Carson City authorities make several felony arrests over weekend

A Carson City man faces a felony domestic violence charge after he admitted to beating his wife and putting her into a choke hold until she passed out.
Jerry Alexander Cisneros, 26, was arrested Sunday night in the 200 block of Adams Street.

According to the arrest report, the victim's wife stated that Cisneros punched her in the face and mouth and then choked her until she passed out for about 10 minutes inside their home.

The victim also stated that Cisneros had been drinking since about 5 p.m. before he attacked her in a jealous rage and threw her against the home heating unit, the report states. The victim said after the beating and choking she woke up and ran to her neighbors house where the neighbors called 911 for help. The victim had injuries, including a scraped knee from being thrown to the ground, that were consistent with what she stated, according to the arrest report.

When Cisneros was contacted, he was advised of his Miranda Rights and said he understood those rights and chose to talk with the arresting officer. He admitted he battered his wife, pushed her backwards and then choked her by putting her in what he stated as a "sleeper hold" until she passed out, the report states.

He also admitted he left his wife on the kitchen floor until she woke up and ran out of their house. He later signed a Miranda Waiver form and filled out a statement form regarding what he told officers, the arrest report states.

He is being held on $15,000 bail.

—A 39-year-old man, Brandon Fredrick Wilson, was arrested Dec. 8, 9:38 p.m. at the intersection of John and Plaza streets and faces a felony charge of battery on an officer and misdemeanor charges of obstructing and resisting with violence.

According to the arrest report, a Carson City Sheriff's Office sergeant was supervising the Special Enforcement Team and responded to a report of two suspicious subjects in the area of Adams and Roop streets going door-to-door. One of the men was described as having a tattoo on his face.

The sergeant noticed Wilson walking in the area of John and Plaza and fit the description of what was learned from the reporting party, the arrest report states. The officer reports the man was acting odd, went behind a tree to hide and kept looking at him and then asked if the sergeant was all right. When the sergeant activated his emergency lights and stepped out of his patrol car, Wilson walked toward him with a black object in his hand, which the officer could not identify, and kept his other hand inside a bulky black jacket. The sergeant told Wilson to show him his hands and to take his hand out of his pocket. The man instead continued to walk toward the officer and took a bladed stance, the report states.

The sergeant told him several times to put his hands on top of his head so he could pat him down for weapons. The man put his hands toward the top of his head, and then spun around and pushed the officer. The man began struggling to get away from the officer and continued to push away. On the ground the man began fighting with the officer and another deputy, the report states.

The man was told several times to stop fighting and to put his hands behind his back. A taser was deployed and Wilson was taken into custody.

He is being held on $30,000 bail.

— A 22-year-old unemployed Hot Springs Road man faces a felony charge of preventing a witness from reporting a crime and several misdemeanor charges — including assault and making threats.

Alexander David Hooton was arrested at Pine Lane and Hot Springs in Carson City Dec. 8 at 11:50 p.m. According to a report by Carson City Sheriff's Office, officers were dispatched on a call about threats being made against a woman. As officers arrived, a Capital City Patrol Officer was already on scene.

Authorities spoke with the parties involved. A female witness said she was walking home from a convenience store in the 3000 block of North Roop and when she crossed the street she saw a man, Hooton, and woman in a verbal argument.

The witness stated that she didn't know either person but was concerned because Hooton appeared drunk and was very angry with the woman, according to the arrest report. The witness said she was going to call the police. The argument continued and became very heated, the report stated. The witness said she was worried for the safety of the woman and called 911. The man became angry with the witness and walked toward her. The witness said Hooton clenched his fist and got within inches her and said "You wanna ruin my night? I'm going to kick your ass!" the report states.

The witness said she thought the man would hit her if she didn't get off the phone. Police dispatch heard the disturbance and told the witness to move away to a safe area, the report states. Officers arrived and separated the three.

The witness stated she wanted to press charges against Hooton for threatening her and completed a written statement and citizen's arrest form. The man initially told authorities the witness made the whole thing up but then later admitted to getting in her face, but denied threatening of clenching his fists.

As authorities were interviewing the man they noticed a plastic baggie with marijuana on the sidewalk next to him. The man said it was his, according to the arrest report. Also found on his person was a pipe used for smoking marijuana. Officers smelled an odor of alcohol coming from him, and officers asked if he had been drinking. He said he had but refused a breath sample at the jail, the report states.

One of the subjects stated that Garcia became upset with him because he couldn't produce the marijuana. Garcia then threatened the person by saying he would "kill" him if he did not get marijuana for him, according to the arrest report. The victim who was threatened told officers that he was really worried and was scared and was concerned about filling out a statement and kept asking officers if he would be safe.

The officer made contact with the apartment manager and confirmed that Thistle lived in the residence, the arrest report states.
