Carson City man arrested for drug charges in the same parking lot he was arrested in the month before

A 23-year-old Carson City man was arrested on three alternative sentencing violations as well as possession of drug paraphernalia, resisting arrest, and driving without a valid license.

According to the report, Special Enforcement Team deputies were patrolling in an unmarked police vehicle in the area of William and Stewart when they witnessed a man seated upright in the driver seat of a vehicle who continued to duck up and down in the driver’s seat.

Deputies parked and watched the male, and witnessed the male bend at the waist several times, going below the window line of the vehicle, who looked “nervous and continually looked around his surrounds out the windows front, left, and right when he was upright.”

Deputies determined the behavior was consistent with a person manipulating the electronic wiring in the steering column of a vehicle in order to jump start it; it is also consistent with a person attempting to set up a drug rig, according to the report.

Deputies also noted the vehicle was parked in the southwest corner of a E. William Street casino which has recently become an active location for drug transactions in the past few months.

Deputies also recognized the vehicle as being associated with the 23-year-old, who has a lengthy criminal history and documented drug use, and was arrested only a month before in the same parking lot for drug crimes.

Deputies approached the vehicle to speak with the occupant, and recognized the 23-year-old. In plain view on the driver’s floorboard, deputies saw a hypodermic needle loaded with what appeared to be heroin.

Deputies told the man to step out of the vehicle; the man said he was waiting for his mom. He stepped out and deputies had him face the vehicle.

Deputies attempted to take him into custody but he immediately began to resist. He said “no no no” and pulled his hands away from deputies before attempting to run north through the parking lot.

At the rear of the vehicle, deputies grabbed the man around the waist, gaining control of him by wrapping his arms around him and took him to the ground. After another deputy arrived they were finally able to take him into custody.

K-9 Deputy Ivo arrived on scene to conduct a free-air sniff of the vehicle, and gave a positive alert.

Deputies testing the needle with a field test kit, which returned a negative result for heroin.

Dispatch advised the man does not have a valid driver’s license in Nevada and is suspended out of California.

He was arrested for three separate alternative sentencing case violations, possession of drug paraphernalia, resisting, and driving without a valid license.

— A 30-year-old Carson City man was arrested for resisting and obstructing a pubic officer as well as a warrant for criminal contempt.

According to the report, deputies were dispatched to a residence in reference to a domestic dispute.

When deputies arrived on scene, they found two male subjects walking southbound on Fremont toward Sonoma. One of the subjects was crying and walking behind the other subject, who was identified as the 30-year-old man.

The man asked the deputy for his name, shook his hand, and said he was FBI. He then turned and walked away and wouldn’t listen to deputies’ commands to stop walking.

Deputies spoke to the other person, who was “too upset and intoxicated” so they asked their friend to tell deputies what was going on, according to the report. The friend said the 30-year-old had mental heath issues and got upset. They said they could show deputies where he had punched holes in the walls.

Another deputy arrived on scene and confirmed the 30-year-old had a warrant issued out of Carson City Justice Court on Oct. 31, 2017 for criminal contempt.

As deputies approached the 30-year-old to take him into custody, he continued to try to go into the house. They tried to grab him, at which point he stated they “did not have the district to arrest him,” according to the report.

After taking him to the ground with difficulty, the man refused to give his hands to deputies to be cuffed, and kicked his feet. Deputies tased the man, which had “little to no affect.”

Deputies then used “distraction strikes” on the man’s legs in order to gain control. Deputies then tased him “approximately” two additional times, according to the report, before finally placing him in handcuffs.

Once in the patrol car, the man asked to be taken to the hospital. Carson Fire arrived on scene and determined he needed to be transferred to the hospital. He was transferred by ambulance where he was later medically cleared and returned to the jail.
