CARSON CITY – State budget Director Andrew Clinger today sent a memo to all agencies saying the process of building the new two-year Nevada budget will be substantially different from past practice.
Given the fiscal crisis faced by the state over the past three years, Nevada can no longer craft a budget by taking the previous year’s expenditures, adjust for one-time expenditures and add inflation and caseload growth, he said.

A 78-year-old man, believed to be from Carson City, was killed Sunday morning in a big-rig accident near Tonopah, according to the Nevada Highway Patrol.
The head-on accident happened shortly before 9 a.m. on U.S. Highway 6, about 22 miles west of Tonopah near Blair Junction. The deceased man's name has not been released.
According to the accident report, Gregory Crain, 51, of North Bend, Oregon, was traveling east on the highway driving a white 2008 Peterbuit tractor-trailer registered to Redmond Transportation of Hollister, Calif.

CARSON CITY – Campaign contribution reports for the front-running Republican and Democrat candidates for governor show they are about even in the money-raising and expenditure game.

I sent an email to all of the members of the Carson City Board of Supervisors for their reaction to the initiative petition filed on Friday to put the Nugget Project to a vote in 2012.

An investigation continues into a deadly accident on Pinenut and East Valley roads on Saturday that killed a 24-year-old Gardnerville man. The Nevada High Patrol says speed and alcohol may have been a factor in the accident.
NHP reports that a passenger riding in the back seat of a Mitsubishi, Michael A. Lombardo IV died at the scene after being ejected during the accident, reported at about 1 p.m.

The State Division of Insurance office was reopened at 7 this morning after being closed Friday when a number of employees became sick. Employees were told that a grape seed extract had been used in the air ducts to eradicate pigeons.

A spokeswoman with the division confirmed the building was closed because of pest control, performed by a cleaning crew, because of pigeons in the air ducts. The department of Business and Industry closed the building at around 11 a.m. on Friday, sending employees home.

CARSON CITY – Gov. Jim Gibbons today announced plans to dramatically increase the use of solar power by the State of Nevada.
Working through the State Energy Office, a request for proposals (RFP) is being put together to develop solar energy systems at multiple state agency sites. The idea is to place solar energy panels on state property, particularly on large state parking lots. Power from these solar energy panels would be used to provide low-cost energy to adjacent and nearby state buildings, resulting in significant savings to taxpayers.

Despite a broken public education system and gloomy outlook for the state’s K-12 students, effective reform might very well be on the horizon for Nevada.
The reform that is gaining the most traction in the state is that of publicly funded empowerment schools that are able to make decisions on schedules, staffing, budgeting and instruction separately from a centralized school district.  The system also provides students with a choice as to which public schools they attend, and schools are funded based on how many students they attract.

A Sacramento man faces drug trafficking, paraphernalia and other charges after Carson City sheriff's deputies found four grams of methamphetamine and smoking pipes inside his truck after a traffic stop.
Randall Velmar Berke, 54, was pulled over on a suspended registration early Wednesday morning at the corner of Carson Street and Fleischmann Way.
The arresting deputy learned from the suspect that he didn't have insurance and when his license was checked to see if he had warrants, the deputy learned it had been suspended.

CARSON CITY – The popular Governor’s Conference on Tourism will return in December after a two-year hiatus, Gov. Jim Gibbons and Lt. Gov. Brian Krolicki announced today.
The conference put on by the Nevada Commission on Tourism, NCOT, had been put on hold due to budget limitations.

CARSON CITY – Nevada Supreme Court Justice James Hardesty said a program the state initiated a few years ago to pardon selected illegal resident inmates so they could be deported to free up space in the prison system was in his view successful.
Hardesty said the review resulted in 106 nonviolent inmates being granted conditional pardons in exchange for a waiver of any immigration hearing and agreement to be deported to their country of origin.

A Carson City judge agreed with Nevada Secretary of State Ross Miller who says an out-of-state organization that ran TV ads featuring gubernatorial candidate Brian Sandoval must register as a Political Action Committee before conducting any more political activity in the state.

A Yerington man faces multiple charges including felony drug possession after Carson City authorities arrested him in a sting operation involving the sale of alcohol to minors.
Nicholas Salas, 43, was arrested after a search found methamphetamine, a meth pipe and false identification.
According to the Carson City Sheriff's Office arrest report, detectives were assigned on May 31 to work outside the AMPM in the 2700 block of Highway 50 East on a shoulder tap detail, which involves using government grant-funded undercover decoys.

A 23-year-old unemployed Carson City woman faces multiple felony charges in connection with a series of thefts associated with paying off a drug dealer.
Bailey Michelle Wilson was arrested on Tuesday at the 3700 block of Hobart Road following an investigation in which the suspect's mother found the stolen items, including jewelry, inside a pawn shop.
Wilson faces felony charges of grand larceny, burglary, obtaining money under false pretenses and possession of stolen property. Bail has been set at $25,000.

Nevada Attorney General Catherine Cortez Masto joined an Amici Curiae brief issued by the Attorney General of Kansas and joined by 47 states and the District of Columbia to protect the privacy and emotional health of grieving families of returning war dead. The issue concerns the right of a group to picket and protest at military funerals. The United States Court of Appeals for the Fourth Circuit had ruled against the privacy of the family and in favor of the protest group.
