Carson City Sheriff's Office arrest report provides more details into officer involved shooting
The Carson City Sheriff's Office released more details into Tuesday morning's standoff with a man that resulted in an officer involved shooting.
Luis Santana, 21, of Carson City, was taken to the hospital and is recovering from injuries from the shooting. He faces charges of suspicion of felony assault with a deadly weapon, third and fourth degree arson, and misdemeanor obstructing.
According to the Carson City Sheriff's Office booking report of the incident, deputies were dispatched at 4:33 a.m. to the area of Carson and Long streets in reference to a male subject stealing a catalytic convertor from a car lot. The reporting party advised the male subject had a blow torch and was having mental issues, the arrest report states.
Deputies arrived on scene and noticed the man near the intersection of Curry and Adeline. The male subject was identified as Luis Santana. He was holding a lit blow torch and waving a machete around in the air, the report states.
Additional deputies arrived on scene. The man began shouting the world was going to end, referencing the bible. He threatened to blow up the car with the torch and stuck it inside the vehicle on several occasions, the arrest report states.
The vehicle appeared unoccupied and the man stated he owned the vehicle. Officers also observed he had a hatchet attached to his right wrist, the report states. He refused to drop the knives, blow torch and to speak with deputies.
At one point, the man came toward officers and began attempting to burn a silver van that belonged to the car lot. That van, it was later discovered, had burn marks on the paint, the report states.
Approximately two hours of trying to convince the man to surrender went by and a plan was developed to use less than lethal force to gain control of the man. Less than lethal weapons were used but they were ineffective in subduing the man, the report states.
The suspect then began running west on Adeline toward a 66-year-old homeowner, who was standing near the garage of his residence. The suspect had the machete in his hands and was holding the machete in an upright position consistent with striking the man in the driveway, the report states.
The suspect was within a few feet from the 66-year-old-man, who later told investigators he was in fear for his safety, when the suspect approached him with the machete. A deputy shot the man in the lower extremities causing him to fall to the ground. He was taken into custody and received medical treatment, the report states.
Lifesaving emergency first aid was administered by deputies; Santana was transported to Renown Medical Center where he is listed in stable condition.
Due to the injuries, the suspect has not been formally booked into the Carson City Jail. Santana faces the following charges: Assault with a deadly weapon against an elderly person, arson 3rd degree, arson 4th degree and obstructing a public officer.
According to Carson City Sheriff Ken Furlong, the deputy sheriff who fired at the suspect has been placed on administrative leave as part of the investigation into the incident, which is being investigated by the Douglas County Sheriff’s Office and State Investigations Division.
