Carson City arrests: Man jailed after hit and run for DUI, possession

A Carson City man was arrested Friday evening at 6:28 p.m. in the area of Silver Sage and Clearview for felony possession of a dangerous drug without a prescription, misdemeanor driving under the influence (DUI) of drugs, misdemeanor hit-and-run with property damage, misdemeanor failure to stop at the signal of a law enforcement officer, and misdemeanor failure to obey a traffic control device, a Carson City Sheriff's deputy said.

Antonio Garcia-Rios, 63, was taken into custody after his vehicle was stopped under suspicion of an earlier hit-and-run incident. The responding deputy was advised by dispatch that the suspect vehicle was last seen traveling southbound on Silver Sage at a high rate of speed, swerving and hitting the curb, the report said.

Upon locating the suspect vehicle, the responding deputy observed it failing to stop at the intersection of Koontz and Silver Sage. A traffic stop was attempted at that point, the report said, but the vehicle failed to heed lights and sirens, continuing to travel southbound at 40 miles per hour (mph) and nearly hitting another vehicle in its path.

The suspect vehicle eventually stopped at the intersection of Clearview Drive and Silver Sage, the report said, but not before being put in reverse toward the deputy's motorcycle. The officer quickly jumped off his unit and drew his firearm, ordering the vehicle to stop.

Once stopped, the driver refused to exit the vehicle on command at first, the report said, but eventually complied after multiple requests by the deputy.

The driver, identified later as Garcia-Rios, stumbled multiple times once out of the vehicle, the report said, using the side of the view to stabilize himself.

Garcia-Rios struggled to follow the officer's commands to walk backwards toward him, continuing to stumble as he attempted to walk.

The deputy holstered his firearm and placed Garcia-Rios in handcuffs, the report said. A search of his person discovered 60 pills inside an unlabeled pill bottle, containing different types of pills inside.

He was transported to the Carson City Jail, the report said, while the arresting deputy subsequently responded to the scene of the initial hit-and-run incident, making note of about 40 feet of chain link fence that had been destroyed. A passenger side mirror was recovered at the scene and later matched with a missing passenger side mirror on Garcia-Rios' vehicle.

Pills recovered on Garcia-Rios were later analyzed and identified as anti-anxiety medications, noted as schedule four controlled substances. Bail: $2,500.

In other arrests:
— A 29 year-old Carson City woman was arrested early Friday evening at 5:57 p.m. in the 3300 block of U.S. Highway 50 East for felony possession of a dangerous drug without a prescription and misdemeanor failure to yield to a stop sign, a Carson City Sheriff's deputy said.

According to the report, a sheriff's deputy made a traffic stop on the suspect's vehicle after it had failed to come to a complete stop at multiple stop signs.

Upon making contact with the driver, the deputy noted her hands were visibly shaking during questioning, the report said.

A K-9 unit was subsequently called in to perform an exterior sniff of the vehicle, the report said, but the suspect initially refused to exit the vehicle. Once she was out of the vehicle, a sniff was performed and a positive alert made along both the driver and passenger side doors.

An interior search of the suspect's vehicle was made and drug-related items were found, the report said, including a possible tooter straw and pills in a clear plastic baggie.

An additional tooter straw, pill crusher and a baggie of pills inside the suspect's purse were also found. Several of the pills were determined to be controlled substances.

The suspect was handcuffed at that point and transported to the Carson City Jail for booking. Bail: $2,500.

— A 50 year-old Carson City woman was arrested Friday morning at 9 a.m. in the 100 block of East Long Street on gross misdemeanor misuse of 9-1-1 as well as misdemeanor violation of bail conditions, a Carson City Sheriff's deputy said.

According to the report, a Sheriff's deputy responded to a report in the 1700 block of North Carson Street of a woman's boyfriend hitting his head against a wall.

Dispatch advised the responding deputy that the female reporting party had already called 9-1-1 three times.

Upon arrival, the deputy made contact with the woman's boyfriend. Both individuals were familiar to the Carson City Sheriff's Office for previous misuse of 9-1-1 reports, the report said.

The woman was later located and contacted by law enforcement on East Long Street, the report said. During questioning, the deputy reported that the woman's explanations were non-sensical and she was unable to justify the misuse of the 9-1-1 system in calls made that morning.

