Man jailed on felony hit and run charge after crash injures elderly driver
A 20-year-old Carson City man was arrested Friday on suspicion of felony hit and run causing injuries to a 75-year-old driver, a Carson City sheriff’s deputy said.
Christopher Gene Keep was jailed with a $40,000 bail. According to the arrest report, officers were sent to Jeanell Drive to look for a gray Dodge Durango involved in a hit and run where the driver allegedly pulled out in front of another vehicle causing the accident and then fleeing the scene.
The reporting witness advised the Dodge Durango traveled south on Michael Street after the accident. The 75-year-old driver was taken to the hospital, suffering a fractured rib, a fractured right ankle and whiplash, the arrest report states.
Officers found the vehicle parked near an apartment in the 500 block of Jeanell. Officers knocked on the door and met with two witnesses. They advised they were involved in the accident. One witness advised she was the driver of the vehicle and that she was scared after the accident which is why, she said, she drove off. She later changed her story and advised Keep was the driver and was inside the residence.
Officer met with Keep and asked him what happened. He said that he was the driver. Officers stopped him and read him his Miranda rights. Keep advised he understood his rights and that he would talk. He said that he did not notice the other vehicle when he pulled forward into the intersection. He said he was scared and that is why he fled the area. He said that he made no effort to report the accident and advised he drove from the accident to the Jeanell Drive apartment. He completed a written statement and was taken to jail. Bail: $40,000.
In other felony-related arrests:
— Two men were arrested early Saturday morning in the area of Mockingbird and Pheasant on various felony and misdemeanor charges. Alonso Rangel, 25, of Carson City was arrested on suspicion of possession of a controlled substance for sale and possession, both felonies, and misdemeanor possession of drug paraphernalia. Rafael Ledesman-Garcia, 24, of Las Cruces, NM, was also arrested on a felony parole and probation violation. He is being held without bail.
Officers found two baggies with suspected methamphetamine, a meth pipe and a digital scale on Rangel, the arrest report states. Bail for Rangel: $23,632.
— Two men were arrested Saturday, Oct. 11 on Washington and Valley streets suspicion of felony drug charges after officers located heroin, meth, pills other drugs in their belongings, a Carson City sheriff’s deputy said.
Arrested were Troy Joe Strand, 24, of Carson City and Mikel Hafeman, of Valmy, Nev.
According to the arrest report, a sheriff’s sergeant conducted a traffic stop after multiple violations of erratic driving on city streets, the arrest report states. The officer requested the Special Enforcement Team to assist. Officers made contact with the driver, Hafeman, and passenger Strand. Both appeared nervous and were sweating profusely, the arrest report states.
Officers asked Hafeman if he would be willing to consent to a search of his vehicle and his person by officers and a K9. Hafeman granted permission and both men stepped out of the vehicle. Hafeman told the officer that the backpack in the rear seat next to a skateboard was his. Strand said a backpack on the front passenger seat was his.
Right before the K9 conducted an exterior sniff of the vehicle, Strand said he wanted to leave. Officers told him he was not detained and was free to leave. He got up and started crossing the parking lot of a grocery store.
Moments later, the K9, Ivo, gave a positive alert to the exterior of the vehicle and officers immediately began a search of the interior. Inside the backpack belonging to Strand was a dozen syringes, a spoon with what appeared to be meth residue, a small bag with 1.8 grams of marijuana, 3 Quetiapine pills, 13 Clonazepam pills and 27 Alprazolam pills in a plastic bag and a scale. Strand was detained in the parking lot shortly after the items were located.
Inside the backpack belonging to Hafeman, officers discovered a syringe with a blackish substance resembling heroin, a spoon with burnt heroin residue, two small cotton filters with heroin liquid, two Suboxone patches and a double-edged dagger with heroin residue on it and a noose shoelace commonly used to tie around ones atom to restrict blood flow while administering a needle into a vein.
Both men were read their Miranda rights, and both stated they understood their rights. Strand said he did not want to answer questions. Hafeman said the backpack and items located in the rear seat were his but wanted to call his mom before he went to jail. He told officers he last used illegal drugs three days prior.
Inside a pocket of Strand was a roll of cash in the amount of $703, which was taken and submitted for seizure. Both men were arrested with various charges and transported to jail. The heroin and marijuana tested positive with NIC testing kits.
Hafeman faces the following charges: Possession of dangerous drugs without a prescription, and possession of controlled substances, both felonies, possession of a dangerous weapon, a gross misdemeanor, and misdemeanor charges of possession of drug paraphernalia, and arrest of probationer. Bail: $7,500. Strand faces the following charges possession of dangerous drugs without a prescription, a felony and misdemeanor possession of drug paraphernalia and possession of marijuana. Bail: $2,500.
