Carson City sheriff's log: Arrests made for burglary, DUIs and battery involving pepper spray

Two people, a 39-year-old woman and 35-year-old man were arrested Saturday in the 700 block of Hot Springs Road in Carson City on suspicion of felony burglary. Arrested were Deeanna Sue Byars and James Thomas Rebelez. Each are being held on $20,000 bond, a Carson City sheriff's deputy said.

According to the arrest report, at approximately 2 p.m. an officer was dispatched to 3200 Market Street, Walmart, for a petit larceny report. The officer learned the suspects were walking down Hot Springs Road.

The officer made contact with both of them and loss prevention was brought over to positively identify the suspects. A Loss Prevention employee said when they confronted the two, they had passed all lanes of payment, had dropped the property and started to walk out of the store.

Loss Prevention wanted to press charges and filled out a citizens arrest form. The officer had dispatch send over the criminal history for the two. Robelez has been convicted of several felonies and Byars had several petit larcenies and several felony convictions.

In other bookings: A 61-year-old Carson City man, Dennis Meyers, was arrested Sunday, 9:13 p.m. in the area of Carson Street and Topsy Lane on a felony charge of having prescription drugs without a prescription, and three misdemeanor charges: Hit and run, a hit and run warrant, and no proof of insurance. According to the arrest report, the man drove through a median, mowing over several reflective polls and causing a flat tire. When patrol officers arrived on scene, the man got into another vehicle and left, not making any attempt speak with officers.

Meyers and the female driver were located on Carson Street near Topsy Lane. The man admitted the car was his and he had blown out a tire. He claimed he was going to find help, the arrest report states. The officer asked him why he did not stop when he saw the officer parked behind with overhead emergency lights on. Meyers told the officer he didn’t know why the officer was there and did not want to stop.

Officers could smell an odor of marijuana and Meyers advised he had marijuana in his pocket and that he had a legal medical marijuana card issued out of Nevada, which was confirmed by dispatch. He also said he had taken a 10 mg Percocet pill at 2:30 p.m. He was asked to submit to field sobriety tests and after completing the tests it was determined that there wasn’t enough impairment to make an arrest.

Dispatch then advised that Meyers was wanted in Douglas County for a hit and run charge. He was arrested. At jail he was asked if he had any contraband concealed. He volunteered he had hidden a container of Percocet in his right sock.

Officers recovered a brass pill container from the sock, opened it and found 10 pills, eight oxycodone pills and two hydrocodone. He was asked why he had the pills in his sock. Meyers said he knew he was not supposed to have the pills in any container other than an official pill box and did not want officers to hassle him about the pills so he hid them in his sock. Bail: $5,377.

— A 24-year-old Carson City man was arrested Sunday, 5:35 a.m. in the area of Camille and Belmont on suspicion of DUI. According to the arrest report, officers were called to a Russell Way residence to a domestic dispute. Officers arrived and learned the couple got into a verbal argument, they had been drinking and the woman’s boyfriend left in a Jeep. Officers located the vehicle and asked the man what happened. The officer could smell a strong odor of alcohol coming from inside the vehicle. The officer asked the man if he had been drinking and the man replied “yes, a couple drinks.”

The man was asked if he would be willing to perform field sobriety tests. He voluntarily agreed and showed multiple clues of impairment. He provided a preliminary breath test with a .199 result. Bail: $1,137.

— A 61-year-old Carson City man was arrested at 4:52 a.m. Sunday in the 700 block of South Carson Street on suspicion of misdemeanor DUI. According to the arrest report, officers were sent to the 900 block of South Carson Street regarding a domestic battery reported in the parking lot. A deputy asked dispatch to conduct a records check on the registered owner of a vehicle that was seen leaving the area and stopped at a gas station pump. The officer observed the man had a scratch on his face and blood on his shirt. He denied being in a fight but said he had been in an argument which his girlfriend.

Officers could smell a strong odor of alcohol coming from his breath. The officer asked the man if he had ben drinking and the man replied he had. He was if he would participate in field sobriety tests. He agreed to a breath sample and blew above a .08, the arrest report states. He was arrested and taken to jail where he chose to complete a blood test. Bail: $1,137.

A 24-year-old Gardnerville woman was arrested on suspicion of DUI Sunday, 12:55 a.m. in the area of Clearview Drive and South Curry Street. According to the arrest report, an officer initiated a traffic stop because the driver was driving without their headlamps on. The vehicle was stopped. Officers observed an odor of alcohol, and observed the woman’s actions were slow when asked to provide vehicle registration and proof of insurance.

The woman admitted to having two “shots” of alcohol at a casino prior to driving her vehicle. She agreed to submit to field sobriety tests and exited her vehicle. She submitted a preliminary breath test above .08 and was arrested. She was taken to jail where she chose to have a blood draw. She faces a DUI charge and driving without lighted lamps, both misdemeanors. Bail: $1,209.

— A 32-year-old Carson City man was arrested 4:05 p.m. in the area of Robinson and Saliman on misdemeanor charges of driving without a valid driver’s license and failure to appear on a traffic warrant issued Oct. 14, 2014. Bail: $407.

