Man jailed on DUI, drug charges; allegedly goes wrong way down highway, pizza drive-thru

A 69-year-old Minden man was arrested Nov. 30 on suspicion of felony possession of methamphetamine after being stopped for driving on the wrong side of the highway and then the opposite end of a restaurant drive-thru line.
Raymond E. Custis also faces misdemeanor charges of driving under the influence of drugs, driving without insurance and a valid license, and possession of marijuana.
According to the arrest report, officers patrolling the area observed a vehicle pull onto William Street from a casino, going into the eastbound lanes traveling west and nearly causing a head on crash with the officer's patrol vehicle.
The officer turned around and activated his emergency lights. The vehicle pulled into Little Caesars pizza restaurant going through the one-way drive-thru line. The officer was able to get the vehicle stopped before it ran into other vehicles in line by getting Custis to slowly back out, the arrest report states.
Custis advised he didn't know he was at the casino and apologized for driving the wrong way, the arrest report states. After it was determined that Custis wasn't suffering from any medical conditions, he failed a series of standardized field sobriety tests and was arrested at 6:30 p.m..
When a deputy arrived to assist, he noted that he observed marijuana and a pipe in plain view on the passenger side floorboard, the arrest report states. Deputies doing an inventory of the vehicle after the arrest also found methamphetamine.
Deputies asked Custis if he had been smoking marijuana and if he was high. Custis advised he was in fact under the influence of marijuana and had just smoked in Mound House prior to arriving in Carson City. Custis was arrested for DUI drugs, no valid driver's license, driving the wrong way on the highway, no proof of insurance, possession of marijuana and possession of methamphetamine. Bail: $7,880.
In other felony arrests:
A Carson City man was arrested and faces a felony warrant charge of possession of a stolen vehicle and four misdemeanors. Mark Edmund Howell was arrested Nov. 30, 1:39 a.m. in the 1400 block of Rand Ave.
Officers arrived at the residence responding to a noise complaint. Once on scene an officer listened at the door and heard Howell yelling and cursing, according to the arrest report. The officer knocked and made contact with Howell. His name was run through dispatch where four warrants were revealed: three out of Carson Township Justice Court and one out of Reno Township.
The officer asked Howell if he needed anything out of his room. He advised he needed his cell phone that was on the counter. While getting the cell phone, officers observed a glass pipe to the left of his phone that appeared to contain suspected methamphetamine residue.
A felony warrant was issued for his arrest Oct. 29 with a $20,000 bail amount. Two others included warrants was for failure to report to alternative sentencing upon release from jail custody, each issued Sept. 24, 2013. The Reno warrant, issued July 12, 2013, was for failure to obey traffic control devices. He also faces a misdemeanor charge of being in possession of drug paraphernalia. Bail: $27,882.
