Carson City Supervisors to discuss water rights, union bargaining, sewer projects and more
The next Carson City Board of Supervisor’s meeting will take place Thursday, July 20 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Items up for discussion include the acquisition of water rights for Buzzy's Ranch, union bargaining results, sewer projects, liquor licenses and more.

— Supervisors will discuss acquiring water rights for 491.48 acres of city-owned property known as Buzzy’s Ranch Open Space.
In 2007 and 2010, the city obtained the property without water rights due to limited funding available at the time of acquisition. Since 2019, staff has worked to identify strategies to acquire water rights, to “ensure the property’s agricultural heritage and natural resource values can be preserved for future generations,” according to the agenda.
This item would enable staff to initiate the due diligence process for acquisition of the water rights.
— Supervisors will discuss a contract with Sierra Nevada Construction Inc. for the Eagle Station Sewer Replacement Project for a total not to exceed $2.25 million.
The project includes the replacement of the sewer main in the area of Eagle Station Lane, and the replacement of a water pressure relief valve near the intersection of Silver Sage Drive and Koontz Lane.
The contract is being awarded without competitive bidding because no contractors responded to the project’s original solicitation, or a second notice stating the contract would be awarded if no competitive bidding came forward.
The engineer’s estimate was $1.9 million.
— A discussion and possible action will be held on a proposed collective bargaining agreement between the city and the Carson City Sheriff’s Supervisory Association on behalf of Sheriff’s Office employees with the rank of sergeant to be retroactively effective beginning July 1, 2023 and expiring June 30, 2028 with an estimated impact of $4.8 million, and with the Carson City Fire Fighters Association on behalf of Carson City Fire Department employees with the rank of Battalion Chief, to be retroactively effective beginning July 1, 2023 and expiring June 30, 2027 with an estimated fiscal impact of $661,708.
Carson City, engaged in “extensive labor negotiations” for a successor CBA with the CCSSA and the IAFF, according to the agenda, as the current CBA terms expired June 30, 2023.
— Supervisors will appoint one member to the Carson City Culture and Tourism Authority as a representative for other commercial interests in Carson City for a two-year term, expiring July 19, 2025.
New applications were received from Elaine Barkdull-Spencer and Kitty Mckay.
— A liquor license was requested for a dining room with hard liquor for HomeGrown Bowling, Bar, Grill and Billiards located at 4600 Snyder Avenue.
Purchases
— A discussion and possible action will take place regarding $260,000 to Central Square Technologies LLC to maintain the Sheriff’s Office public safety software for 2024.
— Supervisors will discussion the purchase of emergency medical equipment and supplies from the University of California for $80,000.
— A purchase of $125,000 for employee medical services will be discussed utilizing a joinder contract between Washoe County and ARC Health and Wellness Centers. ARC provides the annual heart and lung physicals for the sheriff’s office and fire department, which are required by state law.