— A 20-year-old Carson City man, Cody Rogers Shaw, was arrested Friday, Oct. 10, 9:47 p.m. in the 3600 block of North Carson Street on a felony probation violation. A 22-year-old man who was with him, was arrested suspicion of possession of drug paraphernalia, contempt of court, and a vehicle violation, all misdemeanors. Bail: $1,709.

— A 19-year-old man was arrested Saturday, 10:59 a.m. in the 3400 block of Highway 50 East on misdemeanor charges of possession of less than an ounce of marijuana, possession of drug paraphernalia, and a warrant, failure to appear for a traffic violation. Bail; $2,119.
— An 18-year-old Carson City man was arrested Saturday, 1:48 a.m. in the area of South Carson Street and Rhodes on misdemeanor charges of minor consuming alcohol and obstructing a peace officer. The man was a passenger in a vehicle with two others. He admitted to drinking and then kept text messaging, arguing with officers, after he was told to stop. A preliminary breath test indicated a .206. Bail: $654.
— A 25-year-old Carson City man was arrested Saturday, 9:30 a.m. in the 1900 block of Hamilton Avenue on a traffic warrant. Bail: $215.
— A 54-year-old Fair Oaks, Calif., man was arrested Saturday, 3:58 a.m. in the 500 block of North Carson Street on a misdemeanor charge of trespassing. Bail: $242.
— A 75-year-old transient was arrested Saturday, 8:31 a.m. in the area of South Curry and 10th Street on a misdemeanor warrant for hit and run causing property damage. Bail: $150.
— A 27-year-old Carson City man was arrested Saturday, 8:58 p.m. in the 300 block of Carson Meadows on suspicion of domestic battery, a misdemeanor. Bail: $3,137.
— A 24-year-old Carson City man was arrested Saturday, 9:55 a.m. in the 800 block of North Carson Street on a misdemeanor warrant, contempt of court. Bail: $3,000.
— A transient was arrested Saturday, 5:57 a.m. in the 300 block of East William Street on misdemeanor charges of disorderly conduct and resisting arrest. Bail: $654.
— A 33-year-old transient was booked into Carson City Jail Saturday, 2 p.m. on a misdemeanor contempt of court charge. Bail: $122.
— A 21-year-old Carson City man was arrested Friday, 11:40 p.m. in the 3800 block of South Carson Street on a misdemeanor charge of trespassing. Bail: $242.
— A 40-year-old Carson City woman was arrested Friday, 7:05 p.m. in the 3700 block of South Carson Street on a misdemeanor charge of larceny. The woman attempted to leave a grocery store with $290 worth of groceries she didn’t pay for. Bail: $352.
— A 43-year-old Silver City man was arrested Friday, 4:03 p.m. in the 3100 block of North Carson Street on misdemeanor domestic battery. Bail: $3,137.
— A 19-year-old Carson City man was arrested Friday, 6:03 p.m. in the area of Carson and Bath streets on misdemeanor charges of driving without insurance in the vehicle, not using a turn signal, and two failure to appear traffic warrants, issued out of Carson City Justice Court. Bail: $1,434.
— A 27-year-old Carson City man was arrested Friday, 8:58 p.m. in the 300 block of Carson Meadows on suspicion of domestic battery, a misdemeanor. Bail: $3,137.
— A 30-year-old Carson City woman was arrested Friday, 5:33 p.m. in the 1300 block of Vista Lane on suspicion of misdemeanor DUI. She provided a preliminary breath sample of .296. Bail: $1,137.
— A 20-year-old Carson City man was arrested Thursday, 9:06 p.m. in the area of Airport Road and Butti Way on two misdemeanor warrants for contempt of court, one issued Sept. 13, 2013 and the other issued Nov. 25, 2013. Bail: $1,000.
— A 21-year-old Carson City man was arrested Oct. 10, 10:58 p.m. in the 400 block of North Carson Street on a gross misdemeanor charge of possession of a dangerous weapon, a buckle knife, illegal and considered a dangerous weapon under NRS. Bail: $2,500.
— Two Carson City men, ages, 29 and 35, were arrested Thursday, 2:50 p.m. in the area of Nevada Street and Fleischmann Way on gross misdemeanor suspicion of conspiracy, possession of marijuana, 27.8 grams, and various misdemeanor charges. Bail for the 29-year-old: $6,237. Bail for the 35-year-old: $3,237.
Those arrested and facing charges are innocent unless proven guilty in a court of law.
