Carson City arrests: Man booked for possession of stolen vehicle and credit cards

A 53-year-old man was arrested Saturday for suspicion of felony possession of a stolen vehicle, possession of credit cards without permission of the owner and two misdemeanor offenses, according to a Carson City Sheriff's Office booking report.

Douglas Lloyd Melanson, 53, of Grass Valley, Calif., was taken into custody at 5:53 p.m. He was also booked for driving on a suspended license and not having a valid driver's license.

According to the booking report, a deputy observed a vehicle reported stolen from the Reno Police Department while patrolling the downtown area. The deputy confirmed it was stolen via Carson City dispatch and activated their lights to conduct a high-risk traffic stop.

The driver, Melanson, was detained. He was read his Miranda warning and advised of his rights. He advised he didn't know the vehicle was reported stolen. When his name and driver's license status was run, it was learned his license was suspended and he did not possess a valid license. He was taken into custody for suspected possession of a stolen vehicle.

During vehicle inventory there was three credit cards with another person's name on them. That person was contacted by CCSO, who advised Melanson did not have permission to be in possession of the credit cards. Bail: $20,000.

In other arrests:
— A 42-year-old woman, Teresa Saunders, was arrested Sunday for suspicion of third domestic battery and resisting arrest. According to the booking report a Carson City Sheriff's Office deputy saw a male and female arguing near the intersection of Carson Street and East John Street. The deputy observed the woman grab, poke and push the male victim.

The officer asked the woman what she was doing, and she admitted to grabbing the man. As the officer spoke with the woman, she turned and began walking away, saying she did not batter the man. The officer told the woman three times to come back and talk, but she continued to walk away, the report states.

The deputy grabbed the suspect and applied handcuffs. The woman began resisting. She was arrested for suspicion of a third domestic battery offense and resisting arrest. Bail: $16,137.

— A 30-year-old Carson City man, Luis Manuel Rodriguez was arrested Sunday for suspicion of felony battery with a deadly weapon. According to the booking report the suspect was in a fight and allegedly hit the male victim in the head with a beer bottle. A bail amount was not provided in the booking report.

— A 35-year-old Carson City woman, Valerie Dawn Walker, was arrested Sept. 9 for two felony warrants alleging fraudulent use of a credit card, obtaining/possessing a credit or debit card without owner consent and obtaining money or goods by false pretense. Bail: $7,500.

— A 63-year-old woman, Julie Holway, was arrested Saturday, Sept. 10 for suspicion of possession of a controlled substance and a misdemeanor violation of suspended sentence warrant. She was held without bail in lieu of a hearing for the warrant.

— A 39-year-old Reno man was arrested Saturday, Sept. 10 for suspicion of second DUI and failure to maintain a lane.

According to the booking report, at 10:37 p.m. a Lyon County Sheriff's Office detective sergeant reported a reckless driver traveling southbound on I-580 through Washoe Valley, going between 80 mph and 90 mph in a 70 mph zone. The sergeant witnessed the man swerve outside the designated travel lane, nearly colliding with other vehicles and hitting the highway jersey wall.

A Carson City sheriff's deputy pulled behind the suspect vehicle, and observed the vehicle failing to maintain its travel lane, swerving outside of the designated lane lines. The officer inited a traffic stop after it exited from southbound I-580 at North Carson Street and Arrowhead Drive north of the intersection.

The deputy contacted the driver, and observed red, watery eyes and the smell of alcohol coming from his person. The man said he had just purchased the vehicle and recently visited DMV but left his registration and paperwork at home, the report states.

During the field sobriety tests the man showed signs of impairment and provided a preliminary breath test of .221. He was arrested. He initially stated that he would do an evidentiary blood test. Later he retracted consent for a blood draw, instead consenting to a breath test.

During the breath test he was unable to provide a valid test. He was then asked if he would consent to a blood draw. The man denied consent to the evidentiary blood draw. A telephonic warrant was applied for by CCSO and granted by a Carson City judge. Bail: $2,500.

— A 19-year-old Dayton man was arrested Sept. 9 for suspicion of battery on a protected person, a gross misdemeanor offense. The suspect allegedly punched a staff member at Behavior Health Services. The suspect is on a Legal 2000 hold.

— A 33-year-old Reno man was arrested Sunday for a misdemeanor domestic battery warrant issued out of Sparks Municipal Court. Bail: $3,500.

— A 43-year-old Carson City man was arrested Sunday, 9 a.m. for misdemeanor violation of a domestic violence protection order. Bail: $3,137.

— A 30-year-old man was arrested Sept. 9 for a misdemeanor contempt of court warrant issued out of Carson City Justice Court. Bail: $2,500 cash.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.
