There was a time when the only choice for golfers who couldn't afford to join a country club was to play a municipal course.

That time ended many years ago with the construction of many privately owned golf courses in and around Carson City. For a while, it seemed a new course was being built every year. We were suddenly flush with great courses, and something new to market our area to visitors.

The Carson City Board of Supervisors this week will consider whether to hire a special deputy district attorney to represent the public works department after a construction firm contracted to do $1.9 million in work has claimed overriding costs of $1.7 million.

Here is the Carson City area road construction report for the week of Feb. 28 through March 6.

Saturday evening, March 5, will be the date of my all-time favorite fundraiser: The highly-popular and fun-filled, Carson Valley Chukar Club fundraiser, which will be held as usual at the Douglas County Fairgrounds.
More importantly, this year’s version will be its 25th.

The traffic signal at the intersection of N. Saliman Road and E. William Street will be modified on February 22. A signal will be added for vehicles traveling northbound on N. Saliman Road and turning left onto westbound E. William Street. No interruptions to traffic are expected, but please use caution in this area.

Utility work will occur on Russell Way between Northridge Drive and Long Street on February 22-23. Two-way traffic will be maintained with flaggers.

Shoulder work will occur at Stanton Drive and Monte Rosa Drive due to sidewalk improvements.

I received a call from the Builders Association of Western Nevada this afternoon about a big property tax increase the Carson City Board of Supervisors is going to vote on tomorrow.

The funny thing is, I read through the agenda last week and didn't see it. But it was easy to miss. It is number 15 on the agenda, and the language used gives very little clue as to what it is (the document is attached below).

A number of Silver City residents will go before lawmakers today to show their support of a proposed amendment to Nevada's eminent domain law that would remove the ability of a private person or business to exercise the law for the purposes of mining.

The current law on eminent domain (Chapter 37 of the Nevada Revised Statues) allows private individuals to take private land from property owners without their consent, for the purposes of mining. Testimony on this bill will be heard by the Judiciary Committee of the Nevada State Legislature today at 9 a.m. in room 2149.

Musser Street will be closed between Carson Street and Curry Street from 8 p.m. on Thursday, Feb. 17 to 6 a.m. on Friday, Feb. 18 because of utility work.

CARSON CITY – Democratic legislative leaders today announced they will pursue legislation to ensure Nevadans are employed on state or local government public works projects.

CARSON CITY – Construction industry groups advocating for a tax increase to fund public works projects around the state to help put people back to work made their pitch to a legislative committee today, but the Building Jobs Coalition proposal faces opposition from Gov. Brian Sandoval.

The following Carson City area road construction and improvement report applies to the period of Feb. 7-13:

Dayton Intermediate School’s newly developing school garden will boast two large sculptures by internationally known sculptor Mischell Riley.

Riley, who is well known for work such as the 3-story high bronze lion at the MGM Grand Hotel and Casino in Las Vegas, has donated two of her pieces to enhance the school’s garden landscape.

Here is the Carson City area construction and maintenance road report for this week provided by the city's Public Works Department:

On Monday, Jan. 31, the outside southbound lane of Stewart Street will be closed between 2nd and 3rd Streets between 7 a.m. and 3:30 p.m. because of work on state property.

On Thursday Feb. 3 the intersection of Musser and Curry streets, as well as Musser Street between Curry and Carson streets, will be closed from 8 p.m. through 6 a.m. Friday morning, Feb. 4 because of utility work.  

A monthly and annual update on Carson City's financial scorecard will be presented to the board of supervisors when they meet this week.

The presentation is a monthly business review related to the performance scorecard for the city and includes data relevant to manufacturing and other sectors. Supervisors will meet beginning at 8:30 a.m. on Thursday, Feb. 3, in the Sierra Room of the Carson City Community Center.

Today, newly elected Congressman Joe Heck introduced legislation to further allocate and expand the availability of hydroelectric power generated at Hoover Dam.
This bill would allocate Hoover power beginning in 2017 for a period of 50 years. Entities receiving power in present-day Schedules A and B still would continue to receive Hoover power.

