Carson City Board of Supervisors to discuss a potential affordable, workforce housing project

The next Carson City Board of Supervisor’s meeting will take place Thursday, April 15 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.

Items up for discussion include affordable housing, potential closure of a motel, new sidewalks for Colorado St., an appeal from the recently-closed asphalt plant, and more.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive, public meetings of Carson City will not have a physical location open to the public until such time this Directive is removed.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address:  publiccomment@carson.org . For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting.

— A discussion and possible action will be held regarding a proposed agreement between Carson City and PalaSeek LLP for the development of affordable/workforce housing located at 3410 Butti Way.

On Jan. 17, 2019, the Board of Supervisors directed staff to initiate diligence on conveying the Property in accordance with NRS Chapter 244 to a qualified developer for the development of affordable/workforce housing.

On December 5, 2019, the Board of Supervisors selected PalaSeek LLP and its proposed project as the only project suitable for further pursuit and the negotiation of a development agreement. Since that time, PalaSeek LLP has advanced the project significantly.

PalaSeek LLP is now seeking project financing, including tax credits and other funding mechanisms through the Nevada Housing Division. To secure those funding mechanisms, PalaSeek LLP needs to demonstrate "site control" for the Property which can be accomplished through an agreement showing that it has the exclusive rights to negotiate a development agreement until January 1, 2022.

This Agreement is intended to allow PalaSeek LLP to demonstrate site control of the Property and pursue the tax credits and other project financing options available through the Nevada Housing Division of the Department of Business and Industry.

— A discussion and possible action will be held regarding whether or not to serve a notice of an order to appear and show cause on why the business license of Five Star Motel LLC (The Frontier Motel) located at 1718 North Carson Street, should not be suspended, cancelled, or revoked, for continued operation of the business in violation of the city’s municipal codes.

According to the agenda, the Carson City Sherriff's Office has observed that the hotel located at 1718 North Carson Street is a location that is frequented by “vagrants and criminals,” with associated activities that result in increased demand for the Sheriff's office services.

— The Tahoe Western Asphalt, LLC will be appealing the Planning Commission’s decision to revoke their special use permit following several code violations. The special use permit was revoked on Feb. 24, 2021 following several discussions and meetings on Tahoe Western Asphalt after the company received numerous complaints that smells from their facility were settling in nearby neighborhoods, creating a public nuisance.

The board may affirm, modify or reverse the decision of the Planning Commission.

— Applicants for the position of Carson City Treasurer will be discussed, which will go to a final interview process on May 6. The board will select which applicants to interview. The current Carson City Treasurer Gayle Robinson tendered her resignation with an effective date of April 8, 2021.

Applications are being accepted through Friday, April 9.

— A discussion and possible action regarding a Grant of Easement at no cost from Jose Martinez Zaldivar to Carson City on Colorado Street will be held.

The easement is for at total of 611 square feet which will be used for roadway and sidewalk improvements. The easement is required as part of the Colorado Street Project and will allow for reconstruction of the sidewalks, which are deteriorating due to age and are no longer compliant with the Americans with Disabilities Act (ADA).

The owner has agreed to the easement for the purpose of constructing, repairing, maintaining and replacing the roadway and sidewalks.

— A discussion and possible action will be held regarding four permanent easements granted by property owners of Kings Canyon Road for the reconstruction of the road which is also deteriorating due to its age, erosion and inadequate roadside drainage.

The owners have agreed to the easement for a combined on-time total payment of $6,170 for the four easements to property owners.

On Saturday, April 20, Carson City Community Gardeners and the UNR Extension Master Gardeners came together to get the Community Garden ready for the growing season. For two hours they removed weeds, spread mulch and prepped their garden beds for the season.

In collaboration with Chartwells, the Carson City School District foodservice partner, Culinary Arts students from Ms. Tammy Borreman’s class at Carson Middle School competed in a “Discovery Kitchen Cook Off.” Similar to a mini version of the Food Network’s Iron Chef, the timed cooking competition featured teams of three students who prepared succulent dishes for a judging panel.
