Carson City Sheriff's arrest log: Pair arrested for assault, battery with a deadly weapon

Carson City Sheriff's deputies arrested a 19 year-old transient and a 23 year-old Carson City resident Saturday night at 11:14 p.m. in the area of Carmine Street and Lompa Lane on multiple felony and misdemeanor counts, according to Carson City Sheriff's deputy arrest report, including battery and assault with a deadly weapon.

Zachary Dwight Foore and Abel Jesus Machuca were taken into custody after law enforcement officers responded to a fight in progress in the 2400 block of Dori Way in East Carson City.

According to the arrest report, dispatch had advised deputies that the suspects were leaving the scene in an eighties or nineties model Ford pickup.

A traffic stop was later conducted on the suspect vehicle at the corner of Carmine Street and N. Lompa Lane, where Foore (the passenger) and Machuca (the driver) were arrested.

The victim reported that he was attacked by 2-3 subjects while walking along Dori Way. The subjects had pulled up in the suspect vehicle and one of the individuals had pulled a gun on the victim, the report said, pointing it at his head.

Attackers allegedly pushed the victim to the ground, according to the victim's statement. Numerous facial lacerations and a swollen, bleeding lip were observed on the victim by responding deputies.

During the traffic stop on the suspect vehicle, one of the deputies reported observing Foore reaching down in the vehicle and opening the passenger side door. The officer ordered the suspect to close the door and place his hands on the dashboard.

Another deputy reported observing Foore moving around in the front passenger seat as though shuffling something around.

A subsequent search of the vehicle by deputies produced a .38 caliber revolver under the passenger seat of the pickup, the arrest report showed.

One of the deputies reported smelling a moderate odor of alcohol coming from inside the vehicle. Machuca had admitted to drinking to shots earlier, the arrest report said.

Machuca also admitted to not having a driver's license. Dispatch confirmed his driver's license had been revoked for DUI.

Machuca was placed under arrest initially for suspicion of DUI alcohol and operating a motor vehicle with a revoked driver's license. He was to be administered the preliminary breath test and a field sobriety test at the Carson City Jail, where he refused to participate. The arresting deputy had originally determined the area of the traffic stop unsafe to perform field sobriety testing, the report stated.

Felony assault with a deadly weapon was later added added to his arrest counts because of the discovered firearm. Bail: $20,000.

Foore, meanwhile, was found to have multiple outstanding warrants, including three through the Carson City Justice Court and one from Nevada Youth Parole, the arrest report stated.

Foore was booked into the Carson City Jail on the following felony offenses: battery with a deadly weapon, assault with a deadly weapon, youth parole violation, possession of a firearm with serial number removed and providing false information to avoid prosecution. The following misdemeanor charges were attached to his arrest: battery and probation violation. Bail: $25,000.

In other arrests:

— A 19 year-old Carson City woman was arrested Saturday evening at 6:42 p.m. in the 1700 block of Russell Way for an outstanding possession of controlled substance warrant out of the Carson City District Court's Western Regional Drug Court.

Elizabeth Lavelle was taken into custody after Carson City Sheriff's deputies served a warrant for her at the Russell Way address. No bail.

— A 24 year-old Carson City man was arrested early Saturday morning at 12:09 a.m. in the area of Calaveras Drive and Richmond Avenue for misdemeanor hit-and-run with property damage and failure to report.

Carson City Sheriff's deputies originally responded to a hit-and-run report at 10:10 p.m. Friday in the 1300 block of Calaveras Drive. The victim provided deputies with a vehicle description, license plate number, and a description of the suspect driver.

Dispatch performed a license plate check and was able to advise the registered owner and his residence. A check of prior arrested revealed the registered owner had previous arrest.

Deputies were unable to locate the suspect vehicle at the location on the registration. But the victim called dispatch back at 11:46 p.m., advising that the suspect vehicle had returned to the area. The suspect driver was reported to get into a red Chevrolet Blazer as a passenger. The red SUV was reported to be parked along the curb on Calaveras Drive, according to the victim. The vehicle was still there and located by deputies upon their arrival.

The suspect was asked to step out of the vehicle, where he was identified and subsequently arrested. Bail: $500.

The 27 year-old male driver of the red SUV that the hit-and-run suspect was fuond in was also arrested for DUI alcohol.

According to the arrest report, a deputy approached the driver's side of the vehicle and made contact with the driver, a Carson City resident. There was a strong odor of alcohol detected by the officer, the report stated, and the driver was observed to have watery, blood-shot eyes and slurred speech.

The driver initially refused a field sobriety test, but asked to exit the vehicle to speak with the deputy. As he exited, the driver was observed to be using the vehicle for balance. He continued to refuse testing by the officer and was placed under arrest. He did agree to a blood test on the way to Carson City Jail. Blood draw values showed blood-alcohol levels at .240 percent. Bail: $1,000.

— A 55 year-old Carson City woman was arrested Friday evening at 9:19 p.m. in the area of Carson and William streets on multiple misdemeanor offenses, including: second-offense driving under the influence (DUI) of drugs, failure to obey a traffic control device, failure to maintain a lane, expired registration and no proof of insurance.

The arrest report shows law enforcement made a traffic stop at the intersection of Adams and Carson streets after the deputy observed the vehicle run a red light at Carson and William streets and striking the curb traveling northbound.

The deputy reported observing the suspect driver exhibit slow, deliberate speech with an odd pattern. The suspect then went off on a tangent after the deputy asked her for vehicle information, forgetting about the officer's request, the report stated, and was continued to change the subject on the deputy.

The suspect admitted to taking Klonopin two hours before driving. She consented to a field sobriety test, demonstrating drug impairment.

The suspect was then taken into custody and transported to Carson City Jail. Bail: $2,500.

A number of Carson City residents became concerned after they received what some are calling rather confusing voting instructions in the mail.
