Carson City Supervisors to discuss increasing landfill fees, committee appointments, and a new subdivision

The next Carson City Board of Supervisors meeting will be held on Thursday, Dec. 1 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

— A second reading will be held regarding an application from KP Investors LLC to amend zoning on an 8.41 acre parcel located at 1051 N. Ormsby Blvd. from single family 12,000 to single family 6,000, which would allow for the creation of 41 single family residential lots.

— The board will discuss initiating a process to increase the rates and fees charged at the Carson City Landfill.

According to the agenda, waste being brought to the landfill has increased approximately 80 percent over the past 10 years, and the landfill needs to update and improve operations to meet demands.

The landfill rates, the agenda says, are “well below the rates charged at surrounding solid waste disposal sites.”

The landfill recently completed a new scale facility on the property. The agenda did not note the cost of the scale facility.

Staff proposes increasing in-county and out-of-county rates and fees for all solid waste categories, as well as permitting automatic indexing for landfill fees, utilizing the Consumer Price Index on July 1 of odd years, or something similar.

— The board will discuss an interlocal agreement with Truckee Meadows Fire Protection District for mutual and automatic aid for emergency incident response. Carson City also has mutual aid agreements with Lyon County and Douglas County.

— The board will discuss the appointment of two members to the Carson City Regional Transportation Commission (RTC), one to fill a partial term that expires in Dec. 2023, and one to fill a full term that expires in Dec. 2024.

There is one vacancy due to a resignation, and one due to expiration of a term. A reappointment was submitted by Jim Dodson, and new applications were submitted by Christopher Moltz, Lucia Maloney, and Don Hataway.

— The board will discuss the appointment of three members to the Carson City Open Space Advisory Committee, one for a partial term that expires in Jan. 2024, and the others for full terms expiring Jan. 2027.

A reappointment request was submitted by Mary Berge.  New applications were received from Beth Harrison, Richard Nagel, Robert Buttner, Samuel Mozingo, Jay Wiggins, Laura Chavez, Jeff Rauh and Traci Nelson. 

— A proposed amendment to an interlocal agreement with the State of Nevada will be discussed regarding the non-federal share of expenditures and administrative services necessary to implement Medicaid in Carson City, for an additional $21,479.59, resulting in a new total not to exceed amount of $2.53 million.

— The board will decide whether or not to amend a contract with Lemons, Grundy and Eisenberg (LGE) in their representation of the city against Travelers Indemnity Company for failing to provide Carson City liability coverage as required by insurance contracts.

The additional amount to be discussed would be $50,000.01, for a new not to exceed total amount of $100,000.

— The board will discuss whether or not to convert certain grant funded, contract positions to full-time Carson City positions in the Department of Health and Human Services.

These positions were funded through the CDC, and are positions for two epidemiologists, one public health investigator, and one administrative assistant.

According to the agenda, “hiring Epidemiology staff through the city’s hiring process will ensure the availability of staff with the same expectations for oversight, policy adherence, wage ranges and benefit packages as other CCHHS employees, to meet the increase in disease case investigations, federal and state reporting requirements and disease educational outreach needs. The proposed Positions will continue to be 100 percent grant funded.”

Carson City Sheriff’s Office K9s take 1st in Narcotics Detection and finish 2nd team overall at the 3rd Annual Regional K9 Unit Challenge.

On Oct. 19 nearly 40 K9 teams from 13 agencies competed in four events centered around the primary duties they perform in the field. Carson K9s controlled the narcotics detection portion, finishing 1st, 2nd, and 4th, while Washoe K9 took 1st and 2nd in apprehension, and Lyon K9 took 1st in agility.

The excitement was palpable as Carson Creepy 2024 crept into the Brewery Arts Center's Performance Hall on Saturday, showcasing the immense talent and creativity of Northern Nevada's local filmmakers.

Nevada Army Guard Brig. Gen. D. “Dan” Rodger Waters, a Sparks resident who began his military career as an unassuming helicopter mechanic nearly 40 years ago, became the first Soldier in the 21st Century to head the Nevada National Guard when he succeeded Maj. Early voting in Nevada begins today, Saturday, Oct. 19 and runs through Friday, Nov. 1. In Carson City, in person voting for both Early Voting and Election Day will take place at the Carson City Community Center, 851 E. William Street.

Early voting on Saturdays is from 10 a.m. to 2 p.m. Early voting on weekdays is 9 a.m. to 6 pm. Election Day voting is 7 a.m. to 7 p.m.
