ICYM: Carson City Supervisors to discuss flight photography project, new counsel contract more
The next Carson City Board of Supervisors meeting will be held on Thursday, March 7, 2024 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.
The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
On the agenda:
— The supervisors will discuss and possibly agree to a contract with EagleView for aerial photography of Carson City. The contract is broken-down into three separate flight and photography projects, one in 2025, one in 2027 and one in 2029. The two-year combined cost is $57,191.94 and will be applied for each of the three projects.
— A financial report through Feb. 23.
— The Public Art Policy, approved by the Board of Supervisors on September 15, 2022, does not currently include a Public Art Donation Proposal Form, so the Cultural Commission recommened the form in the agenda's supplemental materials.
— Supervisors will discuss and possibly approve the conflict counsel attorney services contract with John Leroy Arrascada. The contract will go into effect if approved on March 15, 2024 and last through June 30, 2026. Noel S. Waters resigned on Jan. 31 from the conflict counsel for Carson City, so services are essential to replace.
— Discussion and possible action regarding a determination of using Simerson Construction, LLC for the dewatering building mezzanine slab repair project for a total amount not to exceed $490,245.80. The project will repair damaged concrete on the second floor of the Carson City Water Resource Recovery Facility’s Dewatering Building.
— The possible appointment of two members to the Carson City Parks and Recreation Commission, each for a four-year term ending on January 1, 2028. Carson City municipal code provides for a Parks and Recreation Commission to consist of seven members appointed by the supervisors. New applications were submitted by Michael Plansky, Jacob McDermott, Douglas McKellar, Diane Baker-Roberts and Pamela Leonard Ray for the two positions.
Board of Health agenda:
— Possible acceptance of a report from the Carson City Health Officer, Dr. Colleen Lyons outlining activites of the health office from Nov. 30, 2023 through Feb. 16.
— Possible acceptance of a report from Nicki Aaker, director of the Carson City Department of Health and Human Services, including an update and introductions of staff recruited for positions funded by the Centers for Disease Control and Prevention’s Public Health Infrastructure Grant and the ARPA Capital Infrastructure Grant; a request for board member involvement in the development process of the Community Health Improvement Plan; recent renovations to the clinical services reception area; and the results of the 2023 rehousing efforts.
— Possible acceptance of the 2023 Annual Report of the Carson City Department of Health and Human Services, which gives an overview of CCHHS and its funding. The public may access the report online at www.gethealthycarsoncity.org.
— Supervisors will discuss and possibly approve the third Community Health Improvement Plan based on the findings of the third community health needs assessment and the community health needs assessment workshop scheduled for April 25, 2024.
