Carson City School Board to discuss new sex ed content, changes to board meetings and more
Items up for discussion at the school board include new sexual education material at the high school, committee appointments, changes to school board meetings and more.
— Trustees will discuss the possible addition of a video on contraception use to the high school sexual education curriculum.
Currently, abstinence-only portions of the “Making Proud Choices” program is taught in the high school health classes.
Carson High School health teachers requested the video, which provides data-driven information on contraceptives and STI protection, be included within the curriculum.
The Family Life Advisory Committee was asked to review the video prior to a vote at the school board level. The committee approved of the video, stating it was data driven, and uses visuals that are “more realistic and not as childish.”
Some concerns noted at the Family Life Advisory Committee, who approved the video 4-2, indicated that the video does not distinguish birth control from Plan B, and that the video focuses on the female responsibility of birth control.
The animated video discusses barrier and hormonal contraceptives, how well birth control works with perfect use versus typical use, and which can provide protection against STIs.

— A vacancy will be filled on the Family Advisory Committee. The current term for parent representative ended in November 2022, and Dan Thornton has applied for reappointment.
An additional vacancy was submitted by Christine Sylvester.
Both applicants were asked to attend the meeting for an interview.
— Trustees will discuss amending Bylaw 050 regarding Organization.
The bylaw currently outlines when and where regular meetings should take place and how often they should meet.
Trustees have previously discussed changing the bylaw for 2023.
The agenda item does not specify what the potential changes to the school board schedule might be. Trustees will discuss whether or not they want to modify the board meetings, and two readings will be necessary before any modifications are approved.
— A discussion and possible action will be held to approve an augmented and amended budget to include revisions for certified enrollment, audited fund balances, carry forward amounts, and recommended augmentations to specific funds.
According to the agenda, the state has a funding mechanism for K-12 education known as the Pupil-Centered Funding Plan or PCFP, which has provisions in it related to an ending fund balance sweep.
The budget’s purpose is to make sure that a “sweep” of funds will not occur.
”This is especially important given our ‘hold harmless’ status which freezes our per pupil funding amount to the amount received in Fiscal Year 2020 until the point the new formula generates a per pupil number in excess of the Fiscal Year 2020 number,” the agenda states.
After knowing the enrollment for the first quarter, the district can now estimate that the Average Daily Enrollment for the year will be 7,191.6.
This is a decrease of 94.9 students from the 7,286.5 that was used in the May Budget. This leads to a reduction in General Fund revenue of approximately $730,000 for FY23.
Also within this agenda item, it is stated that Carson High School needs exterior repair and repainting. This is classified as a high priority project, and the bidding process needs to be started in January if the repairs are to be made in the summer of 2023.
The repairs and repainting are expected to cost $250,000.
— An update will be provided regarding Senate Bill 46, which was the legislative session Bill Draft Request (BDR) submitted by the district.
The language for the BDR was finalized and submitted on Nov. 15, and will be presented during the 2023 legislative session as SB46.
Superintendent Andrew Fueling will review the final bill draft and discuss next steps.
— A discussion and possible action will be held regarding the Superintendent’s Annual Evaluation for the 2022 Calendar Year.
Each trustee is asked to provide comments regarding the annual evaluation.
— A language change will be discussed, changing the term “school emergency management plan” to “Emergency Operations plan” in CCSD policy no. 805.
