Carson City arrests: Traffic stop leads to foot chase, arrest for meth and felony warrant

A 44-year-old man was arrested Friday for a felony warrant, alleged possession of a controlled substance and five misdemeanor offenses, according to a Carson City Sheriff's Office booking report.

Daniel James Collins of Reno was taken into custody at 9:21 a.m. in the area of Stewart and Little Lane following a foot pursuit that began following a traffic stop.

According to the booking report a deputy observed a black two-door Mustang that didn't have a license plate on the front or rear of vehicle and did not have a temporary moving permit on the windshield. The deputy initiated a traffic stop, and observed the driver exit the vehicle and a female passenger exit the vehicle.

They were instructed to get back inside as they were not free to leave. Collins walked away ignoring the lawful order and then began to run through a parking lot. A foot pursuit ensued, along with the help of a Capitol Police chief who was at the scene.

The suspect ran approximately 530 yards into the field east of Little Lane, where he ultimately slipped on snow in an embankment that caused him to fall on his stomach, the report states. The Capitol Police chief straddled the man, to prevent him from getting up and running again. He was placed into cuffs and advised he was under arrest for obstructing. A deputy removed a blue pocket knife from his right pant pocket and seven 9mm rounds of ammunition from his right pant pocket, the report states.

Deputies ran his name through dispatch which returned that he had a priority 5 felony warrant for his arrest and that his license was suspended. Officers were also advised there was no registration or insurance on the vehicle the man was driving, according to the report.

During inventory of the vehicle, approximately 1 gram of methamphetamine, a methamphetamine pipe and individual clear plastic baggies were located inside a sunglass case located between the driver seat and the center console, which were directly in the man's reach and span of control. Later the man would admit that he had smoked methamphetamine on Dec. 1, the report states.

Carson City Sheriff's Office was advised by Nevada State Parole and Probation that one of the man's conditions was to not possess any weapons. Parole and Probation advised to place him on hold. He was booked for possession of a controlled substance, possession of drug paraphernalia, suspended driver's license, no insurance, no registration and obstructing. He was held without bail in lieu of a hearing for the felony priority 5 warrant.

In other arrests:
— A 30-year-old man was arrested early Monday for suspicion of DUI second offense, according to a Carson City Sheriff's Office booking report.

At around 12:27 a.m. a deputy conducted a traffic stop on a vehicle at the intersection of East William and North Saliman after observing the vehicle swerve, nearly hitting the sidewalk twice, and traveling over the white fog line.

The deputy made contact with the driver who had red, watery eyes and slurred speech. The officer asked the man if he had been drinking. The man replied he had a few beers. He agreed to standardized field sobriety tests and showed signs of impairment on the tests, the report states.

He provided a preliminary breath test of .240 and was arrested for suspicion of DUI. At jail he provided evidentiary tests. Bail: $2,637.

— A 37-year-old Carson City man man was arrested Sunday, 6:09 a.m. for suspicion of DUI. According to the booking report, a deputy observed a SUV going northbound on North Carson Street toward Winnie Lane. The officer observed the vehicle failing to maintain its lane by its front right and rear right tire, which crossed over the center line.

The deputy conducted a traffic stop and spoke with the driver, who provided his Nevada driver's license. The deputy observed the man had red, watery eyes and an odor of alcoholic coming from the vehicle. The officer asked if he had consumed any alcoholic beverage. The man stated he consumed two beers at a casino. The man agreed to field sobriety tests and showed signs of impairment on the tests. He provided a preliminary breath test of .320 and was arrested for suspicion of DUI. At jail he provided evidentiary tests of .211 and .230. Bail: $1,137.

— A 32-year-old Carson City man was arrested Saturday for suspicion of DUI, hit and run of an unattended vehicle and possession of a firearm under the influence of alcohol.

According to the CCSO booking report, a deputy was dispatched to the 1100 block of South Nevada Street for a report of a truck that crashed through a center divider. The reporting party advised the driver appeared to be under the influence.

Deputies arrived, and received a description of the man, who left the scene. Carson City Fire Department personnel on the scene attempted to block him but could not successfully do so, according to the report.

Deputies learned the vehicle was licensed to a Carson City man after running the license plate number, including the home address.

A deputy advised they were going to the address and arrived at the address, where the truck involved in the hit and run was in the driveway. Deputies were able to identify the truck in the driveway, which had front end damage per the description provided by Carson City Dispatch.

The driver was in the truck and stepped out from the driver's side of the truck. The officer observed the man had a noticeable sway to him and, once he was closer, the deputy could see he had extremely red, watery eyes and a strong odor of alcohol coming from his person. The man attempted to ask why officers were there at his house. A deputy informed him they were there for a hit and run that happened.

Deputies asked for the man's license and while attempting to retrieve his wallet, a deputy noticed he had a semi-auto pistol located on his right hip in a holster. The deputy retrieved the weapon from his hip, which was loaded with a round in the chamber, the report states.

The man was read his Miranda warning and asked if he wanted to speak. The man continued to state he was allowed to be drunk in his driveway and on his property. The deputy informed the man he was able to place him as the driver of the truck from the Carson City Fire Department personal that arrived on scene.

The man was asked if he would be willing to perform field sobriety tests. The man stated no and he was arrested. While being transported to jail the man stated he was willing to speak. The officer informed him of the events that occurred and why he was in custody. The man was taken to Carson Tahoe Hospital for medical clearance. While at the hospital he freely and voluntarily submitted to a blood test after he was read the request for voluntary evidence. Total bail amount listed: $2,911.

— A 36-year-old Sun Valley man, Justin Ray Richardson, was arrested Sunday for suspicion of felony possession/transporting a stolen vehicle and possession of a controlled substance.

According to the arrest report, deputies responded to the area of Spooner Junction for a report of a confirmed stolen 2022 Chevrolet U-Haul.

Deputies located the vehicle approaching South Carson Street and made a traffic stop. A records check revealed the van was reported stolen. The suspect was read his Miranda warning, agreed to speak and said he knew the vehicle was stolen and said he was late on rental payments for approximately 2 months but has not made the payments because he did not have the money.

Deputies conducted an inventory of the stolen vehicle and located 14 grams of suspected methamphetamine in an eye-glass container sitting near the driver's seat. The man told deputies the suspected methamphetamine belonged to him. Bail: $20,500.

A 25-year-old Carson City, Damien Micheal Munoz-Malone, was arrested Saturday for suspicion of possession of credit cards without consent, obstruction and a misdemeanor failure to appear warrant. Bail: $5,000.
