Carson City arrests: Man accused of attempting to set neighbor's BMW on fire with gasoline

A 57-year-old Carson City man was arrested Tuesday for suspicion of felony fourth degree arson after allegedly attempting to ignite a neighbor's BMW using gasoline and a water bottle, a sheriff's deputy booking report says.

Mark Francis Fisse was taken into custody at 8:04 p.m. in the 400 block of East Park Street. He was also booked for a misdemeanor contempt of court warrant issued on Oct. 2, 2019 out of Carson City Justice Court.

According to the arrest report, Carson City Sheriff's Office deputies were sent to a Park Street apartment residence for a neighbor dispute. Dispatch advised that a man living in a unit attempted to set fire to the reporting party's vehicle.

Deputies arrived at the location and met wit the victim. A deputy observed the suspect walking away quickly into another apartment. The reporting party stated the suspect, Fisse, poured gasoline on the roof of his black BMW and then lit a water bottle with a rag sticking out of the top of it. The reporting party stated the victim put the bottle on the ground next to the vehicle. He said the man then challenged him with words.

A deputy then spoke with a friend of the RP, who stated they saw the suspect pouring gasoline on the BMW as the RP was exiting the vehicle. The witness stated they saw the suspect with a water bottle and rag, in which the suspect lit the rag on fire, which caused the contents of the water bottle to burst into flames, the arrest report states.

The witness stated the man then put the fire out by using a push broom to cover the fire and himself with dirt to extinguish the flames and further stated the suspect then began challenging the victim.

Officers took photos of the BMW and surrounding area and observed spots inside the interior of the vehicle. The RP stated some of the gasoline entered the interior or the vehicle through the sun roof. A deputy also noticed a cigarette in the driver's seat. Inside the interior of the BMW the officer could smell a strong odor of gasoline, according to the report.

On The passenger side of the vehicle a deputy saw small wet spots on the ground close to the BMW. The officer also observed drag marks in the dirt close to the passenger side of the BMW that appeared to be brushed over by a broom. The deputy observed a push broom leaning against the exterior fence of the residence, the report states.

A second deputy arrived and contacted the suspect. The suspect said he "did nothing wrong," the arrest report states. He told an officer about another altercation he had with the RP earlier. When officers asked him about the gasoline, the suspect said he was "defending" himself and did nothing wrong. The man was asked to step outside his residence but he refused. He then asked the officer if he intended to arrest him.

The officer explained he was investigating a crime of attempted arson. He was told people were accusing him of lighting a fire. The suspect then said he had lit a fire and "put it out too," the arrest report states.

After further speaking with the man he was arrested for suspicion of fourth degree arson and taken into custody. Bail: $5,744.
