Carson City Supervisors to discuss dismissal of over $100K in parking fees and fines
The next Carson City Board of Supervisors meeting will be held on Thursday, Feb. 15, 2024 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.
Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.
— The Carson City Treasurer’s Office is requiring the Board of Supervisors to dismiss fines and late fees from unpaid parking violations issued by code enforcement between 2010 and 2023 in the amount of $111,795.00. These fines have been identified as being uncollectible, or cost and time prohibitive to collect. They are further asking for direction on using a debt collection agency to assist in the recovery of future unpaid fines.
— Supervisors will discuss the acceptance of a sub grant award from the Nevada Attorney General’s Office for the Comprehensive Opioid, Stimulant and Substance Use Program in the amount of $92,499. If approved, this grant will be used for a full time employee for a Department of Alternative Sentencing Case Worker position, including training and travel. No match is required from the city.
— A lease agreement will be discussed for the use of a communications tower and 1,000 square feet of adjacent space within the Carson City Airport between the city, the Carson City Airport Authority, and New Cingular Wireless PCX, LLC. This would allow Cingular to install new equipment and modify its existing equipment within the leased area. Cingular has held a lease since the early 2000s, and renews automatically every five years unless terminated with the final five-year renewal term expiring in 2031.
— $605,885.57 in uncollectible accounts from the Ambulance Fund will be discussed, along with possible action regarding its removable. The Carson City Auditor has applied for permission to remove the accounts from city records.
— Temporary and permanent easements will be discussed to acquire property rights for the East William Street Complete Streets Project, and East William Street Utility Underground Project. In addition, a discussion will be held regarding authorization for the mayor to execute negotiations with property owners for a total amount not to exceed $125,000.
The projects includes pavement reconstruction and preservation, utility replacement, safety enhancements, under grounding of overhead utilities, and multi-modal transportation infrastructure. There are approximately 49 easements that will need to be acquired for the projects.
— A contract with Berger Hannafin Architure, LLP will be discussed to provide ADA improvements to the Bob Boldrick Theater including architectural design, civil, structural and electrical engineering to retrofit the theater to be more inclusive, and provide improved ADA accessibility. Funding for this project was approved as part of the 2023 Capital Improvement Program for an amount not to exceed $67,000.
— Supervisors will discuss utilizing a joinder contract between the State of Nevada and Summit Forests, Inc. to reduce 40 acres of overstocked, overgrown and hazardous mixed conifer forest along a remote section of eastern shoreline of Lake Tahoe in Carson City as part of the fuel reduction program.
— A contract with Construction Materials Engineering, Inc. will be discussed to provide construction administration, inspection and material testing services for the new Emergency Operations Center project for an amount not to exceed $559,383.
— A contract with Porter Group, LLC. will be discussed for federal lobbying services for a three-year term through Feb. 23, 2027 for a total amount not to exceed $162,000. The current contract with Porter Group, LLC. will expire Feb. 20, 2024.
— Every five years, Carson City must revise its Hazard Mitigation Plan and resubmit it to FEMA to remain eligible for various forms of funding from FEMA. The city’s current plan was adopted in 2021 and will need to be fully revised and resubmitted to FEMA in 2026. The Carson City Fire Department is asking for authorization to apply for a $135,000 grant from FEMA to hire a consultant to revise the mitigation plan, with a 25 percent local match not to exceed $45,000.
— A second reading regarding a proposed childcare facility off Mountain Street will be discussed which, if approved, will provide around 100 spots for children managed by the Boys and Girls Club. More on that here.
