Carson City sheriff's weekend arrests: Man tasered after vehicle, foot chase

A 31-year-old Carson City man was arrested early Saturday in the area of Robinson and Valley streets on suspicion of felony eluding after a vehicle and foot pursuit with officers, a Carson City sheriff’s deputy said.

Randy Paul Warstler also faces five misdemeanor charges including obstructing an officer, driving with a revoked license, suspended registration, having no proof on insurance and violation of a suspended sentence. He was arrested at 3:52 a.m.

According to the sheriff's office report, a deputy patrolling the area of Stewart and Telegraph ran the license plate of a car that came back as suspended. The officer initiated a traffic stop and when vehicle began to accelerate rapidly.

The vehicle then drove northbound on Valley Street and ran through the stop sign at Valley and Robinson. It turned south on Anderson Street and then pulled into the parking lot of a business. The vehicle nearly struck a retaining wall before stopping abruptly, the arrest report states.

The driver of the vehicle, Warstler, opened the door and exited the vehicle. The officer told him to stop and that he was under arrest. Warstler told the officer to “f*** off” and began running north through the parking lot, the arrest report states. The officer deployed a taser which struck the suspect in the back. He fell to the ground and was ordered to stay there. He tried to return to his feet and was tased again and then detained, the report states.

A check through dispatch showed he had a misdemeanor warrant for violation of a suspended sentence and his license status showed it was revoked by DMV.
Officers met with the owner of the vehicle, who was the front seat passenger. She said she asked Warstler for a ride because she was intoxicated. She said she didn’t know why the man ran and that she was scared he was going to crash the vehicle as he was trying to get away from the officer. Bail: $13,758.

In other arrests: A 24-year-old Placerville man was arrested Sunday, 4:10 a.m. in the area of the Carson Freeway and North Carson Street on misdemeanor charges of suspicion of DUI second, reckless driving, open container and possession a firearm while intoxicated. According to the arrest report, dispatch advised a reporting witness stated he saw a dark colored pickup driving erratically and running red lights along Carson Street.

Officers located the vehicle and made a traffic stop. The man was asked if he had been drinking and he said that he had not. He showed signs of impairment and was asked if he would be willing to submit to field sobriety tests in which he performed poorly on several. He was arrested for suspicion of DUI. Inside the vehicle officers found four firearms and two knives in the truck and an open container of alcohol in the vehicle. The reporting witness arrived on scene and agreed to sign a citizens arrest form for reckless driving.

A criminal history reviewed the man had a prior conviction for DUI in July 2013. He agreed to a blood test. Bail: $4,466.

— A 19-year-old Carson City man was arrested Sunday, 1:28 a.m. in the 600 block of Hot Springs Road on misdemeanor charges of violation of a suspended sentence and minor consuming alcohol. Bail: $1,242.

— A 35-year-old Carson City woman was arrested at 9:09 p.m. in the 1500 block of North Carson Street on a misdemeanor warrant, contempt of court, issued Jan. 8, 2015 out of Carson City Justice Court. Bail: $3,000.

— A 32-year-old Carson City man was arrested Saturday, 4:56 p.m. in the area of Elaine and East Fifth Street on suspicion of violating terms of alternative sentencing. He admitted to drinking and had a “no alcohol or drug” clause through alternative sentencing. Bail: $3,000.

— A 45-year-old Carson City man was arrested Saturday, 3:30 p.m. in the area of Robb and Ormsby streets on misdemeanor charges of suspicion od DUI second, going through a stop sign, failure to maintain a lane and not having a valid driver’s license.

According to the arrest report, the man was stopped after swerving and failing to stop at a stop sign near College Parkway and Ormsby. The man submitted to a preliminary breath test with results above .08. He was arrested A check through dispatch showed he had a DUI conviction in July 2014. Bail: $3,048.

— A 21-year-old Carson City man, John Patrick Collins, was arrested Saturday, 12:33 a.m. in the 2200 block of East William Street on a charge of felony probation violation. According to the arrest report, the man is on state probation with a clause not to enter a casino. He had been inside one on East William Street. Collins is being held without bail pending a hearing.

— A 32-year-old Carson City woman was booked into jail Saturday, 10:45 a.m. on a misdemeanor failure to appear warrant issued Dec. 29, 2014 out of Carson City Justice Court. Bail: $930.

— A 24-year-old Carson City man was arrested Friday, 11:34 p.m. in the area of Sophia and North Carson Street on a misdemeanor warrant, driving without lights and possessing less than an ounce of marijuana. Bail: $1,309.

— A 27-year-old Dayton woman was arrested Friday, 8:05 p.m. in the 4600 block of Highway 50 East on a misdemeanor warrant issued Dec. 1, 2014 out of East Fork Township Court. Bail: $400.

— A 19-year-old Carson City man was arrested Friday, 7:49 p.m. in the 3200 block of Market Street on misdemeanor charges of petit larceny and violation of bail conditions. According to the arrest report, the man allegedly took two bottles of liquor and exited Walmart without paying. Bail: $3,352.

— A 30-year-old Carson City man, Sergio Vargas, was arrested Friday, 8:53 p.m. in the 3400 block of Highway 50 East, on a felony charge parole and probation violation. Vargas had allegedly been drinking and provided a preliminary breath test of .082, a violation of conditions of his parole and probation. He is being held without bail pending a hearing.

— A 32-year-old Carson City man was arrested Friday, 9:36 p.m. in the area of Airport and Menlo streets on a misdemeanor charge of driving on a revoked driver’s license. Bail: $1,137.

— A 59-year-old Reno man was booked into jail Friday, 3:35 p.m. on a misdemeanor contempt of court warrant charge, issued Oct. 29, 2014 out of Carson City Justice Court. Bail: $3,000.

— A 27-year-old Reno man was booked into jail Friday, 3:35 p.m. on a misdemeanor warrant for violation of conditions, issued July 20, 2010 from Carson City Justice Court. Bail: $1,000.

— A 42-year-old Carson City man was arrested Friday, 2 p.m. in the 2200 bock of South Carson Street on a misdemeanor warrant, stalking, issued Jan. 6. 2015 out of Carson City Justice Court. Bail: $3,000.

— A 25-year-old Carson City woman was booked into Carson City Jail Friday, 1:45 p.m. on a misdemeanor warrant, contempt of court, issued Nov. 5, 2014 out of Carson City Justice Court. Bail: $141.

— A 34-year-old Carson City man was arrested Thursday, 9 p.m. in the 100 block of West Nye Lane on misdemeanor suspicion of DUI. Officers made contact with the driver after being contact by Capitol City Patrol. The man stated he had nine beers and two shots of whiskey at a bar. He was asked to submit to a series of field sobriety tests and agreed to perform the tests. A preliminary breath test revealed a .119. He was arrested on suspicion of DUI. At jail breath tests showed .108 and .102. Bail: $1,137.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
