Carson City Supervisors to discuss $400K payout to Tahoe Hemp in ongoing contract dispute
The next Carson City Board of Supervisors meeting will be held on Thursday, Aug. 3 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

On the agenda:
— The Board will discuss a proposed settlement offer in the amount of $400,000 to Tahoe Hemp, LLC to settle all claims arising from the litigation related to a proposed hemp cultivation on Buzzy’s Ranch.
Tahoe Hemp LLC has alleged that Carson City breached a contract after it refused to allow the company to cultivate hemp on the property.
Tahoe Hemp sued the city for $15 million in 2020 after the city blocked the company from hemp cultivation despite the company having an agreement with the Jarrard Family Trust, who sold Buzzy’s Ranch to the city with the express condition they would be allowed to use portions of the valley for agricultural enterprises. The trust entered into an agreement with Tahoe Hemp to use portions of the ranch for hemp cultivation which the city later blocked.
While the court dismissed the city’s request for dismissal of the case in part, the court then ruled in favor of Carson City on “almost all claims and counter claims.” Carson City filed a motion for attorney’s fees and was awarded $16,687.50 in attorney’s fees and $29,632.34 in costs.
Tahoe Hemp and the Jarrard Trust filed an appeal of the judgement in March 2022, which went to the Nevada Supreme Court for mediation. After engaging in discussions, Tahoe Hemp made a final settlement offer of $400,000 to resolve all claims.
If the Board does not accept the offer, the appeal will proceed to the Nevada Supreme Court.
— The Board will discuss a proposed resolution permitting Carson City to subordinate its interests in regards to the affordable housing project Sierra Flats, developed by PalaSeek LLP and Oikos Development Corporation, to convey the property to Oikos / Western Alliance Business Trust at no cost.
The property must be used to provide affordable housing for at least 51 years. WATB seeks the city’s agreement to subordinate in order to secure a $2.2 million loan for the project.
Contracts
— The Board will discuss a five-year contract with Bryx, Inc. to provide equipment, software and support for a station alerting system for the Carson City Fire Department’s three fire stations for an amount not to exceed $120,500, and a recommendation from the 9-1-1 Surcharge Advisory Committee to disburse $115,500 for the contract.
— The Board will discuss a proposed contract with iLOOKABOUT (ILA) for the Streetscape and Geoviewport platform implementation and subscription for a fee not to exceed $69,000 for a three-year term to take new photographs of buildings and structures in Carson City to assist appraisers during the property reappraisal cycles.
— The Board will discuss a contract with Escape Velocity Holdings to purchase equipment and three years of related software licenses and support for the expansion of Carson City’s backup system to allow for IT data recovery for an amount not to exceed $391,546.89.
— The Board will discuss a contract with WRAP technologies for the purchase of BolaWrap Remote Restrait Devices and related accessories for the sheriff’s office, which will allow law enforcement officers to “effectively tie a subject’s arms or legs from a relatively safe distance and to limit mobility and the ability to raise a weapon.” The contract is a price not to exceed $53,898.50.
— The Board will discuss a contract with Cashman Equipment Company to provide repair and preventative maintenance services as needed for Carson City Landfill equipment during 2023 for an amount not to exceed $150,000.
— The Board will discuss a contract with H+K Architects to perform a facility needs assessment for the Carson City Juvenile Detention Center to identify possibilities for remodeling and additions to the existing building with the intent of using the building for as many functions as possible, for an amount not to exceed $116,750, and to extend the time for the project until Dec. 31, 2022.
— The Board will discuss purchase authority for several Carson City department vehicles for an amount not to exceed $3.6 million, to be used to replace a total of 36 vehicles due to age or conditions of current vehicles.
