Carson City Supervisors to discuss improvements to rifle range, car wash appeals, a $30K park sign, and more

The next Carson City Board of Supervisors meeting will be held on Thursday, Nov. 18 beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: publiccomment@carson.org. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting.

Among the items listed:

— A discussion and possible action will be held regarding a proposed acceptance of a sub grant award from the Nevada Department of Wildlife in the amount of $137,476.80 with a $15,275.20 cash match required from Quality-of-Life funds, for improvements made to the Carson City Rifle and Pistol Range.

Improvements will include electrical design and construction, purchase and installation of an automatic pay kiosk, engineering and design for a baffle system and eyebrow for the long range, firing line cover improvements and purchase of security cameras and trash cans.

— At 1:30 p.m., a discussion and possible action will be held regard gin appeals of the Growth Management Commission’s decision to a low for a daily water usage of 29,500 gallons per day for a proposed drive-through carwash located at 3390 South Carson Street.

In September, the commission voted to allow for the daily water usage for the proposed car wash; appeals of the decision to the Board of Supervisors were received from Capitol Carwash LLC, the applicant, and from Raceway Car Wash Company. Captiol Carwash LLC appealed the decision to preserve its rights, according to the agenda.

— A discussion and possible action will be held to introduce on first reading a proposed ordinance approving a development agreement between Carson City, PalaSeek LLP, Oikos Development Corporation and Sierra Flats Senior LP regarding the conveyance of 2.91 acres of city-weed land for the development of an affordable housing project.

— A discussion and possible action will be held regarding a recommendation to the Board of Supervisors for the expenditure of a not-to-exceed amount of $30,000 from the 2022 Redevelopment Fund for a new sign at the Marv Teixeira Pavilion located at Mills Park, with an option of 36-inch of 48-inch letter sizes, as an expense incidental to the carrying out of the Redevelopment Plan, according to the agenda.

— A discussion and possible action will be held regard gin a request for a two-year extension of time for Phase II of the final subdivision map known as Sierra Skyways located at 2600 E. College Parkway.

— A discussion and possible action will be held regarding the appropriation of $209,586 in grant funds from the $1.3 million approved in Aug. 2021 for non-profit and government entities in Carson City’s Plan of Expenditure for the American Rescue Plan Act of 2021 grant funds.

The funds are intended to support recovery from the pandemic, and to respond to secondary needs of the pandemic. Five applicants are being recommended for the awarded amount, and staff is recommending that the remaining funds be placed on hold until the final guidelines are published.

— Carson City’s Nevada Rural Counties RSVP Program will provide the Carson City Board of Supervisors with an update on the services RSVP is providing to Carson City area seniors and disabled adults.

Awards and Recognitions

At the beginning of the meeting, city employees will be presented with Length of Service certificates for those who have completed 5, 10, 15, 20, 25 and 30 years of city service.

Additionally, Charlene Foerschler, APRN, will be presented with an award for Employee-of-the-Quarter.

The Nevada Chapter of the American Public Works Association will recognize and present the 2021 Transportation Project of the Year to the Carson City Board of Supervisors and staff for the South Carson Complete Streets Project.

Carson City’s Wastewater Operations Supervisor Jennifer Diamond will be recognized for bringing national recognition and prestige to the Carson City wastewater program by earning the certification of Professional Operator Wastewater Grade 4, during which a rigorous exam is administered and certification requires a combination of education, training, experience, and state-level certification. Diamond is the first in Northern Nevada to obtain the certification, and one of only three individuals in the state to have achieved it.

Students at Western Nevada College performed exceptionally well in the classroom during the Spring 2024 semester.

In fact, 442 students have earned academic recognition for making the Dean’s List. The total number of academic achievers is only exceeded by the 487 students on the Fall 2023 Dean’s List and the 461 students on the Fall 2022 Dean’s List.

The Bureau of Land Management is advising residents living within the Carson City District, which encompasses 5.3 million acres of federal public lands in 11 counties in western Nevada and eastern California, to be aware of wildfire prevention. In addition, prepare their homes and property for the advent of wildfire season.

The Nevada State Fair Carnival returns to Mills Park this Thursday in Carson City.

The carnival will continue through Sunday. The event includes carnival rides, food vendors and craft vendors, as well as carnival games.

The Friends of the Nevada State Museum are hosting a white elephant sale at the Nevada State Museum on Saturday, June 29. This event will run concurrently with a Museum Staff Show & Shine Car Show. Proceeds from the events will support the restoration of a 1967 Chevrolet pickup truck for the State Museum.

The Sullivan Fire in Sparks has burned an estimated 150 acres as of Wednesday morning.

A 76-year-old man has been identified in the fatal June 1 crash involving a motorcycle rider on State Route 341 Geiger Grade.

Starting in mid-August, day-use reservations will be required on weekends and holidays at Lake Tahoe’s popular Sand Harbor State Park.

In August, 2023, several wildfires ignited on the island of Maui in Hawaii. The worst one occurred on August 8, 2023, when a brush fire ignited near the town of Lahaina. Hundreds of homes burned in a matter of minutes and ultimately over 100 people lost their lives. The Lions of Hawaii have helped address the needs of the survivors since then, but it will take years to recover from this major disaster.

Greater Nevada Credit Union (GNCU) recognized 75 years of service to Nevadans by awarding $75,000 in scholarships: $2,000 to 37 individuals pursuing their undergraduate, technical or trade school education goals, along with an additional $1,000 applied to programs supporting high school students in their graduation endeavors.

Nevada State Police have identified a 30-year-old Dayton man in a fatal crash that happened June 2 on Six Mile Canyon Road and San Clemens in Lyon County, Nev. One person has been arrested for suspicion of DUI.

The Northern Nevada Exotic Pet Expo is coming to the capital city this weekend, June 15-16 at the Carson City Community Center.

According to organizers, exotic pet vendors from all over the western U.S. join the expo each year bringing reptiles, exotic pets, supplies, and much more.

Billiards is a family tradition for Crystal Sandoval. While she was born and raised in Carson City, as well as a Carson High graduate, her parents are immigrants: her father was born in Honduras, and her mother in Nicaragua, and they had run a billiards hall in Nicaragua for years before coming to Carson City.

"When the whole family came over to the states, they brought the idea to me to continue the family business, since they had it for a long time," Sandoval said.

Engineering and welding students from Carson High School collaborated with the Carson City Chamber of Commerce’s Leadership Class to design and create metal artwork for their effort to renew Mills Park Amphitheater and Memorial.

Carson City Trails Challenge

Social media awareness and the dangers that may be imposed on youth will be the focus of a parent and youth education night happening Tuesday, June 11 and again June 25 in Carson City.

Election Day has arrived for the June 2024 primary elections, which will take place Tuesday, June 11 throughout the Silver State.

A total of five teens have been arrested for crimes ranging from possession of stolen firearms to allegedly committing a rash of vehicle burglaries in the Gardnerville Ranchos during the early morning hours of Sunday, May 26, according to the Douglas County Sheriff's Office.

On Tuesday June 11 at 1:30 p.m., the Carson City Senior Center presents a Chautauqua performance of James and Margret Reed, hero’s and survivors of the infamous 1846 Donner Party.
