 49-year-old Carson City woman was arrested for second offense DUI, a misdemeanor, on Sept. 8 in the 1400 block of East Long Street. According to the arrest report, dispatch was notified after the woman was arguing with employees at a restaurant and appear intoxicated.

The woman was driving and officers conducted a traffic stop in the 1500 block of Rand. The woman told a Carson City patrol deputy that she had one alcoholic drink during the day. The officer observed a strong odor of alcohol coming from the vehicle and that the woman had red watery eyes and slurred speech. She agree to standardized field sobriety tests, showing several signs of impairment. She advised that she was taking several prescription medications.

She agreed to a preliminary breath test where she showed a .165 BAC, the arrest report states. The arresting officer checked her criminal history which showed she had a prior conviction for DUI. Bail: $2,500.

— A 20-year-old Fallon man was booked into the Carson City Jail on Sept. 12 on a July 11, 2013 warrant, violation of a suspended sentence. Bail $3,000.

— A 58-year-old transient was arrested Sept. 13, 12:51 a.m. in the 100 block of Nye Lane for possession of drug paraphernalia. The man was trespassing on the property, threw his backpack to the ground in which the contents spilled out including a hypodermic needle with an orange tip and white plunger. Bail: $1,132.

— A 33-year-old Illinois man was arrested at 2:29 a.m. Sept. 13, at 5th and Parkland on a failure to appear warrant issued out of Douglas County on July 24, 2007. Bail. $358.

— A Carson City man was booked into Carson City Jail on Sept. 12, 3:06 a.m. on an outstanding warrant, failure to appear, issued July 15, 2013 out of Reno Township Justice Court. The man was in Carson City custody on unrelated criminal matters. Bail: $1,130.

— A 27-year-old Dayton woman turned herself into the Carson City Jail at 7:04 p.m. Sept. 12, for an outstanding warrant. Bail: $292.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

UPDATE: Due to increased fire weather conditions, NV Energy has upgraded a Public Safety Outage Management (PSOM) Watch to Warning status in Genoa, southwestern Carson City and Virginia City Highlands in northern Nevada for today, Nov. 13 and into tomorrow morning.
A PSOM warning means a de-energization is likely to prevent the possibility of sparking a wildfire.

A storm expected to move into the region Wednesday has prompted NV Energy to issue a Public Safety Outage Management (PSOM) warning for southwest Carson City to Genoa and the Virginia City Highlands.

UPDATE: NV Energy has de-activated approximately 5,500 electricity customers in Washoe County in the area of the fire at Callahan Ranch.

NV Energy reports 2,636 customers without power Monday morning in Carson City. The outage was reported at 9:46 a.m. At this time there is not an estimated time of restoration. The cause is under investigation.

UPDATE 5PM: Fire crews will be mopping up the Callahan Fire overnight and into tomorrow. One primary residential structure was lost along with multiple outbuildings. The cause is under investigation at this time. Some fire evacuations remain in place at Callahan Rd and Fawn Lane as crews mop up hot spots. See Perimetermap.com here for evacuation updates.

UPDATE 12:55PM: The fire is estimated at approximately 100 acres; approximately 3,000 people have been impacted by evacuations. Rain is falling on the fire scene. Additional Strike Teams totaling 10-15 engines have begun arriving to assist on the fire, according to Eastern Sierra Fire and Ice, which tracks fires in the region.

Just before 11 a.m. on Monday, the Washoe County Alert system sent out an evacuation notice to residents in the Callahan Ranch area stating they should evacuate immediately.

The evacuation point is at South Valleys Library located at 15650A Wedge Pkwy, Reno.
