Carson City Board of Supervisors to discuss ending Shade Tree Council, rezoning acre lots, and more

The next Carson City Board of Supervisor’s meeting will take place Thursday, March 18 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.

Items up for discussion include the discontinuation of the Shade Tree Council, new seat appointments and rezoning lots from 1 acre to 6,000 square foot residential.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive, public meetings of Carson City will not have a physical location open to the public until such time this Directive is removed.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by no later than 3:00 p.m. the day before the meeting.

— Carson City Health and Human Services will present an update on Carson City’s role in protecting the health, safety and welfare of its residence as it pertains to COVID-19. In addition, the Board can issue certain directives to city staff and departments concerning city-related functions, as well as any recommendations to the public or directives pursuant the city’s emergency powers.

— A discussion and possible action will be held regarding the adoption on second reading of Bill No. 103 which proposes amending Title 12 and Title 18 Appendix of the Carson City Municipal Code to establish a new chapter to implement low impact development (LID) standards and practices in Carson City.

— A discussion and possible action will be held relating to the adoption on second reading of Bill No. 104, an ordinance relating to zoning and establishing provisions to change the zoning from Single Family 1 acre to Single Family 6,000 on property located at the northeast corner of Silver Sage Drive and Clearview Drive.

The applicant is seeking to rezone a vacant 5.27 acre parcel consistent with the Master Plan designation of Medium Density Residential.

— A discussion and possible action will be held regarding the appointment of one member to the Carson City Culture and Tourism Authority as a representative for other commercial interests for a two-year term expiring in July, 2023.

New applications were received by Deborah Billings and Steve Reynolds.

— A discussion and possible action will be held regarding the proposed acceptance of a Federal Aviation Administration (FAA) grant award in the amount of $23,000 to the Carson City Airport under the Coronavirus Response and Relief Supplemental Appropriations Act.

These funds will assist airport sponsors to address the COVID-19 public health emergency, according to the agenda.

— A discussion and possible action will be held regarding authorization of a proposed option, lease and easement agreement between the Carson City Airport Authority and T-Mobile West, LLC, to give T-Mobile the option for $1,000 for a period of 1 year, to install a cellular antenna on the airport rotating beacon mono pole and a ground lease of approximately 625 square feet for associated cellular support equipment and, if the option is exercised, a lease and easement across the referenced property for $2,020 per month, increasing by 3 percent each year.

— A discussion and possible action will be held regarding a request to acknowledge an application from Redwood Materials, Inc. for state incentives through the Governor’s Office of Economic Development.

Northern Nevada Development Authority (NNDA) will present an overview of the application.

— A discussion and possible action will be held regarding a proposed resolution creating the subcommittee for the review of Carson City zoning and development standards (Zoning Committee) and the appointment of a supervisor from the Board of Supervisors to the Zoning Committee.

— A discussion and possible action will be held regarding the selection of a process by which to fill the vacancy of the office of the Carson City Treasurer.

The current office of the Carson City Treasurer is held by Gayle Robertson, who has tendered her resignation effective April 8, 2021. The Board is required to appoint a person to fill the vacancy.

— A discussion and possible action will be held regarding a business impact statement concerning a proposed ordinance repealing the Shade Tree Council and to introduce on first reading a proposed ordinance repealing the Shade Tree Council.

If enacted, this ordinance would repeal chapter 2.18 of the Carson City Municipal Code establishing a Shade Tree Council.

The Shade Tree Council was created in 1993 for the purpose of advising the Board of Supervisors on matters concerning the development, maintenance, management and promotion of a safe, healthy and attractive urban forest in Carson City.

At its Dec. 7, 2015 meeting, the Shade Tree Council discussed the difficulty in filling seats on the advisory body due to a lack of interest from the community, and that much of the purpose of the Shade Tree Council was already being met by the Parks Department.

The Shade Tree Council voted to recommend to the Board discontinuation of the Shade Tree Council and to incorporate the purpose, mission and vision of the Council into the functions of the Parks Department.