Construction work has finally started on the Olive Garden restaurant at the Southgate shopping center. The parking lot was roped off last week, and then this week the heavy equipment moved in and started tearing out the asphalt.

Lake Tahoe has been ranked the No. 1 ski destination for the year by Rand McNally, the Lake Tahoe Visitors Authority announced Monday.

The ranking is based on travel bookings to the destination when compared to other winter locations throughout the United States and Canada. It is the latest recognition given to the region by the nation's top travel writers and publications, according to the LTVA announcement.

For those people who have gossiped for years about Carson City getting an Olive Garden restaurant, there are now physical signs that it's happening.

Construction has begun on the site on South Carson Street for the new restaurant, plans of which were finally released to the public last October after years of rumors. I can remember back in the 90s when the scuttlebutt was the restaurant would be located on College Parkway near where the new Walmart is now.

It's looking a lot closer to reality now.

The Building Jobs Coalition presented its proposal, called the “Creating 100,000 Jobs” report, in press conferences in both Las Vegas and Reno.

Here is the road construction and maintenance report for the Carson City area, beginning Monday and lasting through Jan. 23.

Clearview Drive will be closed between Edmonds Drive and Line Drive in Carson City for construction on the next phase of the Nevada Department of Transportation freeway project. Detours are marked. The road is expected to reopen by November of 2011.

A Carson City man was arrested after he allegedly failed to complete domestic violence counseling, a felony violation of his probation.

Officers arrested John Adam Henry, 29, after running his registration through the DMV that generated a hit at around 1 p.m. on Thursday. He was stopped at the corner of Northridge Drive near Southridge Road, according to the arrest report.

According to New River Justice Court records, a no-bail felony warrant for Henry's arrest was issued after he failed to complete court-ordered domestic violence counseling. He was booked without incident.

Ramping down Nevada’s dependence on the gambling industry (and associated consumer spending) through developing new job-creating industries was the main topic at last Friday’s Nevada 2.0 economic forum at UNLV.
Lt. Gov. Brian Krolicki used the word “retooling” as he spoke of the need for diversity in his opening remarks, adding that he did not believe the vision of  an economically robust Nevada was “Pollyanna-ish.”

Carl Kuhl, a state Parole and Probation employee of six years, has created a plan that he claims will eliminate Nevada's budget deficit within two years.

In a news release issued on Tuesday, Kuhl said his plan not only will reduce the budget deficit but also help repair Nevada's economy at the same time. It is a pretty big claim, he admits, coming from an Accounting Assistant I, an entry level position.

The following information applies to the period of January 10-16:

Koontz Lane has been reopened between Edmonds Drive and Raglan Circle. Clearview Drive is expected to close between Edmonds Drive and Line Drive on Monday, January 10, as a result of construction due to the next phase of the NDOT project on the freeway. Weather pending, expect single lane closures and minor delays in the areas of Edmonds Drive and at Clearview Drive at that time as changes to the detour routes and traffic control modifications are made.

We all know the long saga of the Carson City Freeway. In planning for over 50 years, under construction for nearly 10, the freeway has become one of the big punch lines around town as one of those projects that it seems like we’ll never see the tail end of. They’ve been dribbling out freeway segments to us slowly, opening the stretch from Lakeview to Hwy 50 in Spring 2006 and the segment from Hwy 50 to Fairview in Fall 2009.

Once upon a time, a high school diploma could unlock a middle-class income. That idea held true in Nevada for longer than it did throughout the United States, but it’s true no longer, said a UNLV professor who studies the economy.
Citing figures that Las Vegas is the least-educated city in the region, Robert Lang, UNLV Director for Brookings Mountain West, said that Nevada needs higher education-attainment levels to attract businesses to this state.
Otherwise Nevada could have a difficult time diversifying its economy and rebounding from the recession.

While newly sworn-in Nevada Gov. Brian Sandoval hasn't yet named his appointee to the Tahoe Regional Planning Agency, former Gov. Arnold Schwarzenegger, before he left office, appointed Ronald Slaven to the governing board.

Ronald Slaven, 47, of Carmichael, Calif., has been appointed to the TRPA, where he previously served as a member from 2001 to 2004.
