Carson City Supervisors to discuss two new subdivisions, construction contracts and more Thursday
The next Carson City Board of Supervisor’s meeting will take place Thursday, Aug. 19 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Items up for discussion include new subdivisions, transfer of funds to Nevada Rural Housing Authority, contracts and more.
The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045, and subject to any potential changes in state or federal mandates or guidelines, face coverings are no longer required to be worn when attending this meeting in person if you have been fully vaccinated against COVID-19, you are not currently experiencing symptoms of illness and you have not tested positive for COVID-19 within 10 days prior to the date of this meeting. Among the items:
— A discussion and possible action will be held regarding a request for a tentative subdivision map for a development known as East Nye Lane to create 61 single family residential lots on a 17-acre parcel zoned Mobile Home 12,000, located east of Otha Street and west of Debbie Way between E. Nye Lane and College Parkway.
The applicant is requesting to subdivide the parcel into 61 family residential lots with a minimum lot size of 8,000 square feet, and an average lot size of 8,477 square feet. The proposed subdivision will also include 0.61 acres of common open space and an average of 4,280 square feet of private open space per lot. The applicant is seeking to subdivide the land as a Common Open Space development.
— A discussion and possible action will be held regarding a request for a tentative subdivision map for a development known as Silver Oak at College Parkway to create 52 lots for attached single family residences on two parcels totaling 3.45 acres, zoned Neighborhood Business Planned Unit Development, located at 1147 W. College Parkway.
The applicant is proposing to subdivide 3.45 acres into 52 lots for attached single family residential development, with a lot size of 1,237 square feet. Common open space will be provided throughout the development and each unit will have a private patio and deck area, according to the agenda.
— A discussion and possible action will be held regarding an appeal of the Planning Commission’s decision to not approve a request for a variance to reduce the setback along the south-eastern property line adjacent to John Mankins Park, on a 3.45 acres zoned Neighborhood Business Planned Unit Development, located at 1147 W. College Parkway.
According to the agenda, Carson City requires a minimum setback of 20 feet when adjacent to a residential zoning district, with an additional 10 feet for each story above 1 story. The applicant is proposing two-story, attached single-family homes and is requesting a variance to allow for a 10-foot setback along the south-eastern property line, adjacent to John Mankins Park.
The Planning Commission did not approve the variance request by a vote of 3 to 3. The Board of Supervisors may affirm, modify, or reverse the decision of the Planning Commission.
— A discussion and possible action will be held regarding the transfer of state money from Carson City to the Nevada Rural Housing Authority to help fund industrial development and affordable housing projects.
According to the agenda, Carson City may annually allocate a share of state money that is set aside for tax exempt loans to fund industrial development and affordable housing projects. The Private Activity Bond Cap provides lower-interest financing for eligible projects and can be transferred to another local government. If no application is received by the city for the use of the bond volume cap, and the city does not allocate its share to a specific entity such as the Rural Housing Authority, the allocation goes back into the state-wide pool for re-allocation. The city has received no other requests for the unused portion of the allocation. For 2021, Carson City’s share of the bond volume cap is just over $3 million.
— A discussion and possible action will be held regarding a determination that Sierra Nevada Construction, Inc. is the lowest responsive and responsible bidder for a contract on the Health Parking Lot Rehabilitation Project, which will rehabilitate the parking lots for the Department of Health and Human Services as well as the Senior Center, for an amount not to exceed $255,207.70.
— A discussion and possible action will be held regarding a determination that Aspen Developers Corp. is the lowest responsive and responsible bidder for a contract to replace the sewer and/or water lines on West Caroline Street, West Robinson Street, West Spear Street and West Telegraph Street, as well as roadway reconstruction on West Robinson Street for a total amount not to exceed $2.9 million.
