Carson City Supervisors to discuss downtown decor, vaccine sites, a new subdivision and more

The next Carson City Board of Supervisor’s meeting will take place Thursday, Feb. 18 beginning at 8:30 a.m. in the Robert ‘Bob’ Crowell Board Room in the Carson City Community Center, located at 851 E. William Street.

Items up for discussion include law enforcement grants, establishing vaccination sites for COVID-19, downtown decor, a new subdivision and more.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive, public meetings of Carson City will not have a physical location open to the public until such time this Directive is removed.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting.

The following is on the agenda:
— A discussion and possible action will be held regarding a proposed interlock agreement between Carson City and Douglas County to pass $46,000 in grant funds to Douglas County for the TriNet Narcotics Task Force, from the 2020 Edward Byrne Memorial Justice Assistance Grant Program.

The grant provides funds for the TriNet Narcotics Task Force personnel in both Carson City and Douglas County. This interlocal agreement is the mechanism through which to pass the grant funding on to Douglas County.

— A discussion and possible action will be held regarding a recommendation to the Board for the expenditure of $121,573 from the 2021 Redevelopment Revolving Fund for downtown holiday decorations in the amount of $95,000, bike racks for businesses in the amount of $5,000, V&T arch conceptual plans in the amount of $20,000 and historic V&T bike and pedestrian trail markers in the amount of $1,573.

— A discussion and possible action will be held regarding the rezoning of a Single Family 1 Acre property to Single Family 6,000 on property located to the northeast corner of Silver Sage Drive and Clearview Drive.

The applicant is seeking to rezone a vacant 5.27-acre parcel from SF1A to SF6 consistent with the Master Plan designation of Medium Density Residential. The Board of Supervisors is authorized to approve the zoning map amendment.

The Board considered the Zoning Map Amendment on June 18, 2020; however, the Board declined to take action and continued the matter to allow the applicant to either bring forward an alternative zoning request or a lot layout that would address the concerns of the neighborhood. The applicant has since applied for a Tentative Subdivision Map, pursuant to Carson City Municipal Code 17.10- Common Open Space Development, proposing the creation of 28 single family residential lots with 1.13 acres of common open space.

Possible action will be held regarding the request for a Tentative Subdivision Map known as Borda Crossing, proposing to create 28 single family residential lots on 1, 5.27 acre zoned parcel. The plans include large, landscaped buffer areas to the north and south.

— Carson City Health and Human Services submitted a grant application due to a short application windows. Discussion and possible action will be held regarding ratification of the submission to the Nevada Department of Health and Human Services, Division of Public and Behavioral Health, requesting a total of $277,947 for a 2-year grant from The Fund for a Healthy Nevada.

The grant is part of the Nevada Tobacco Control Program and does not require matching funds from Carson City.

— Discussion and possible action regarding a proposed resolution authorizing the City Manager, in consultation with the Mayor, to execute any future lease agreement for real property to be used by Carson City as COVID-19 vaccination sites for the duration of the state of emergency declared by the Nevada Governor as the result of the coronavirus pandemic, if the agreement does not exceed $50,000 and is paid by available grant funding. 

The Carson City Department of Health and Human Services is working to find large buildings to lease or have donated to the City's use for large indoor vaccination events. NRS 244.275 requires a lease agreement for real property to be approved by the Board. This item is not for a currently proposed lease agreement. Instead, if approved, this item would delegate authority to the City Manager, in consultation with the Mayor, to execute any lease agreement on behalf of the City for the specific purpose of establishing COVID-19 vaccination sites in lieu of bringing each agreement to the Board for approval so long as the agreement does not exceed $50,000 and is paid by available grant funding.

— A discussion and possible action will be held regarding the proposed acceptance of a grant from the Nevada Department of Conservation and Natural Resources, Off-Highway Vehicles Program to fund development of an off-highway vehicle program by the Carson City Sheriff’s Office for a period of Jan. 1, 2021 through Dec. 30, 2021 in the amount of $61,453, and whether to approve a project funding agreement between the State and CCSO memorializing the issuance and acceptance of the grant award.

