Carson City man held for false imprisonment, other charges following apartment incident

A 25-year-old Carson City man was arrested early Monday and faces multiple charges including gross misdemeanor false imprisonment after an incident at a Peter's Street apartment, a sheriff's deputy reported. A woman also faces a misdemeanor charge of obstructing an officer.

According to the arrest report, deputies were called to 1900 block of North Peters Street in reference to a domestic battery. Dispatch advised deputies had been on the scene before and all subjects were uncooperative with law enforcement, with one man telling officers he wasn't going back to prison.

Officers were dispatched to return to the residence after several in the area reported hearing a man and woman fighting. When an officer arrived he observed a female wearing a blue shirt attempt to exit the apartment. The officer then observed a subject grab the female from behind and violently pull her back into the residence and slammed the door.

The officer was able to see that it was a tattooed male who wrapped his arms around the female's neck. The officer advised to expedite responding deputies and the sergeant. After multiple orders to open the door, a female opened the door. Deputies instructed the female to show her hands and exit.

The woman refused to exit. An officer grabbed her by the arm and pulled her from the apartment, where she became uncooperative and resisting, the arrest report states.

Multiple lawful orders were given inside the apartment for all occupants to exit with their hands up. There was no response. While giving orders inside the apartment deputies were attempting to get information from the female in custody as to whether she was OK and what had been going on. She continued to be verbally uncooperative with deputies.

Deputies were advised by people around the complex that there was an argument involving a man and an unknown number of female subjects at the apartment. Due to the circumstances and not knowing how man people were inside, deputies made entry into the apartment to conduct a safety and welfare check. Officers made entry and located a man hiding in a closet.

After completing a check of the apartment and locating the suspect who matched the description of the man who pulled the woman back inside the apartment when a deputy first arrived, the man who had been hiding in the closet was read his Miranda warning, in which he stated he was invoking his right to remain silent and did not wish to speak.

Dispatch advised the man is an ex-felon and is required to register with the sheriff's office. His last known residence was at a Hot Spring Road address, however officers received information the man had moved and had been residing at the North Peters apartment address for multiple months and had not registered.

The man was booked for gross misdemeanor false imprisonment, being an ex-felon failing to register, obstructing an officer and battery. Total bail amount listed as $4,291. The woman was also arrested on a misdemeanor charge of obstructing. Bail: $412.

In other arrests:
— A 47-year-old transient man, Shane Monroe West, was arrested Monday, 4:10 a.m. in the area of Fifth Street and Saliman Road for a full extraditable felony warrant out of Missouri alleging child molestation and attempted statutory sodomy. The warrant was issued April 22, 2019. He is being held without bail awaiting extradition.

— A 59-year-old Carson City man was arrested Saturday, 12:43 p.m. in the 1600 block of Colorado Street for misdemeanor suspicion of DUI alcohol or drugs.

The man was stopped after hitting a parked vehicle with his vehicle. The man admitted to a deputy that he had taken medications that morning, along with 3 to 4 shots of tequila approximately 2 hours prior. He provided a preliminary breath test of .250. Bail: $2,637.

— A 34-year-old Carson City man was arrested Saturday at a West Applegate Way residence for suspicion of domestic battery second offense.

According to the arrest report, the man allegedly got into an argument with the victim, lit a shirt on fire and placed it on her vehicle, stating the next time he would not only burn down the vehicle but will do it with her inside. Then the suspect allegedly jumped on the victim while she was in the driver's seat of the vehicle. The suspect then hit, bit and scratched the female victim while she was inside the car. The man told deputies he dropped a cigarette butt on his shirt, which then caught on fire. He denied being physical with the victim.

Officers determined the man was the primary aggressor and he was arrested. A criminal background check showed the man was found guilty of domestic battery in October 2012. Bail: $5,000.

UPDATE: Carson City Fire Department and sheriff's deputies were called early Sunday afternoon to a vehicle crash involving a bicycle rider in the 200 block of South Carson Street.
