Carson City Supervisors to discuss new dog policy, proposed townhome development and more

The next Carson City Board of Supervisors meeting will be held on Thursday, Jan. 5 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center, located at 851 E. William Street.

Items up for discussion include a new townhome development, a dog policy, committee appointments and more.

Members of the public who wish only to view the meeting but don't plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

— An application was received for a final subdivision map for the project known as Roseview Townhomes, which is proposing to create 52 lots for attached single family residences on a 3.45 acre zoned parcel located at 1147 W. College Parkway.

Supervisors approved the tentative subdivision map in Aug. 2021, and approved of an amendment to the conditions of approval on Oct. 20, 2022.

— A Dog Rules and Regulation Policy will be discussed to establish policies and guidelines for dogs within the parks, trails and open space areas dogs are permitted within.

Supervisors will also discuss which parks, trails and open space areas will be permitting dogs.

— A 50-year “ground lease” between Carson City and the Carson City Airport will be discussed on second reading, with a base rent of $23,681.28 per year to be paid by Arrowhead Tenant LLC to rent 74,004 square feet at the airport for the construction of aircraft storage hangars.

On Nov. 16, the Carson City Airport Authority approved the ground lease with Arrowhead, who, if approved, will become the tenant with Carson City and the Airport acting as landlord.

— Supervisors will discuss the nomination and appointment of three members to the Board of Equalization; one member will fill the remainder of a term ending in Jan. 2025, and two will fill four-year terms ending in Jan. 2027.

Supervisor Lisa Schuette is recommending the mayor nominate Mary Sanada to fulfill the remainder of the four-year term ending Jan. 2025. Supervisor Stacey Giomi is recommending the appointment of Colette Burau, and Supervisor Curt Horton is recommending Al Kramer, both to full four-year terms ending Jan. 2027.

— A contract with Farr West Engineering will be discussed, for the engineering services regarding the Fuji Fairgrounds Arena Expansion Project.

If approved, the contract will be for a complete design to relocate utilities, construct a new announcer’s booth, eliminate permanent pens and bucking chutes, and expand the overall footprint of the arena by 35 percent. The contract is for a not to exceed amount of $88,590.

— The Sheriff will present on the biannual report of Carson City Jail conditions, including any deaths that have occurred at the jail within the last six months.

— An increase in purchase authority is being requested by the Sheriff’s Office for the purchase of medications of jail inmates, increasing the purchase authority by $69,377, for a new not to exceed amount of $139,377.

— An increase in purchase authority is being requested by Public Works in the amount of $50,000, for a new not to exceed amount of $150,000, to be paid to Badger Meter Inc. for Badger water meters and parts.

— A determination will be made on to affirm that Showcase Contracting LLC. is the lowest responsive and responsible bidder for a contract associated with replacing the uninterruptible power supply (UPS) equipment at the Public Safety Communication Center for a total amount not to exceed $285,040.01.

— A discussion and possible action will be held regarding the appointment of Dr. Colleen Lyons as the Carson City County Health Officer in a two year term ending Dec. 31, 2024.

It is also requested that Dr. Lyons’ contract amount be increased by an additional $60,000, for a new total not to exceed amount of $115,000 to be funded from the Health Administration Professional Services account in the General Fund. Lyons has served as the Health Officer since March 1, 2021.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

Dayton Elementary School in Lyon County was honored Wednesday along 13 other schools including Carson High in Carson City as a Nevada Purple Star School.

Schools receiving the designation have committed to supporting the educational and social-emotional needs of military-connected children and their families.
