Carson City arrests: Man jailed for suspicion of third DUI

A 23-year-old Carson City man was arrested Saturday for suspicion of felony driving under the influence, third offense, a Carson City sheriff's deputy said.

Richard Callier Tomkins was stopped by a Carson City Sheriff’s Office deputy after a subject pulled up alongside the patrol car and stated to the deputy that the person in the vehicle directly behind was drinking a beer, according to the arrest report.

The CCSO deputy stated in the arrest report that he pulled behind Tompkins vehicle and observed an object dangling in the rear-view mirror, obstructing the driver’s view, and conducted the traffic stop in the 2100 block of East William Street in a nearby parking lot.

Tomkins had red, blood shot eyes and appeared slightly disoriented, the arrest report states. Tompkins stated he had been drinking alcohol after the deputy asked him and then submitted to field sobriety tests.

After completing half of the tests the man declined to complete them stating he knew he was going to be above the legal limit of blood alcohol content and didn’t want to waste his time with the other two tests, according to the arrest report.

Tomkins agreed to submit to blood testing and was arrested at 5:21 p.m. Upon booking his criminal history showed two convictions of DUI within seven years, so this, the third DUI carries the felony classification. Bail: $20,000.

In other arrests:
— A 54-year-old transient man was arrested Saturday, 10:34 a.m., near the intersection of Fairview and 5th Street for misdemeanor DUI first offense (marijuana), resident with non resident driver’s license, and basic speeding (16-20 mph over).

A Carson City Sheriff’s Office deputy used radar to clock the suspects speed at 59 mph in a 40 mph zone. Upon making the traffic stop and contact with the driver, the suspect presented the deputy with an out-of-state driver’s license and advised the deputy he had been living in Nevada for three years, the arrest report states.

The CCSO deputy asked the driver if he had been drinking and he stated, “no.” The deputy then asked him if he had been consuming any controlled substances and the driver advised that he had used marijuana about three days prior.

The arrest report indicates the suspect agreed to field sobriety tests and based off of the results of those tests the man was arrested for suspicion of driving under the influence. Total bail: $1,391.

— A 55-year-old Carson City woman was arrested Saturday, 10:42 p.m., at a casino bar for misdemeanor trespassing and resisting.

A Carson City Sheriff’s Office deputy was conducting a business check at a casino. The suspect began yelling at the deputy while sitting in a chair in the main portion of the bar. According to the arrest report, she stated that the deputy had no business being in a bar and flipped him off.

She was grossly intoxicated, the deputy states in the report. The CCSO deputy approached and told her if she continued her aggressive behavior he would ask management if they would like her to leave.

The deputy went to the main desk and requested management to respond to the bar, he states in the report. He told the manager of the suspect's behavior and asked if he would like her to leave. The manager said he would, and later filled out a citizen’s arrest form for trespassing.

The CCSO deputy states he told the woman at least five times that she needed to leave and attempted to escort her. She began to pull away and yelled at the deputy not to touch her. When he continued, she began to resist completely. With the help of management and casino security, the deputy states that he was able to get her into handcuffs.

According to the arrest report, the suspect continued to resist all the way out to the patrol car, and continued cursing and acting verbally uncooperative on the way to jail and with jail staff upon arrival. Total bail: $594.

— A 29-year-old Zephyr Cove man was arrested Sunday, 7:40 p.m., on Highway 50 west, west of the park-and-ride lot for misdemeanor driving under the influence (first offense).

A Carson City Sheriff’s Office deputy was dispatched to locate the suspects vehicle after a report of a pickup truck unable to maintain its lane and shifting lanes erratically, the arrest report states.

According to the arrest report, the deputy located the vehicle and began following and observed it crossing over the center lane four times and crossing over the right side fog line four times. He performed a traffic stop and observed the driver had slurred speech, red watery eyes, and a strong odor of an alcoholic beverage coming from his person.

The deputy noted in the report that the suspect was cooperative and when asked if he had been drinking the man replied, “Yes”. When asked “How much,” the man replied, a “six-pack.” The suspect agreed to perform standard field sobriety tests and showed multiple signs of impairment and submitted a preliminary breath test recording a 0.301 percent BAC, the arrest report states. Bail: $1,137.

— A 55-year-old Carson City woman was arrested Sunday, 11:48 p.m., near a College Parkway apartment complex for misdemeanor domestic battery.

A Carson City Sheriff’s Office deputy was dispatched to a residence on a report of domestic battery where the reporting party stated she had been choked. The deputy conducted interviews with the female and her boyfriend, the arrest report states.

Both subjects claimed the male asked the female to hit him in the head with an empty beer bottle following an argument. The male said that after she hit him with the bottle he then pushed her by the neck, collar bone area onto a couch in the living room, according to the man’s interview detailed in the arrest report.

The female suspect claimed in her interview that the two of them had been drinking for most of the day, and that the man told her to hit him with a beer bottle.

The woman was also said she had pain in her right hand, the CCSO deputy states, and detailed bruising around her ring finger and pinky knuckles in the report. She stated the bruising was from hitting her boyfriend, but said she had trouble remembering when due to her level of intoxication. After further investigation she stated that she had punched him earlier in the evening before the argument involving the beer bottle.

In a secondary interview with the male subject he stated that he never choked her and that he only pushed her. When asked, he said that the female had punched him three times in the head earlier in the evening.

The CCSO deputy determined the female was the primary aggressor, having punched the man. Due to conflicting statements regarding the man’s involvement in the argument the deputy stated he is forwarding the case to the District Attorney’s Office for review. Both subjects involved declined medical attention. Bail: $3,137.

— A 54-year-old Carson City man was arrested Saturday, 2:48 p.m., at the Carson City Sheriff’s Office after turning himself in for a misdemeanor warrant issued by Carson City Justice Court for contempt of court carrying a cash bail of $1,000.

— A 52-year-old Carson City woman was arrested Sunday, 8:06 p.m., in the 300 block of Lee Street on a misdemeanor warrant for violation of suspended sentence.

— A 52-year-old Carson City man was arrested Sunday, 9:23 p.m., near the intersection of Sherman Lane and Bunch Way on misdemeanor warrants issued by Carson City Justice Court for violation of suspended sentence and failure to obey a citation.

A Carson City Sheriff’s Office deputy conducted a traffic stop and upon asking the suspect for his driver’s license he replied, “I don’t have one,” and “I have a couple of warrants.” Total cash bail: $1,370.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.

Douglas County Sheriff's Office arrested three for their alleged involvement in business thefts last month on Topsy Lane south of Carson City.