The woman had been given multiple warnings previously. She was hand-cuffed and taken into custody in transport to the Carson City Jail for booking. Bail: $2,500.

— A 28 year-old Dayton man was arrested Friday morning at 7:31 a.m. in the area of Arrowhead Drive and Convair for misdemeanor DUI drugs, a Carson City Sheriff's deputy said.

According to the report, a sheriff's deputy conducted a traffic stop on a vehicle traveling at 63 mph in a posted 35 mph speed zone.

Contact with the driver was made and a strong odor of marijuana could be smelled by the deputy coming from the vehicle.

In questioning the driver, it was learned he had smoked marijuana earlier that morning. The deputy observed visible signs of intoxication, the report said, including droopy eyelids, an extremely dry mouth and red, watery eyes.

Field sobriety tests were subsequently performed and the driver was taken into custody, transported to the Carson City Jail for booking. Bail: $1,000.

— A 20 year-old Carson City man was arrested Friday afternoon at 1:36 p.m. in the area of North Carson and Park streets on multiple misdemeanor offenses, a Carson City Sheriff's deputy said, including possession of drug paraphernalia and two outstanding failure to appear bench warrants issued from the Carson City Justice Court.

According to the report, a Sheriff's deputy made contact with the suspect in the parking lot of a business. The suspect appeared nervous and looking over his shoulder upon sighting the deputy in his patrol vehicle.

Contact with law enforcement was made after more suspicious behavior was observed as the suspect walked into and out of a building, the report said. The suspect admitted to having at least one active arrest warrant. Dispatch confirmed two outstanding bench warrants.

The suspect was handcuffed at this point and a search of his person discovered a glass pipe smelling strongly of marijuana. He was transported to the Carson City Jail and booked. Bail: $1,000.

— A 30 year-old Carson City man was arrested Friday night at 8:01 p.m. in the 3000 block of U.S. Highway 50 East on misdemeanor littering and a probation violation, a Carson City Sheriff's deputy said.

According to the report, a sheriff's deputy observed the suspect walking with a bottle in his hand, staggering and struggling to keep his balance. The suspect was observed to have thrown the bottle 15 feet away from him toward a building.

The suspect was subsequently stopped and questioned. He fell while walking toward the sidewalk, the report said. His speech was very slurred, making his words unintelligible. He also displayed red, watery eyes and was unable to maintain his balance.

The suspect submitted to preliminary breath test, which resulted in breath alcohol content of .224 percent, the report said. Dispatch advised the deputy that the suspect was also active in the Department of Alternative Sentencing (DAS), which placed a hold on him for violating the terms of his probation.

He was placed in handcuffs and transported to the Carson City Jail. Bail: $3,000.

— A 54 year-old Carson City woman was arrested early Friday evening at 5:48 p.m. in the 500 block of East Adams Street for an active contempt of court bench warrant issued out of the Carson City Justice Court, a Carson City Sheriff's deputy said.

According to the report, sheriff's deputies responded to a call about a juvenile problem. Dispatch advised that the suspect was also at the location and she had a confirmed outstanding arrest warrant.

Upon making contact with the suspect and confirming her identity, she was handcufffed and transported to the Carson City Jail for booking. Bail: $500.

— A 62 year-old Carson City woman was arrested Friday morning at 8:55 a.m. in the 10 block of Tiger Drive for an active contempt of court bench warrant issued out of the Carson City Justice Court, a Carson City Sheriff's deputy said.

A warrant was served at the residence on the suspect, who was located, contacted and her identify confirmed. She was handcuffed and transported to the Carson Cit Jail for booking. Bail: $500.

On a sunny Saturday morning, 100 volunteer participants fanned out across Lake Tahoe’s South Shore to take water quality samples from 34 streams, creeks, ponds, and lakes to monitor the health of the Truckee River watershed and Lake Tahoe as part of the 24th annual Snapshot Day. Just before noon on Tuesday a crash with injuries was reported on the I-580 on ramp from N. Carson Street.

According to dispatch there are two vehicles involved, one of which was towing a trailer.

Injuries have been reported and the number two lane is blocked.

Traffic cameras show vehicles are moving slowly but are able to get through to Washoe Valley.

Motorists must use caution in the area.
