Carson City deputies arrest three on felony charges

Two men with gang ties were arrested Wednesday in the 2700 block of Menlo Drive by the Tri-County Gang Unit. One of the men was wanted on a felony fugitive from justice warrant out of California, a Carson City sheriff’s deputy said.

Oswaldo Torres, 28, is being held without bail awaiting extradition on the California Department of Corrections warrant issued June 2, 2014. The other man, 29, faces misdemeanor warrant related charges.

According to the arrest report, officers conducted surveillance in the Menlo Drive area looking for one of the suspects who had two warrants. Officers located the suspect in an apartment and knocked on the door. Unable to get a response, deputies warned they would apply for a search warrant to enter the apartment and waited for about 45 minutes. At 8:54 p.m. a search warrant was obtained through a Carson City judge to enter the home.
Deputies again announced several times they had a search warrant and demanded entry, the arrest report stated.

After not getting a response, a deputy attempted to open the front door with a key the manager provided. The key did not work and the door was kicked open as officers again announced a search warrant, the report states.

The door had been barricaded by a large couch. Deputies continued to announce they had a search warrant. A woman in the home, the girlfriend of one of the wanted men, stood in the living room and was holding an infant. The 29-year-old man came from a bedroom area, complied with orders and was handcuffed, the arrest report states.

Another man, Torres, came out of the bathroom and was detained. Officers learned through dispatch that he was wanted as a parole absconder from California and was arrested on the confirmed warrant.

The woman stated the 29-year-old boyfriend had been living with her about 85 percent of the time since his last release from jail. The man admitted to Sgt. Humphrey that he had been living with the woman. The apartment manager stated he had been living with the woman for about six months. He had not registered at the apartment address as required by law. He also had a warrant charging him as an ex-felon failing to register from a previously Hot Springs Road address.

The woman gave consent to search the apartment for drugs. Marijuana residue and an empty, torn methamphetamine baggie were located on the bedroom dresser. A safe on the dresser was also located which had a digital scale and methamphetamine residue, the report states.

The 29-year-old man was booked on misdemeanor warrant charges and two charges of being an ex-felon failing to register. Bail: $3,250. Torres was arrested on the felony fugitive from justice charge. The woman was cited for obstructing and child endangerment. She was not arrested because she had an infant. The Nevada Division of Child Family Services arrived and opened a case on the woman.

In other arrests:
Two Carson City men were arrested Wednesday, 6:35 p.m. in the 3100 block of Debbie Way on felony charges, a Carson City sheriff’s deputy said. Cody Rogers-Shaw, 20, faces felony charges of probation violation and possession of a controlled substance. Kristopher Aragon, 27, faces a felony charge of probation violation.

According to the arrest report officers with the Carson City Special Enforcement Team were patrolling the area of East Nye Lane and Dale Street and located a maroon Nissan that matched the description of the vehicle owned by Rogers. A parole and probation officer informed the deputy the man had absconded and was seen driving the vehicle.

The officer followed the vehicle, which turned northbound onto Debbie Way. The officer initiated a traffic stop. Dispatch confirmed a warrant for Rogers for absconding. He was placed into custody. Aragon was a passenger in the vehicle, who was also arrested for a parole and probation warrant.

During vehicle inventory officers found a package in the center console that contained several hypodermic needles, a cotton ball and spoon which all tested for positive for heroin. Rogers was placed on a bail hold for the absconding warrant. Bail for the drug charge: $2,500. Aragon was also placed on a no bail hold for probation violation.

— A 27-year-old Carson City man was arrested Wednesday, 3:52 p.m. in the area of Ladera and Woodside streets on a misdemeanor failure to appear warrant out of Sparks Municipal Court and driving on a suspended registration. Bail: $732.

— A 32-year-old Carson City man was arrested Wednesday, 8:30 a.m. in the 2300 block of North Carson Street on a misdemeanor warrant charge of probation violation. A warrant for his arrested was issued August 22, 2014 out of Carson City Justice Court. Bail: $3,000.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

The Nevada Law Enforcement Officers Memorial is today, Thursday, May 2 at the Nevada State Capitol in Carson City. The memorial brings hundreds to the capitol grounds. The ceremony begins at 1 p.m.