If approved, approval of this grant award will help support CCSO's current Off-Highway Vehicle program by funding equipment and overtime payments that are necessary for enforcement and education efforts relating to the use of off-highway areas located in Carson City. The grant is in the amount of $61,453 and requires a local match in the amount of $11,614.

— Six members of the Carson City Cultural Commission will be appointed. On Jan. 7, 2021, the Board of Supervisors appointed Supervisor Stan Jones for a term that will expire in January 2024. There are six other vacancies due to expirations of terms. Reappointment requests have been submitted by Barbara D'anneo, Guadalupe Ramirez, Christopher Leyva, Karen Abowd and Elinor Bugli. New applications have been submitted by Aprilina Faave, Amy Clemens and Sierra Scott.

— A discussion and presentation will be held regarding the transient lodging tax, including continuation of the 1 percent transient lodging tax dedicated to the Arts and Culture Program currently administered by the Carson City Culture and Tourism Authority.

On May 5, 2016, the Carson City Board of Supervisors adopted Ordinance No. 2016-7 imposing a 1 percent transient lodging tax to be used primarily for the implementation of the Carson City Arts & Cultural Master Plan and development of a Cultural Tourism Campaign. The tax is set to expire by limitation on June 1, 2021.

— Discussion and possible action will be held regarding the purchase of four vehicles for the Carson City Fire Department for a total not to exceed $391,319.29.

CCFD is requesting the replacement of vehicles due to the age or condition of the vehicles. The vehicles requested to be replaced are at the end of their useful lives and it is not cost-effective to continue to maintain these vehicles. These requested purchases were planned for and are funded as part of the approved 2021 Capital Improvement Vehicle Replacement Program or funded by grants.

— A discussion and possible action will be held regarding a business impact statement concerning a proposed ordinance amending Title 12 and Title 18 Appendix of the Carson City Municipal Code concerning a Carson City Drainage Manual which together would implement low impact development standards in Carson City.

NRS 237.080 requires that Carson City prepare a business impact statement when a new ordinance or a new rule that imposes a fee that is paid by businesses is proposed. This business impact statement concerns a proposed ordinance and the proposed adoption of the Drainage Manual which, if adopted, would implement LID development standards in Carson City. The proposed business impact statement finds that the proposed ordinance and Drainage Manual will not impose a direct and significant economic burden upon a business or directly restrict the formation, operation or expansion of a business.

Additionally, a proposed Carson City Drainage Manual concerning the development and implementation of best management practices will be discussed.

LID is a storm water management approach to land development and redevelopment that works to manage storm water close to its source. LID practices can be effective in reducing runoff quantity, enhancing groundwater recharge, preserving flood plain storage and removing pollutants by filtration and biological processes before entering the City’s storm drainage system. Through an accompanying ordinance and this Manual, the storm water standards would be removed from Division 14 of Title 18 Appendix (Development Standards) of the Carson City Municipal Code and placed in a standalone manual.

This will be the first reading of a proposed ordinance which, if enacted, will add a new chapter to Title 12 of the CCMC to implement low impact development practices and standards in Carson City. The existing provisions of Division 14 of Title 18 Appendix of the CCMC would mostly be repealed, but a new section would be codified to adopt and incorporate by reference the "Carson City Drainage Manual" which contains the LID development standards.

— The Historic Resources Commission will submit and present an annual report to the board, including information about cases reviewed and information regarding other historic preservation activities.

— A discussion and possible action will be held regarding a contract for Federal Lobbying Services with Porter Group, LLC to extend the contract term for an additional year through Feb. 20, 2022 and for an amount not to exceed $49,800.

— A discussion and possible action will be held regarding 2021 and 2022 Redevelopment Discretionary funds tentative budget allocations and estimation of allocations for the following four years for the purposes of Redevelopment Revolving Fund budget planning to implement redevelopment objectives.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

Dayton Elementary School in Lyon County was honored Wednesday along 13 other schools including Carson High in Carson City as a Nevada Purple Star School.

A 37-year-old man was arrested for suspicion of obstruction, trespassing and felony sex offender failing to register, according to a Carson City Sheriff's Office booking report.
