Carson City School Board to discuss teacher supplies, policies for time off, pregnancy leave and nursing mothers

Carson City School District Board of Trustees will meet Tuesday to discuss policy matters regarding teacher supplies and materials, textbook adoption, parental leave and employees who nurse their infants.

The August 13 board meeting begins at 6:30 p.m. at the Carson City Community Center, Robert Crowell Board Room, 851 East William Street.

On the agenda under superintendent's report there will be an introduction of new principals at Empire and Seeliger Elementary, Mrs. Raegan Virgil and Mrs. Kari Pryer, respectively. Go here for information about them and other principal and administration additions.

There will also be information on the CHS Career and Technical Education Program Awards for 2023-24 school year. The board will take up the following agenda items:

— Discuss proposed policy changes regarding instructional supplies. The policy, which was last updated in July 2010, states the Board's commitment to provide teachers with the necessary supplies, materials, and equipment for implementation of the adopted curriculum within the district.

According to the staff report, the policy has been thoroughly examined and found to be in full compliance with all relevant state laws and educational standards. The existing guidelines and procedures remain effective and applicable to the current needs of the district. Based on the review, no changes are being recommended at this time.

Regular monitoring and periodic reviews will continue to ensure ongoing compliance and relevance, the report states.

— Discuss proposed textbook adoption process changes. Last revised in March 2009, a comprehensive review was done to better clarify and incorporate additional details, ensuring the process remains consistent, transparent and aligned with current educational practices and standards.

Language throughout the regulation has been updated to remove ambiguities and provide clearer instructions and expectations for all stakeholders involved in the textbook adoption process, the report states.

Additional details have been included to outline each step of the textbook adoption process, from the initial evaluation and selection of materials to the final approval. Additionally, the regulation now includes updated references to current educational standards and technological advancements, reflecting the evolving nature of instructional materials.

"Staff believes the revised regulation is now better equipped to meet the needs of our educational community, ensuring that textbook selections are made thoughtfully, inclusively, and in alignment with state requirements and best practices," the report states.

— Discussion on new proposed policy regarding leave for parents of children enrolled in school. This will be a first reading. This policy grants employees with school-aged children, four hours of unpaid leave per school year per child to engage in school-related activities. It aims to support parental involvement in their children's education.

— Discussion on new proposed policy regarding leave for nursing mothers. This is a first read. In compliance with state and federal laws, this policy provides reasonable breaks for employees to express breast milk for their nursing infants up to one year old. It includes provisions for a suitable private space for this purpose.

— Discussion on proposed policy regarding pregnancy, childbirth and related medical conditions. This is also the first reading. This policy outlines the District's commitment to providing reasonable accommodations for female employees or applicants experiencing pregnancy, childbirth or related medical conditions. The policy ensures non-discrimination and supports employees in maintaining their job roles without undue hardship.

— There will also be a separate agenda item addressing detailed procedure for manager and supervisors to follow when accommodating pregnant employees, reinforcing the non-discrimination stance and outlets both specific accommodations and prohibitions.

— The Board will get an information briefing on staffing for the Carson City School District. Human Resources will provide a brief update on staffing in the district.

With the first day of school August 19 for students in grade 1 through 12, the district has provided a list of upcoming activities and events:

— Thursday, August 22, 2024, first day of school for pre-K and kindergarten students

— Wednesday, August 28, 2024, professional learning for staff; students dismiss at the following times:
Pre-K, 10:55 a.m.
Carson High School, 11:40 a.m.
Pioneer Academy, 11:50a.m.
Middle schools, 12 p.m.
Elementary schools, 12:40 p.m.

— Monday, Sept. 2, 2024, Labor Day holiday, no school.

UPDATE: Carson City Fire Department, sheriff's deputies and Nevada Highway Patrol responded Wednesday morning to a vehicle crash on Highway 50 East and Flint Drive.

While containment grew to 31 percent on the Davis Fire, gusty winds will be a factor, prompting the National Weather Service in Reno to issue a rare PDS Red Flag Warning, also known as "Potentially Dangerous Situation" Wednesday from 11 a.m. to 8 p.m. for the Sierra Front.

Based on extensive discussions with public safety officials and considering the erratic behavior seen from the Davis Fire and deteriorating conditions, all schools in the Washoe County School District will be canceled Wednesday, Sept. 11.

There will be a community meeting at 7 p.m. tonight, Tuesday, that will provide Davis Fire updates. It will feature the Complex Incident Command team, including a meteorologist and fire behavior team. It will be at 7 p.m.

The allied command agencies working on the Davis Fire have ordered a Complex Incident Management Team for the fire that has been burning in the Washoe Valley since Sept. 7, 2024. The fire has burned 5,596 acres and is zero percent contained as of Tuesday afternoon. The command team was authorized by the National Interagency Coordination Center and National Incident Management System.

UPDATE 11:06 AM: The National Weather Service has not only issued a Red Flag Warning but has also issued at "Red Flag Warning, Particularly Dangerous Situation," for Wednesday. As NWS forecaster Edan Lindaman explained, the PDS is outside of the normal or typical Red Flag Warning. Due to the cold front moving in overnight into Wednesday, bringing 40 mph-plus winds, the level of measure is of critical concern elevated. Therefore, the Red Flag Warning PDS on Wednesday is from 11 a.m. to 8 p.m. The standard Red Flag Warning is underway today.

UPDATE 10:33AM: The Davis Fire was mapped at 5,596 acres with no containment as of Tuesday morning, according to a briefing from U.S. Forest Service-Humboldt-Toiyabe National Forest.

Fire crews continue to work on perimeter control today, especially in areas of high fire activity. All evacuations remain in place and areas under evacuation orders are closed to the public. There are no public escorts into the evacuated areas at this time due to fire activity.

Fourteen structures are currently known to be impacted, and damage assessments will continue in the impacted area of the Davis fire when it is safe to do so, according to a Monday evening briefing. Fire crews continue full suppression efforts, prioritizing the protection of life, property, and critical infrastructure.

Due to elevated fire weather conditions forecast for Northern Nevada, NV Energy is issuing a Public Safety Outage Management Watch, for approximately 322 NV Energy customers beginning at approximately noon on Wednesday, Sept. 11 and lasting through Thursday, Sept. 12 at 9 a.m. in areas of Genoa, South Carson City and Glenbrook.
