Followup: Carson City commission OKs plans for boat and RV storage at old Kmart building
The Carson City Planning Commission last week approved a special use permit for redevelopment changes at the old Kmart building on North Carson Street.
The owner of the property had sought the permit for personal storage, retail and office complex, including indoor and outdoor storage of boats and RVs. See the previous story here.
The July 31 decision was six in favor with commissioner Nathaniel Killgore opposed.
Several members of the public spoke regarding the project, will many in agreement and pleased that there are plans for redevelopment at the property.
Concerns raised included potential impacts of new lighting, noise and traffic, said Carson City Planning Manager Heather Ferris.
The project was approved subject to conditions. Those conditions are:
— The applicant must sign and return the Notice of Decision for conditions for approval within 10 days of receipt of notification. If the Notice of Decision is not signed and returned within 10 days, then the item may be rescued for the next planning commission meeting for further consideration.
— All development shall be substantially in accordance with the development plans approved with the application, except as otherwise modified by the conditions of approval.
— All on and off-site improvements shall conform to City standards and requirements.
— The use of which the permit is approved shall commence within 12 months of the date of final approval. A single, one year extension of time may be requested in writing to the initiated (obtain a building permit) within one year and no extension granted, the permit shall become null and void.
— If there are any proposed changes to exterior lighting, the applicant shall provide a detailed lighting plan, including lighting details and a photometric survey at the time of building permit application demonstrating compliance with CCDS Division 1.3.
— With the submittal of the building permit application, the applicant shall provide a detailed landscape plan demonstrating compliance with CCDS Division 1.10.6(b).
The developer did not provide a specific timeframe for construction. Per the Carson City Municipal Code and as outlined in condition no. 4, the project must commence within 12 months of the date of approval of the special use permit. Commencement of the project would include obtaining a building permit and starting work.
