Gov. Steve Sisolak is proposing a two-year budget that reverses cuts to Medicaid and other key K-12 programs made last summer, after financial projections left the state at what officials are calling an “inconsistent, if not positive, ending point” for tax revenue.

The Nevada Governor’s Office of Economic Development Board of Directors on Wednesday approved abatements for 11 companies that it says will generate $90,207,019 in tax revenue and create 1,991 jobs over the next 10 years. Of the 11 companies, two are based in Lyon County and six in Washoe County.

Nevada lawmakers will convene on Wednesday morning for the first time since mid-2019 for what is expected to be a painful special session cutting $1.2 billion out of the state’s budget.

In the latest measure of the devastating and unprecedented economic consequences of the coronavirus pandemic, weekly unemployment claims in Nevada last week continued to surge by the tens of thousands with 79,865 new initial claims, according to preliminary statistics from the U.S. Department of Labor released Thursday.

During the annual “State of the City” address Friday at Gold Dust West, Carson City’s Mayor Bob Crowell gave his last speech of its kind, as he is retiring at the end of this year.

The State of the City address is a way community members can be kept up to date on everything going on in our capital city, including achievements, challenges, and everything in between.

Updates included achievements such as the completion of the water pipeline from Douglas County to Carson City, the Complete Streets Project, Tesla’s grant for the Carson City School District, the first new park opening in 12 years, the opening of the Disc Golf course, and more.

This is the second in a series of columns summarizing my Controller’s Annual Report (CAR) for fiscal year 2018 (FY18). Based on the state’s official books and records, the CAR provides Nevada citizens, officials and others summaries of key facts, data, analysis and issues addressing Nevada’s fiscal condition and policy challenges.

This fourth column on the Controller’s Annual Report (CAR) analyzes state taxes. Nevada collected $5.523 billion in taxes in fiscal year 2017, which was 41 percent of total state revenues. As discussed in our previous column, program revenues made up 56 percent, with miscellaneous items at three percent.

The largest tax sources were sales and use taxes ($1.285 billion or 23 percent of general revenues of $5.895 billion), gaming taxes ($897 million or 16 percent) and unemployment assessments ($825 million, or ten percent). All other taxes totaled $2.516 billion, or 43 percent).

We have just issued the Controller’s Annual Report (CAR) for fiscal year 2017 (FY17). Here we provide an overview of it. Future columns will discuss individual sections.

The CAR provides Nevada citizens, officials and others a summary of key facts, data, analysis and issues about the state’s fiscal condition and challenges. The Controller has a statutory charge to recommend plans for: support of public credit; promoting frugality and economy; better management of the state’s fiscal affairs; and better understanding of them.

When Ron was in law school, on the first day of his class on income tax law, the professor was singing praises of income taxes and got carried away. The prof, an expert who had written the book on the subject, said that income tax law is good law because it’s not an all-or-nothing thing like much of civil or criminal law. Instead, it’s proportional.

That’s true, of course, although not quite the high virtue he seemed to suggest. Anyway, when he said the income tax was perhaps one of mankind’s great inventions, Ron objected.

Republicans in congress have introduced their tax bills, and they and the president intend to pass some version of tax reform promptly. As they try to craft a package that will pass, let’s recall themain principles, goals and problems facing tax reform.

The key goal is always economic growth. Growing the economy at a sustainably fast clip means on average everyone is better off and each person or family has more opportunity to improve their lot. It also allows us to afford more of the public goods that government can supply, including caring for the needy.

To legalize or not to legalize, that is the question we must answer on Nov. 8.

Or, is it?

I’ve taken my time this year to deliberate over the matter of recreational marijuana legalization — in spite of my general instinctive opposition to mind-altering substances — consulting with area experts on drugs and drug policy.

Following hours of interviews, reading and research, my conclusion is that there is something more sinister at stake here over Question 2 than simply the legalization of an illicit drug.

In celebration of Historic Preservation Month, the Carson City Historic Resources Commission will hold its 7th annual Historic Preservation Scavenger Hunt beginning Monday and running through May 31.

Since the early 1980s, May has been a month for celebrating historic preservation and archaeology in Nevada. The Nevada Arts Council will participate in a national research study, known as Arts and Economic Prosperity 5, to measure the economic impact of nonprofit arts organizations and their audiences.

The study is being conducted by Americans for the Arts, the leading nonprofit arts organization for advancing the arts in the United States. The Council is one of nearly 300 study partners across the U.S. that will help with gathering detailed financial and event attendance data from nonprofit arts and cultural organizations during 2016.
