Andersen Ranch subdivision project returns before Carson City Planning Commission following initial denial
On Wednesday, April 26, the Carson City Planning Commission will discuss the Andersen Subdivision, located on 80 acres west of Ormsby Road and north of Kings Canyon Road which is proposed to become 61 single family residential lots.
The meeting begins at 4 p.m. at the Robert 'Bob' Crowell Board Room, Carson City Community Center, Robert, 851 East William Street.
Within the proposal, lots will have a minimum lot size of 14,380 square feet, with 3.89 acres of common space, as well as a 50.33-acre remainder parcel that contains an existing residence.
The zoning for the property ranges from Single Family 1 acre to Single Family 12,000 square feet.
As a part of the proposed agreement, hours of construction will be limited from 7 a.m. to 7 p.m., Monday through Friday, and 7 a.m. to 5 p.m. Saturday and Sunday.
Prior to the issuance of a site improvement permit, a traffic impact study is required, and the applicant will provide a contribution toward the North Ormsby Boulevard extension in an amount not to exceed $119,000.
A water study, multiuse pathway proposal, sidewalk proposals, and more must be submitted for review.
At a previous Planning Commission meeting, commissioners denied the application on three points:
First, commissioners found that the proposal did not adhere to 17.10 in that it did not preserve or provide open space, or protections of natural cultural or scenic resources, and did not minimize road building and/or offer a mix of housing types. The Commission noted the development should include large usable open space, and that multiuse pathways do not constitute enough open space. They noted that an opportunity was missed by using Ash Canyon Creek as a project boundary rather than incorporating it into their common open space and recreation amenities.
Second, commissioners found that the addition of four new streets between the Ash Canyon subdivision and the subject property created conflicts, and “did not seem to have enough spacing between existing and proposed intersections.”
Finally, commissioners determined that the proposal did not provide emergency access for the entire development but rather, only the portion of the site currently proposed for development; specifically, emergency access was not provided for the 50-acre remainder parcel. Commissioners stated that secondary access should be provided by a means other than Kings Canyon Road either by providing a connection through the subdivision or by some other alternative access.
Following denial in September 2022, the applicant made several adjustments to their proposal but ultimately, the Board of Supervisors during their November 2022 meeting determined the applicant should go back before the Planning Commission to determine whether or not their changes were sufficient.

— Commissioners will also discuss tentative subdivision map for Blackstone Ranch Phase 2 as a part of the Lompa Ranch North development, to create 204 single family residential lots across a 58 acre site.
Current zoning is designated at Single Family 6,000 square feet and Multifamily Duplex.
As a part of approval, due to Carson City’s status as a Bee City USA community, the developer must provide at least 50 percent pollinator friendly plants in its public landscaping.
In total, the Lompa Ranch North Specific Plan Area (SPA) adopted in 2016 is approximately 251 acres in total and is intended to include a mix of uses including residential areas of various densities, commercial areas, two park sites, pedestrian connectivity, and a 10-acre school site.
