CARSON CITY – An initiative petition proposed by Gov. Jim Gibbons to require public employee union negotiations to be subject to Nevada’s Open Meeting Law will not be turned in Tuesday.
Gibbons said his OPEN Government Plan will be introduced as a bill in the 2011 legislative session instead.

Poor road conditions led to a rash of accidents throughout Northern Nevada early this morning, one involving the death of a 19-year-old Fallon woman on Highway 50.
The fatal accident was reported at 5:46 this morning in Churchill County on Highway 50 three miles west of Fallon, reports Nevada Highway Patrol Trooper Chuck Allen.
The woman died after her Volvo station wagon was hit by a pickup that had been traveling in the westbound lane and crossed the center turn-lane into the eastbound lane, according to a preliminary crash investigation.

CARSON CITY – The private attorney working on Nevada’s challenge to the new national health care law says a federal judge in Florida should rule on the case by January, setting the stage for an appeal that ultimately is expected to reach the U.S. Supreme Court.

A Carson City man wanted on three felony bail warrants was rousted from the top shelf of a bedroom closet where he was hiding and arrested while his girlfriend faces a charge of harboring a fugitive.
Nicholas Erin Morrow, 24, faces the bail warrant charges and a misdemeanor charge of obstructing following the arrest. Because he was a fugitive he is being held without bail. Meanwhile Chelsea Mann, 21, is being held on $7,500 bail for the felony harboring charge.

Black ice may have been the cause of a three-vehicle accident this morning at Highway 50 and Drako Way in Carson City.
Moderate damage to the vehicles was reported in the accident that happened at about 6:40 this morning. Police report icy roads in the area at the time of the wreck.
One person reported having injuries to their head, while another reported injuries to their fingers. Airbags did deploy, according to police at the scene.

This year, the Nevada Highway Patrol is partnering with other local groups to help raise funds for cancer research, Trooper Matthew Kaplan reports.
By participating in a charity called Movember (Moustache + November), troopers will be sporting mustaches for the month of November to help raise awareness for men's health issues. The mustaches will act as a "ribbon" to help generate conversation, and ultimately, encourage people to donate to the cause.

Yep, I got to the Carson Community Center a 7:30 p.m. Friday night, ready to enjoy the Western Nevada musical "White Christmas." Big show, big cast, great music.
But the audience didn't show up. No one but me, except for Stephanie Arrigotti, producer and director and her cast of thousands.I then realized the the WNMCC opens its shows on Saturdays rather then Fridays.
So what, I was there, the orchestra was warming up, the actors were on stage, the house lights were dimmed and there were plenty of seats, so I sat to enjoy a private preview, the dress rehearsal.

Joe McCarthy, director of the Carson City Office of Business Development and a key player in city's redevelopment efforts, will be "transitioning out" of his job by June 30, according to City Manager Larry Werner.
McCarthy has been on leave for the past two weeks, following a disagreement over the presentation of a redevelopment project at Southgate Center to the Board of Supervisors.
Werner said that while they like each other personally, there is a difference in styles between the two that caused problems.

The Roop Street widening project is continuing and is expected to be completed by the end of 2010. The following impacts are expected this week:
- Roop Street is closed from William Street to Stewart Street through the completion of the project.
- William Street will have intermittent lane closures at Roop Street on Monday - Friday, 9:00 a.m. to 7:00 p.m. for westbound traffic.

Marina Lockhart, 33, was arrested Thursday evening for felony domestic battery with a deadly weapon after allegedly hitting her husband with a car.
According to the Carson City Sheriff's report, the couple was arguing over a pack of cigarettes outside their Airport Road home when, according to the suspect, she got into her car and "tried to scare" her husband. A witness reported that the suspect hit the man with the car twice, once after driving over a concrete parking block.
Bail was set at $30,000.

The warm temperatures and nice fall weather we've enjoyed over the past week may come to an end later this weekend. A storm is brewing in the Pacific and may reach Western Nevada and the Sierra by late Sunday.
The cold front is expected to develop in the region by Sunday afternoon, with rain and gusty winds expected in Carson City and the Carson Valley with snow levels dropping to around 7,000 feet in the Lake Tahoe Basin, according to the National Weather Service in Reno and carsonweather.com.

Christmas tree cutting permits in select areas of Northern Nevada public lands will be available beginning Monday, Nov. 8, the Bureau of Land Management Carson City District Office announced Thursday.
The agency allows Christmas tree sales to thin small trees in overstocked areas. Organizations and individuals are permitted to harvest trees for resale.

Dennis Oliver, Tahoe Regional Planning Agency's public information officer, has died after a brain illness. He was 47.
Oliver was admitted to the hospital about three weeks ago, according to TRPA External Affairs Director Julie Regan. He died overnight Wednesday at Carson Tahoe Hospital of an apparent brain virus which attacks the meylin around the nerve cells, said friend Michael Carr.
"TRPA is deeply saddened to share the news with the community of the loss of Dennis Oliver, who was an extremely valued employee of the Agency over the last three and a half years," said TRPA Executive Director Joanne Marchetta. Click here to read the obituary.

Assemblyman John Oceguera, D-Las Vegas, has been unanimously elected as Speaker for the upcoming legislative session.
Oceguera has served as majority leader under former Speaker Barbara Buckley, who could not run again because of term limits.
The vote of the 26-member Democratic caucus on Wednesday will be formalized on the first day of the legislative session on Feb. 7.

Western Nevada College’s Latino Student Club will sponsor the third annual WNC Talent Show at Capital Christian Center, 1600 Snyder Avenue in Carson City, on Saturday, Nov., 13, 5 p.m. to 8 p.m.

The annual Western Nevada College Craft Fair will run Thursday from 8 a.m. to 7 p.m. in the main lobby of the Bristlecone Building. Enjoy a chance to start holiday shopping between classes or on lunch break. Students, faculty and the public can browse the main lobby where more than 20 crafters will be selling a wide variety of handmade items.
This year's crafters will be selling everything from jewelry, gift baskets and candles to picture frames, artwork, candy and pies. The event is sponsored by the WNC classified employees, who use proceeds to help fund professional development activities.