— A 53-year-old Carson City man was arrested Saturday, 4:26 p.m. on a misdemeanor contempt of court warrant, issued Sept. 30, 2014 out of Carson City Justice Court. Bail: $375.

— A 41-year-old Pacifica, Calif., man was arrested Saturday, 7:19 p.m. on suspicion of misdemeanor DUI. He was stopped in the 2100 block of South Carson Street. According to the arrest report, the vehicle was stopped for traveling at a high rate of speed, estimated to be 50 mph in a 35 mph zone, according to the officer that paced the driver.

The officer spoke with the driver who had an odor of alcohol coming from his breath and had watery eyes. Officers asked the man if he had drinking and the man replied he had. Deputies found two empty beer cans in the back of the truck along with an open 12 pack of Coors Lights. The officer asked the man if he would consent to a field sobriety test. The man agreed, and failed all tests administered. He gave a preliminary breath test of .193, according to the arrest report. He was arrested and taken to jail where he chose a blood draw. Bail: $1,137.

— A 21-year-old Carson City man turned himself into Carson City jail deputies Saturday, 11 a.m. on a misdemeanor charge of contempt of court issued Dec. 30, 2014 out of Reno Township Court. Bail: $712.

— A 30-year-old Carson City man was arrested Friday, 1:35 p.m in the area of Fall and David streets on suspicion of driving on a suspended license, no proof of insurance, failure to appear in traffic court and contempt of court, all misdemeanors. Bail: $2,850.

— A 58-year-old Carson City man was arrested Friday, 4:39 p.m. in the 600 block of East William Street on misdemeanor charges of obstructing and being an intoxicated pedestrian. According to the arrest report, officers were dispatched to the area for an intoxicated subject threatening bank employees and creating a scene. Officers arrived and saw the man by a cab on the west side of the bank.

The man began to walk away from the cab without paying his fare. The officer approached the man and told the man dispatch got a call about him making threats in Bank of America to the staff. He said he did not do that. He had an odor of alcohol coming from his breath, slurred speech and watery eyes.

The officer asked for identification and asked if he had any weapons on him. The man became uncooperative and told the officer to “f*** off” the arrest report states. He was arrested on the misdemeanor charges of obstructing and being an intoxicated pedestrian. Bail: $484.

— A 21-year-old Carson City woman was arrested Friday, 11:31 p.m. in the 2500 block of North Carson Street on misdemeanor suspicion of domestic battery. According to the arrest report, officers were called to the area for a report of an unwanted person in the area.

Officers arrived and met with a man whose face was covered in pepper spray, the arrest report states. The man said the woman had sprayed him. He said he had been asked to leave the apartment two other times but he refused. He said he hadn’t done anything physical to the woman, they were arguing and then she sprayed him.

The suspect told officers she became frustrated with the man because he wouldn’t leave and so she pepper sprayed him. She had some spray on her face as well, saying it happened from her canister of spray. She said the couple are in a dating relationship and they’ve known each other since they were 15. She was arrested for domestic battery, first offense. Bail: $3,137.

— A 52-year-old Carson City man was arrested Friday, 4:58 p.m. in the area of Caroline and Valley on a misdemeanor charge of violation of a suspended sentence issued out of Carson City Justice Court April 9, 2013. The man was inside a grocery store in the 500 block of East William Street, was highly intoxicated and was not wanted on the property. Officers spoke with the man who became aggressive. Dispatch advised he had a confirmed warrant. He was taken to jail. Bail: $3,000.

— A 20-year-old Carson City woman, Terri Ann Riddle, was arrested Friday 5:58 p.m. in the 1800 block of Christina Court on a felony probation absconder charge, a gross misdemeanor warrant charge of damage to property, and misdemeanor charges of petit larceny and obstructing a police officer. According to the arrest report, officers were called to to a restaurant regarding a larceny in which Riddle allegedly stole property and was confronted by the victim.

The victim followed the woman as Riddle ran northbound behind a hardware store and then northbound toward the Foothill Garden Apartments. Officers found Riddle and commanded her to stop. She instead ran northbound, jumping a fence and entering an apartment complex in the 1800 block of Christina Court. She was found hiding on the balcony of an apartment.

Officers conducted a records check on the woman who was a probation absconder from Nevada Parole and Probation.

She also had a warrant for her arrest issued out of drug court. The woman was asked where the victim’s property was discarded with Riddle saying: “Does it matter? I’m going to jail anyway.” The officer explained that he would like to get the victim’s property back. Riddle said she threw a cell phone charger over the fence by a hardware store.

She also admitted to stealing two gas cards from the victim, but was not sure where they were located. The victim said she confronted the woman after giving her a ride to a restaurant and discovered her gift cards and cell phone charger were missing. When she confronted Riddle, the woman fled and she called 911 and began to follow her. The cell phone charger was located and returned. The stolen gift cards, valued at $50 each, were not recovered. Riddle was taken to the hospital after complaining of chest pains, and was taken to jail after she was medically cleared.

She’s being held without bail pending a hearing on the felony probation absconding charge and the warrant issued out of Western Drug court.

— Those arrested and facing charges are innocent unless proven guilty in a court of law.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

A 37-year-old man was arrested for suspicion of obstruction, trespassing and felony sex offender failing to register, according to a Carson City Sheriff's Office booking report.
