The next Carson City Board of Supervisors meeting will be held on Thursday, Dec. 16 beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Supervisors will take up the following:
— A discussion and possible action will be held regarding a proposed ordinance revising various provisions of the Carson City Municipal Code (CCMC) governing the process by which election ward boundaries may be realigned, revising various provisions relating to meeting of the Board of Supervisors and repealing CCMC provisions describing districts of wards. A discussion will also be held to consider a business impact statement concerning the proposed ordinance.

This is the first reading of a proposed ordinance that establishes certain administration provisions governing the Board of Supervisors, including the manner why which election ward boundaries may be realigned and the conduct of meetings of the Board of Supervisors.

— A discussion and possible action will be held to introduce a proposed ordinance realigning the boundaries of election wards by adoption of a new Carson City, Nevada Official Board of Supervisors Ward Boundaries Map pursuant to the results of the 2020 United States decennial census.

— A discussion and possible action will be held to adopt on second reading an ordinance approving a development agreement between Carson City and PalaSeek LLP, Oikos Development Corporation, and Sierra Flats Senior LP concerning the conveyance of 2.91 acres of city-owned land and the development of an affordable housing project on that land.

For more information regarding this project please view our previous reporting here.

— A discussion and possible action will be held regarding an ordinance approving a change of zoning from General Commercial to Multi-Family Apartments for parcels created as part of the Sundance Ridge Subdivision and Edmonds Industrial Park, located on Lepire Drive, Cassidy Court, and Etta Place.

At its meeting of Jan. 21, 2021 the board identified the subject area as appropriate for a mapping correction. The area has transitioned toward residential uses since the adoption of the Master Plan in 2006. The area is currently a mix of residential, commercial and industrial uses.

— A discussion and possible action will be held regarding a master plan amendment to change the master plan designations from Low-Residency Residential to Community/Regional Commercial and Mixed-Use commercial to Community/Regional Commercial for the entire parcel located at 4619 Highway 50 East. The property was the subject of a special use permit in 2020 for an RV Storage facility that was needed due to the split zoning on the property.

— A discussion and possible action will be held regarding the acceptance of a dedication of the Common Areas within the Schulz Ranch development to the Carson City Parks, Recreation and Open Space.

In 2015, the city entered into a development agreement creating the Schulz Ranch Landscape Maintenance District. The city’s ordinance requires that common areas maintained through a LMD be dedicated to the city, but the city will not accept dedications until all improvements are complete. The Final Maps’ conditions are now satisfied, and staff recommends accepting the deviation of the Common Areas.

— A discussion and possible action will be held regarding a proposed grant of a non-exclusive easement from Carson City to the State of Nevada for portions of the Marlette Water Pipeline located on Carson City land.

According to the agenda, the pipeline is a long-standing part of the broader Marlette Water System which delivers water from Marlette to Carson City and Virginia City. The state took over ownership of the system including the pipeline in 1963. The easement provides written terms upon which the state will use and access Carson City land to maintain the pipeline, and the easement is needed for the city to access remaining funds from the Land and Water Conservation Fund grant it was awarded for the acquisition of Eagle View Open Space.

— A discussion and possible action will be held regarding a proposed $160,000 increase to a Diamond Pharmacy Purchase Order for the purchase of medications for the jail, for a new total amount not to exceed $285,000 and a proposed extension of the purchase authority through June 30, 2022.

According to the agenda, Carson City is responsible for providing prescriptions to persons who are detained in the jail.

— A discussion and possible action will be held to determine that Rapid Construction, Inc. is the chosen bidder for the Lone Mountain Cemetery Irrigation upgrades for a total amount not to exceed $326,361.20. The project consists of asphalt and sod cutting, trenching, water meter abandonment, installation of new meters and points of connection, irrigation back flow and booster pump, and more. The project was approved as a part of the 2020 Capital Improvement Plan.

— A discussion and possible action will be held regarding the appointment of two members to the Carson City Regional Transportation Commission (RTC) each to fill a term that expires Dec. 2023. A reappointment request was received from Charles Macquarie. New applications were submitted by Ramona Russell, Lorne Houle, Samuel Flakus, Gregory Novak and Brent Layton.

— A discussion and possible action will be held regarding authorization for Carson City Health and Human Services to apply for the Title X Family Planning Services Grant for an estimated amount of $1.95 million over a 5-year grant period. Funds from this grant would be used to continue a core program that has been administered under the Clinical Services Division since 2009. A portion of the requested grant amount would also be sub-awarded to Douglas County.
