Carson City deputies make weekend arrests for vehicle theft, eluding and stalking of a juvenile

A 35-year-old man was arrested Saturday for suspicion of gross misdemeanor aggravated stalking of a child, according to a Carson City Sheriff's Office booking report.
According to the report, at around 7:34 p.m deputies responded to a call in reference to an attempted kidnapping. The reporting party called 911 to report that an unknown male subject tried to take their daughter.
Dispatch advised that witnesses described what the man was wearing and that he was last seen running in the 3400 block of South Carson Street. A CCSO deputy located and detained a male subject in the 3600 block of South Carson Street who fit the witnesses description, the report states.
CCSO officers learned the victim was possibly under the age of 12-year-old, the report states. They also learned that the incident was not an attempted kidnapping, but stalking.
The girl told a CCSO sergeant that she was walking when a man began following close behind her. She stated she was frightened and feared for her life and began to walk faster as she noticed the man was following her.
She said an unknown female pulled up in a car next to her and asked if she knew the man who was following her. She told the female no. The female driver told her to get in the car and she would take her home, the report states.
The mother identified the woman who was there. The mother said she received a call from the woman advising that her daughter was almost taken by an unknown male subject. She immediately came to the scene, the report states.
Using a photo of the man a deputy provided after the suspect was located, he was positively identified. Deputies spoke with the suspect who stated he was under the impression the girl liked him and described her as being "cute." He said he followed her to get her phone number even through the girl is under age of consent.
Due to the man's statements of being attracted to a young juvenile who appeared to be under the age of 12, his actions of changing the direction of travel to follower the girl, terrifying her with his demeanor, he was placed under arrest for gross misdemeanor aggravated stalking. Bail: $2,500.
In other arrests:
— A 30-year-old man, Amin Latif Samir, was arrested Sunday for felony suspicion of possession of a stolen vehicle and a felony theft warrant out of Las Vegas.
According to the booking report, a deputy was patrolling the area of the Carson City Community Center on William Street when his license plate reader detected a stolen vehicle out of Washington State. The plate was confirmed to be a stolen vehicle out of Seattle, Wash.
Deputies conducted surveillance on the vehicle and observed two men get into it and leave. Deputies conducted a high-risk traffic stop on the vehicle in the Walgreens parking lot. Both men were detained. A record check showed Amin to have an active and confirmed warrant out of Las Vegas. He was read his Miranda warning and confirmed he understood his rights and stated he rented the vehicle in Seattle and stated he had until June 6 to return the vehicle.
A deputy spoke with the rental car supervisor who stated the vehicle was due to be returned May 17, 2023 and that Amin provided them with a fraudulent Georgia driver's license and stated the company gave them until May 30 before the vehicle was reported stolen. The other man in the vehicle stated he did not know the vehicle was reported stolen and stated Amin was the renter of the vehicle.
Amin was arrested for suspicion of possession of a stolen vehicle and the confirmed warrant out of Las Vegas. Bail: $25,000.
— A 54-year-old man was arrested Sunday for misdemeanor violation of a stalking order. Bail: $3,137.
— A 64-year-old Carson City man, Henry Arthur Kocis, was arrested Saturday for suspicion of felony battery with a deadly weapon and battery by a prisoner. Bail $30,000.
— A 21-year-old man was arrested Friday for suspicion of felony eluding, and three misdemeanor offenses including DUI, according to a Carson City Sheriff's Office booking report.
Gabriel Hernandez-Cordova was taken into custody in the area of East William and Roop Street. He was also booked for misdemeanor suspicion of reckless driving and disobedience of a traffic control device.
According to the booking report, deputies were dispatched to a reckless driving call in the area of Stewart Street. Responding units located the vehicle and initiated a high risk traffic stop after the vehicle had failed to pull over and then ran a red light. The driver ultimately stopped at East William and Roop Street and was detained.
Deputies made contact with the driver and suspected he was under the influence. He consented to standardized field sobriety tests. He stated he consumed 2 beers earlier. During the tests he showed signs of impairment and was arrested for suspicion of DUI possibly impaired due to a controlled substance. At jail two vials of blood were taken. Bail: $20,000.
— A 62-year-old man was arrested Saturday for suspicion of gross misdemeanor second DUI, and six misdemeanor offenses including hit and run with property damage, according to a Carson City Sheriff's Office booking report.
According to the booking report, deputies were called to the area of Ross Gold Park at 280 E. Appion Way to investigate a report of hit and run and possible DUI driver who ran into a RV.
Officers investigating the matter met with the suspect, with an officer observing an odor of alcohol coming from his person. He was asked if he had driven his vehicle into fencing causing property damage. He denied hitting any fencing and changed his story, saying he was never near the park. He could not provided registration or insurance but did provide a license. He appeared confused at times, the report notes.
Another deputy spoke with a witness who provided a written statement saying he watched the suspect's vehicle hit a split rail fence causing damage. The witness said they watched the suspect then turn eastbound onto East Appion, driving on the wrong side of the road, where it nearly hit a vehicle. The suspect vehicle then made a u-turn where it got stuck in bushes on the side and then drove into the RV parked in front of it. The witness said he spoke with the driver, who appeared drunk and had an odor of alcohol coming from his person.
A deputy ran the suspect through Carson City dispatch who advised he was on alternative sentencing with a no-alcohol and no-drug clause. Deputies asked if they could conduct standardized field sobriety tests. The man refused and asked to be taken to the hospital. He declined a preliminary breath test but stated he had a few beers.
Based on the witness statements and the odor of alcohol coming from his person he was arrested for DUI second offense. At the hospital he consented to a blood draw and was taken to jail. Bail: $6,000.
— A 51-year-old Carson City man, Franc Carter, was arrested Sunday for two counts felony possession of a firearm by a prohibited person, possession of a controlled substance (meth) and misdemeanor possession of drug paraphernalia. Bail: $20,000.
