Lucia Maloney files for Carson City Supervisor Ward 4 candidacy
Lucia Maloney filed Wednesday for Candidacy for Carson City Supervisor Ward 4. Mrs. Maloney, a seasoned leader committed to transparency and practicality, brings a resume of over 20 years of transportation and regional policymaking experience in the public, private, and non-profit sectors.
Small business owner, wife, and mother of two young children, her name may sound familiar. This past December she was re-appointed to serve on Carson City’s Regional Transportation Commission for a second term. She also served as Carson City’s Transportation Manager from 2017 through 2021, during which time she successfully led City efforts to secure over $33.7 million in competitive state and federal grant funding – providing for our ability to construct previously unfunded transportation capital projects totaling over $41.5 million.
She’s proud of her tangible asset management experience and looks forward to using these skills to help her community as Supervisor representing Ward 4. In 2018, Lucia spearheaded a programmatic audit of the Jump Around Carson (JAC) transit vehicle fleet and oversaw adoption of the City’s first Transit Asset Management Plan. The resulting programmatic changes included a new contract to purchase smaller, more practical vehicles costing 30% less than those we had previously purchased.
The smaller vehicles bring additional operational savings above and beyond fuel. The small buses do not require City bus drivers to maintain and be paid for air brake certifications, and Federal regulations allow the City to replace the smaller buses more frequently, reducing aging fleet maintenance costs and downtime by an estimated 15 percent.
If elected, Mrs. Maloney is committed to leveraging her transportation-related expertise to build actionable substance behind the “roads funding” discussion. She emphasizes, “If we’re in agreement that additional road funding is needed, we need leadership that understands transportation and the project lifecycle — from planning and funding, through construction and ribbon cutting — so that the right questions are asked, our assets are maintained, and critically needed projects are actually built. The use of enterprise funds and regulatory sunsets coupled with regular reporting bring accountability.”
Working collaboratively with neighbors, other Supervisors, and staff, she promises to guide development of a clear plan of expenditure that outlines specifically needed road projects, including timelines and resource commitments for project design and construction.
She says that residents need to know what they’re being asked to pay for and when we think it can be feasibly built before we implement a funding mechanism such as a sales tax hike or GID. “Let’s roll up our sleeves and make a clear and reasonable plan. If funding is needed beyond the authority of the Board of Supervisors, let’s take it to the voters. Our residents are knowledgeable and engaged. Give our community a chance to approve it.”
Since 2021, Mrs. Maloney has built a consulting business and accompanying digital platform called the Civic Playbook (civicplaybook.com) where she helps hard-working individuals get involved with their local government and effectively influence public policy.
