Carson City Supervisors to discuss transitional housing, trailhead projects, softball field revamps and more

The next Carson City Board of Supervisors meeting will be held Thursday, July 18 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center located at 851 E. William St.
Agenda items include:

— A discussion and possible action regarding a contract for transitional living services with Spirit of Hope will be held for an amount not to exceed $180,000, $60,000 per year paid in monthly installments of $5,000 July 1, 2024 through June 30, 2027.

According to the agenda, this contract is for the provision of professional services through the Specialty Courts in the Carson City Justice/Municipal Court. Spirit of Hope attends meetings and court hearings at the Specialty Court to assist with placement of indigent participants in transitional housing. The need for a safe and sober living environment is essential to enable participants to be stable as they progress through the Specialty Court Programs.

— A sanitary sewer project will be discussed with the possibility of awarding the contract to Q&D Construction LLC for the Lompa Lane and 5th Street Sewer Cured in Place Pipe Project. The project includes installing a structural liner in the sanitary sewer main on Lompa Lane between College Parkway and Northridge Drive as well as a sewer main crossing through the parking lot of 333 E. 5th Street between 5th and 6th. The total amount will not exceed $1,508,100.

— Design services contract for a landfill expansion project will be discussed with the possibility to award the contract to Stearns, Conrad and Schmidt, Consulting Engineers Inc. The contract amount is for $323,345 through Dec. 31, 2026 and will consist of a proposed lateral expansion of the landfill. The expansion was approved of during the 2024 and 2025 Capital Improvement Program agendas.

— A flood wall project will be discussed along with the ratification of a grant award from the Nevada Division of Emergency Management for design services of the Water Resources Recovery Facility Flood Wall Project. The grant is in the amount of $206,900 with a city match of $20,960.

— The Carson Water Subconservancy District will provide an update on the Carson River Watershed 30-Year Regional Drought and Water Sustainability Plan. CWSD partnered with Lumos and Associates and the United States Geological Survey to review the needs of the Carson River Watershed in the next 30 years. Edwin James, General Manager of CWSD, will give a presentation on the Carson River Watershed 30-Year Regional Drought and Water Sustainability Plan.

— The Charter Review Committee will come before the board of supervisors to provide an update. They are required to provide an update with any recommendations on amendments to the city charter at least once every two years. The Committee is recommending amendments to subsections 2.180(1) and 2.180(2) of the Charter to reflect current practices regarding animal control, which do not include the operation of pounds, the employment of a Poundkeeper or the capture or disposal of unregistered dogs.

Their recommendations are as follows: (1) to provide that Section 2.180 applies to all animals; (2) to provide that the Board of Supervisors may fix, impose and collect a license fee on animals; (3) to provide that the Board of Supervisors may establish an animal shelter, appoint an Animal Services Manager and prescribe his or her duties; and (4) to remove provisions providing for the capture and disposal of unregistered dogs, the establishment of a pound, appointment of a Poundkeeper and related provisions.

In addition, a recommendation by the Committee will be discussed to amend Section 5.100(2) of the Charter to change the time that election returns are kept by the Carson City clerk from 6 months to at least 22 months. NRS 293.391(1) requires a county clerk to store certain election materials in the county clerk’s vault for at least 22 months. “Election returns” are not expressly identified as material within the scope of NRS 293.391(1)’s requirement. Section 5.100(2) of the Carson City Charter requires the Carson City clerk to keep election returns for a period of 6 months. The recommendation from the Charter Review Committee is to amend Section 5.100(2) of the Carson City Charter to maintain consistency with NRS 293.391(1).

— A design contract for the renovation of the John D Winters Softball Fields at Centennial Park will be discussed with the contract possibly awarded to Lloyd Consulting Group for the renovation of current field conditions from grass to synthetic turf. This would take place on all four softball fields. Design items would also include landscape improvements and a natural windbreak along a portion of the perimeter fencing.

— A $25,000 grant allocation to support local art initiatives will be discussed. If approved, the funding will go towards Brewery Arts Center, Capital City Arts Initiative, Carson City Symphony Association, Mile High Jazz Band Association, Nevada Dance Company, Sierra Nevada Ballet and Wild Horse Productions.

— The Riverview Trailhead Project will be discussed regarding the acceptance of a Southern Nevada Public Lands Management Act grant to be used as part of the Carson River Trails Phase IV project. The award does not require a cash match, but the Parks, Recreation and Open Space Department will commit $57,157 in staff time towards the project, effective through June 11, 2029.

The trailhead is located at the Korean War Memorial Park at the east end of 5th Street. Project scope includes demolishing existing trailhead and facilities, providing paved parking for 50 vehicles including ADA parking, a new ADA complaint restroom with flush toilets and water, a new shade structure and group area which will also function as a platform for Ranger Programs, new park benches and picnic tables, new landscaping, kiosk signs, and more.
