Carson City authorities arrest men after heroin, meth found

Two men were arrested by Carson City authorities on Saturday after officers discovered heroin and methamphetamine in a car they pulled over because of erratic driving.

Andrew Woodburn, 31, of Carson City, faces charges of felony drug possession for sale; possession of hypodermic needles and drug paraphernalia. Bail was set at $15,000 cash bondable.

Joseph Alex Kendall, 23, of Dayton, faces a felony charge of possession controlled substances — methamphetamine and heroin. Bail was set at $2,500 cash, plus Kendall has an outstanding warrant out of Lyon County.

According to a Carson City Sheriff's Office arrest report, deputies assigned to the Special Enforcement Team were on patrol in the parking lot of Lowe's in the 400 block of Fairview at about 6 p.m. An officer observed a maroon sedan occupied by the men, driving in circles, erratically, in the Pet Smart parking lot and then in the parking lot of Lowe's, according to the arrest report.

Because of the way the driver, Woodburn, was operating the car, the officer suspected drug activity, including blocking, and pulled the sedan over with lights and sirens. The arresting officer observed that Woodburn, the driver, had three hypodermic needles in his lap, some cotton swab tips and a spoon with a handle bent like a cup.

According to the arrest report, the officer identified himself and asked Woodburn, "you aren't a diabetic are you?"

Woodburn said nothing but his hands started heavily shaking, the arrest report stated. The officer asked Woodburn and passenger Kendall not to move and requested a deputy to respond for cover, the arrest report stated.

When the deputy arrived he asked Kendall for consent to search his pockets. Inside the officer found a plastic bag of suspected methamphetamine, that weight approximately .5 grams in his right front pocket, according to the arrest report. Meanwhile, the officer who had observed the paraphernalia on Woodburn's lap, asked the suspect to exit the vehicle.

Both men were placed into custody. The officer read Woodburn his rights under Miranda, which he waived, according to the arrest report.

Officers called for a tow service of the vehicle. During the inventory of the car two backpacks were found in the trunk. Upon inventory, inside a gray backpack there were more hypodermic needles, two prescription bottles filled with prescription pills labeled with Woodburn's name, heroin drug paraphernalia and 14 balloons of suspected heroin, weighing approximately 1.4 grams.

While doing inventory of the cab of the vehicle, a small gray bag, commonly used to carry drug paraphernalia, was found on the passenger's side of the console area that contained three needles and a spoon with brown residue, according to the arrest report.

While the deputy was processing the scene and preparing the vehicle for impound, Woodburn spontaneously admitted all the stuff in the vehicle wasn't his and only the gray bag and what was found in his lap, according to the arrest report. He stated the other confiscated items belonged to Kendall, including the gray bag found in the cab and the black bag. He stated they had both driven there to inject themselves with marijuana in the parking lot because there wasn't much law enforcement there.

The officer ran Woodburn and Kendall through the local records and warrants check, which returned that Kendall had a confirmed warrant out of the Justice Court in Dayton.

Both men were taken to jail separately. Upon arrive at the jail the officer allowed Woodburn to call his mother who he advised in pre-booking that he was caught doing heroin, with a lot in his possession, and that he was going to prison, according to the arrest report.
