Carson City Supervisors to discuss $5 million Centennial Park project, road dedications and more
The next Carson City Board of Supervisors meeting will be held on Thursday, Nov. 2 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.
The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
On the agenda:
— Supervisors will discuss in a public hearing the proposed issuance of a $5 million bond for improvements at the John D. Winters Centennial Park Complex.
— The Carson City Fire Department is asking for approval to submit a grant application to the BLM Southern Nevada Public Land Management Act Round 20 program requesting a total amount of $2.78 million to perform the Upper Kings Canyon and Clear Creek Wildfire Defense Zone Project. The project will take over six years to complete, and grant applications are due Nov. 5, 2023.
— Supervisors will present a proclamation recognizing the week of Nov. 6-12, 2023 in support of Operation Green Light for Veterans, and Nov. 12-18, 2023 as Flood Awareness Week.
— A proposed settlement with Masters Pharmaceutical, Inc. concerning opioid-related claims at the state level, including Carson City, will be discussed. If accepted, Masters will disperse approximately $11,000 to Carson City as part of the One Nevada Agreement. The state as a whole will receive $1.42 million from Masters.
— The Carson City District Attorney’s Office will be closed to the public from Dec. 13 - 27 for carpet replacement. The closure must be approved my supervisors according to state law.
— A proposed settlement between the city and Travelers Indemnity Company will be discussed in the amount of $420,000 payable to the city in exchange for dismissal of claims relating to insurance coverage.
— A discussion and possible action will be held regarding the Silver View Townhome’s developments intention to dedicate the right-of-way of Limerick Court, Dublin Street, Galway Court, and to return the northwest quadrant of Clearview Drive and Silver Sage Drive. Staff is recommending supervisors to accept the dedication.
— Similarly, as part of the Blackstone Ranch Phase 1-B, supervisors will discuss the dedication of right-of-way for Pyramid Peak Drive, Gilson Peak Drive, Pilot Peak Drive, Monitor Peak Street, Pearl Peak Driver and Tipton Peak Street. Staff is recommending acceptance of the dedication.
— The Carson City Sheriff’s Office is asking supervisors to approve an interlocal Forensic Support Services agreement between Washoe County and Carson City for a fee not to exceed $153,231 from July 1, 2023 through June 30, 2024, which will enable the Washoe County Sheriff’s Office Forensic Science Division to perform forensic services for the city, with the exception of toxicology services.
— The Sheriff’s Office is also asking for the reclassification of an Administrative Assistant position from classified 3/4-time to the unclassified, full-time position exempted from the city’s Merit Personnel System. The position will become vacant in November with the retirement of a 31-year employee.
— Supervisors will discuss the appointment of one member to the Airport Authority of Carson City for a position to be filled by a pilot who owns and operates an aircraft based at the airport for a term ending in October 2027. Timothy Puliz is seeking reappointment, and new applications were submitted by Scott Hoffmeyer, John Karam and Matthew Bowers.
